Systemic Analysis of Key Factors Influencing Sustainable Housing Planning using Future Studies Approach (Case Study of 22 Districts of Tehran)

The current vision of Tehran Metropolis depicts a sustainable city with a suitable structure for habitation. The accomplishment of such a landscape that knows sustainable housing as a crucial issue needs scrutiny. This study aimed to identify factors that help the officials reach the goals and to reach the results effective in revising future perspectives of urban planning. The research is applied and the collecting data method is documentary and field study. The study was done in the framework of a descriptive-analytical process. Using Delphi method, among 26 factors, 18 factors were classified as the most important ones in social, economic, physical, and environmental dimensions. Structural analysis using Mick Mac software shows that factors such as land, vertical development, housing quality and strength, water resources, natural crises, and accessibility are among the influential factors. For each of the factors, strategies and policies such as land value-added tax (VAT), construction of underground dams, elevation zoning, and insurance sector’s participation in constructing was offered.
