Water Diplomacy Methodology in Transboundary Rivers
Although water, as a vital element, covers more than three-quarters of the earth's surface but only 0.000006% of the planet's water and 0.26% of freshwater can be used for human consumption. Limit the amount along with the heterogeneous distribution of available water resources has created a potential water crisis for more than half of the world's population. Climate change, population growth and unconventional increase in water consumption it will actually cause the water crisis to affect more than two-thirds of the world's population. Due to the Non-compliance of countries' borders with natural borders of catchment basins and the creation of common water basins how to divide and use common waters it has become a major challenge for fair and reasonable use of shared waters international rules are needed to resolve existing disputes to prevent tension and conflict between the subsidiaries of the common watersheds. In this paper, is discussed by studying the rules and variables affecting the distribution of transboundary waters, the methodology of water diplomacy in transboundary basins and finally a new definition of the concept of water diplomacy has been presented.
