An Analysis of the Implementation of Social Security Policies in the Islamic Republic of Iran

This study aims to recognize why social security policies are implemented or not implemented in the Islamic Republic of Iran. The applied purpose of this research is to study the implementation tools, implementation methods, implementation barriers, implementation approaches, resources, implementers, etc. while identifying the most important key factors in implementing an analytical policy on the implementation of social security policies in the Islamic Republic. This research has a mixed approach and has designed and presented using the data base method and purposeful interview and sampling tools. In this study, we analyzed policies by interviewing 11 experts and reviewing theoretical literature. The analysis system includes inputs, processes and outcomes, the organization's image and environmental factors. Data were analyzed through open and axial coding.

The results of this study emphasize the following: internal organization environment, system disruptions, attention to the black box policy implementation and environmental factors influencing the organization's policies. On the whole, it can be said that the components of policy implementation actually represent the capacities needed to properly implement a social security policy and ignoring such capacities will have negative consequences.
