The present study is a grounded theory study. Participants were 18 managers, consultants, naval officers, cultural activists, charities and jihadists, and sampling was done purposefully until data saturation was achieved. Data collection was semi-structured by in-depth interview method. All interviews were recorded, handwritten and then analyzed line by line. Strauss and Corbin 1998 method was used to analyze the data.

Findings include 9 strategic components of trust building, adoption of participatory community-based development approach by the government, prioritization of local community benefits from regional development benefits and appropriate context for it, need to pay attention and apply local community views, concerns and knowledge in regional development, social entrepreneurship And job creation, development of regional infrastructure, proper management and planning for regional development, the need for information and information in regional development, ensuring regional security.

Socio-cultural sustainability of Makran beaches will not be possible without considering the local community in the development process. Therefore, identifying and paying attention to the strategic components affecting the socio-cultural stability of the region in order to achieve development goals can be useful.
