The aim of the current study was to examine the impact of ethical leadership on experience openness and innovative behaviors of Gorgan Municipality sports department staff. The present study is descriptive- survey. Population of this study was all sport staffs of Gorgan Municipality consisting of 121 individuals. To garner the data of this research, Brown et al.'s (2005) ethical leadership questionnaires, Sato et al.'s (2008) openness, Zhu and George's innovative behaviors (2009) were employed. Reliability index of the questionnaires was yielded to be 0.78, 0.84, and 0.89, respectively. To analyze the data and descry the effects of the research variables, structural equation modeling was r un utilizing PLS software. The findings displayed that ethical leadership has both positive and significant effect on staffs’ openness to experience. Furthermore, the impact of ethical leadership on staffs’ innovative behaviors was positive and significant. Positive and significant effect on both openness to experience and staffs’ innovative behaviors is ratified as well. Ultimately, the findings of the current study demonstrated that the impact of ethical leadership on staffs’ innovative behaviors was not significant with mediating role of openness to experience. Concerning the findings of the research, it can be concluded that the managers’ use of ethical leadership gives rise to developing positive behaviors such as staffs’ openness to experience and innovation .
