Pathology of Supply Resources Assessment System of the Armed Forces Defensive Suppliers Management System
pathology of Armed Forces Supply Resources Assessment System causes the organization act to confront and correct current situation of the system. Thus this study was done with purpose of pathology and presenting optimal solution for Armed Forces Assessment System.
The methodology used in this research is soft systems methodology (SSM). A statistical sample consisting of managers, experts and senior experts related to the subject of research in the field of evaluation of military supply resources and the network of their colleagues, was determined to be 20 people. In the next step, based on the methodological steps of soft systems with the help of semi-structured interview with experts and observations, analysis and extraction of information and CATWOE analysis with cognitive mapping, content analysis and Importance-Performance Analysis (IPA) matrix approaches using analytical and statistical software including SPSS and XMIND, status and The conceptual model of the problem were extracted.
In this study, reliability was discussed as a measure to replace validity and verification, which consists of four more detailed concepts of reliability, transferability, verifiability and confidentiality. Important and effective components identified in the military supply resources assest system (16 components) were ranked based on the acquired results using the Importance-Performance Analysis (IPA) matrix.
analyses showed that the two components of technical-knowledge and protection-security competency assessment were considered as important issues and priorities for improvement and reform programs, and other issued components including: continuous observation of colleagues network, identification of armed forces new required capacities, dealing with network problems, promoting and strengthening the colleagues network through different methods, creating and updating database network(kernel-network), giving service, facilities and professional consultations, updating indicators and components of assessment, assessors and actors of Supply Resources Assessment System, qualification of knowledge based companies, performance of Supply Resources Assessment System agents in armed forces, introducing abilities and capacities of network, collecting protocols and guides, assessment criteria(structural and functional criterion), structure of Supply Resources Assessment System center and agencies were placed in the next priorities, and finally, based on the defined steps, optimal and executive improvement strategies are proposed.
