Sociological study of the emergence of bureaucracy in the Qajar era

The Qajar era should be called the period of transition from traditional tribal political system and bureaucracy to monarchy and modern bureaucracy. During this period, the occurrence of injuries and bottlenecks in the evolution of the Iranian management system, caused the inefficiency of the administrative system and created obstacles to the qualitative development of the Iranian bureaucracy. Although reforms were made within the complex to rectify administrative turmoil, the system was unable to see the necessary transformation quickly due to the cross-sectional progress and unprofessional attitudes about the administrative structure. In addition, some of the problems of this system were so widespread that it has not been removed from the face of the administrative institution to this day. The results show that in examining the course of the administrative system of Iran in the Qajar era, several stages should be distinguished and considered: the stage of traditional management in the context of the ancient Iranian bureaucracy, which followed the Seljuk and Safavid administrative traditions, And reference to tangible but necessary problems that led to some improvement in the performance of government departments and finally the stage of approach to the rules of modernity which using historical experiences led to the quantitative transformation of the administrative institution in the Pahlavi period and the transformation of government into modern government. In the present study, the phenomenon of bureaucracy in the Qajar era is discussed from a sociological point of view.
