The research tool used was researcher-made questionnaires measuring the status of these factors in the target community in three general areas of individual, educational and organizational factors. The use of partial least squares method to confirm the validity of the model showed that all observable and local variables had a factor load higher than 0.6 on their corresponding internal variable and were confirmed at the level of 0.01. The results showed that the mean score of individual factors was higher than the average hypothetical mean of research and desirable (Sig = 0.000, M = 3.43), the mean score of educational factors was higher than the hypothetical mean of research and desirable (Sig = 0.000, M = 3.35), and the mean score of organizational factors was lower than mean and undesirable (Sig = 0.01, M = 2.81).
