People capability maturity model is a plan and framework to help organizations develop the maturity and human resources’ level that continuously leads to the improvement of the human resource capabilities of the organization. The present study is conducted qualitatively with the aim of designing and validating the indigenous model of people capability maturity among faculty members of the Islamic Azad University of Fars Province based on the grounded theory. First, the initial indicators are extracted by reviewing the research literature, and then the interview questions are designed and approved by 3 experts. After that, semi-structured interviews are conducted with 17 faculty members who, in addition to having executive records over 5 years, also rank assistant professor and above. The snowball purposeful sampling method has been used for data selection. Data analysis has been done based on the grounded theory of Strauss and Corbin in 6 paradigms of causal conditions, main phenomenon, intervening conditions, contextual conditions, strategies and consequences. The results of data analysis obtained during 3 open, axial and selective coding processes led to the extraction of 26 concepts and 92 dimensions, which finally ended with the design of an indigenous people capability maturity model. Environmental, organizational, occupational and personal factors constitute the causal conditions of faculty members’ capability maturity. Intervening conditions refer to managerial style, disruptive factors of communication, ethical leadership, and working group participation. The allocations of resources and facilities, information management, time, and order have created the contextual conditions. Strategies include planning, organizing, coordinating and communicating, monitoring and evaluating performance, human resource management, and statistical performance management. The results of this research indicate motivating and improving innovation in order to develop, upgrade and continuously improve faculty members’ capability. Validity of concepts and dimensions obtained through two methods has been evaluated using factor analysis in PLS software and content validity, i.e. evaluation by 4 experts. The results of validation show that the model has a high validity. According to conclusions, one of suggestions is, the maturity and capability of faculty members can be holding continuous training courses for skillful managers.
