Evaluation of project management maturity will bring several advantages to project-based organizations. The main output is evaluation of the degree of maturity and excellence of the project management system in the organization and the possibility of planning for improvement with the aim of creating competitive advantage in domestic and international markets. The aim of this paper is to identify different models of project management maturity and select the optimal model using fuzzy network analysis process technique and identify project management maturity indicators and ranking indicators in Tehran municipality construction projects. The population and statistical sample of this study consisted of 20 senior municipal managers and academic professors. First, models and indicators of project management maturity assessment were identified from the literature of the subject and the background of the research and then the conceptual model was identified using experts' opinions. Then, using paired comparison questionnaires, dimensions and indicators were weighted and project management maturity models were ranked. The OPM3 model among the maturity models obtained the most suitable model among the project maturity measurement models in Tehran Municipality. The results of this study can provide a comprehensive view to senior managers and experts of Tehran Municipality and construction companies in recognizing the indicators and determining the importance of these indicators and selecting the optimal maturity measurement model of project management.
