Explaining the pattern of monitoring, evaluation and control in the mind of the Supreme Leader

With the increasing complexity and limitations in today's world, the importance and necessity of oversight, evaluation and control is already overstated, and the efficiency and dynamism of systems largely depend on the type and manner of oversight and control. On the other hand, considering the establishment of the Islamic Republic in Iran, it is necessary to create indigenous concepts of monitoring, control and evaluation, which is one of the best sources, the statements of the Supreme Leader. In this article, with the aim of explaining the pattern of monitoring, evaluation and control in the thought of the Supreme Leader (the Supreme Leader) and with the keywords of monitoring, monitoring, inspection, evaluation and control and reviewing more than 1700 receipts of His Majesty's statements in full; Theme analysis method has been used. This research is mixed in terms of purpose, application and in terms of data, and its statistical population is composed of experts and researchers in the field of thought of the Supreme Leader. In the following; Relevant topics were identified and confirmed by 36 experts using confirmatory factor analysis. Finally, the topics identified in explaining monitoring, evaluation and control included "methods and tools", "monitoring, control and evaluation characteristics", "supervisor individual characteristics", "organizational characteristics" and "monitoring device characteristics". As a result of this research; Based on the thought of the Supreme Leader; A comprehensive, efficient, indigenous and culturally appropriate model for monitoring, evaluation and control is provided.
