The need of evolution in state's responsibility in light of modern military weapons
Generally, appearance of values in global society (peace, human rights, people's self-determination and ...) is of such universal importance that in considered non derogatory by the states in their interactions and terms; therefore, it is believed by a lot of states that the reaction to sever breach of these values are inevitably more severe than of those which is related to bilateral legal communication. As a result, it is imagined that this reaction should have public and collective aspect in comparison with private and bilateral reactions.

This article is written in analytical-descriptive method.
Findings and results:
The practice of reaction to sever and widespread breaches of human rights show that in other areas, severe reactions to breaches are allowed. Hence in the present research, the author is trying to block the states who own modern military weapons’ way to resort to excuse and deception in using these weapons and guarantee the liability of the states using them in a desirable way for other states by suggesting doubled obligations in addition to corroborated responsibility.
