Written Foreign Policy of the Islamic Republic of IranIn light of the Upper Documents
Foreign policy involves determining and pursuing a series of national goals and interests that are being taken on the international stage by governments. Although the goals of foreign policy vary from one country to another, all countries have short, medium and long term goals in this regard. The constitution of the Islamic Republic of Iran and the vision document, as the governing documents and determining the general policies of the system and the great orientations in the field of foreign policy, can be considered as high-level documents that specify long-term goals. Depending on their specific designation and their timeframe, development programs can be considered as second grade documents that determine the short-term or medium-term goals of governments to achieve the pivotal goals. As the constitutions of countries define the main goals and orientations for the foreign policy apparatus, in the preceding article, the constitution is considered as the basis and the main criterion, and the degree of compliance or non-compliance of the five-year development plans of the country with the constitution and the vision document, as well as with each other, and the extent of the changes made in these programs, are measured in the field of foreign policy. Findings of the research show that in different developmental programs, attention to foreign policy has always fluctuated and especially one of the main challenges in developing these documents is the lack of proper planning based on the realism in pursuing the national interests of the country in the field of foreign policy.
