Assessing the Regional Balance between the Cities of Tehran Province Based on the Indicators of the Law of Balanced Use of the Country's Facilities: An Approach to Maintaining Regional Security
The phenomenon of regional differences is considered as one of the main elements of regional development analysis and relative equality between regions based on different economic, social, health and infrastructure needs is one of the priorities of regional policymakers. The purpose of this study is to analyze the spatial inequality of the cities of Tehran province based on the indicators of the law of balanced use of the country's facilities using the method of AHP and TOPSIS. Research findings show. Among the 24 indicators of the law, the unemployment rate, the percentage of non-standard classes in all grades and the density of students in the class in all grades with the highest coefficients, according to experts, had the greatest impact on the combined index of inequality between cities. Finally, according to the TOPSIS method, the cities of Pardis, Pishva and Quds are ranked first, second and third respectively in terms of the status of indicators, which are among the cities that are in a more unbalanced situation. Mallard, Baharestan and Qarchak counties are ranked fourteenth, fifteenth and sixteenth, respectively, which are among the counties that have a more balanced situation in terms of legal indicators. Therefore, national and provincial policymakers, especially the Provincial Planning and Development Council, in order to increase the balance and improve the indicators of the law of balanced use of the country's facilities should pay more attention to the distribution of budget to increase employment and meet educational and health needs in lower ranked cities.
