A Study on the Researches of the Education Fundamental Reform Document of Islamic Republic of Iran: Meta-analysis Study

Abstract:

The purpose of this study is to review of the qualitative researches on the Education Fundamental Reform Document of Islamic Republic of Iran, that has been conducted in period of 2010- 2020. For this purpose, the Meta-analysis method of Sandelowski & Barroso has been used, which 35 research titles were selected from a community of 2283 sources, and then through using content analysis process, is identified 12 comprehensive themes about the Criticism, suggestions and solutions in scope of the implementation process and content of the Education Fundamental Reform Document. The findings show the most important criticisms of the implementation process of the Document are the lack of theoretical consensus and practical clarity between institutions and actors, haste and lack of planning, lack of understanding and participation of stakeholders, weakness of the evaluation process. In addition to these, the most significant criticisms of the content of the Document include the ambiguity and lack of transparency of concepts, methodological eclecticism, weakness and theoretical contradictions in concepts and principles, lack of attention to individual and cultural diversity. In order to correct and improve the content and implementation process of the Document, the findings also suggest some directions that the most important of them are setting a roadmap, attracting public and trans-institutional participation with legal, scientific, institutional and attitudinal preparing towards social governance, reforming  the processes of human resources management in educational system, improving the whole text, methodology, concepts and theoretical foundations of the Document. In the descriptive study of the thematic dispersion of researches, the findings show that more than half of the studies are related to the subsystems of Document and the other half, with intratextual or extratextual approaches, introduced several concepts in the Document and, only a limited number of researches have criticized the implementation of the Document.
