The Analysis of the Compliance of Socio-Economic Development Programs with Triple Policy-Making Models in the Pahlavi II

In line with examining the development plans in the Pahlavi II, it should be noted that none of the pre-revolutionary development plans had a comprehensive and indigenous view of development. It can be said the Iranian government in the 1350s - the years of implementation of the five programs - the government has been completely dependent. The present article examines and analyzes the three models of the Pahlavi II by asking the main question, “socio-economic development programs in the Pahlavi II were compatible with which of the methods of institutional policy-making, public choice, and group model?” During this period, development was based on Western progress and modernization. Additionally, the element of religion has not played a role in progress, development, and generally, in the system of planning and development plans; a development quantitatively considered only economic growth without considering the qualitative factors and localization of development. In five programs, the economic and social development of the Pahlavi II has been accompanied by achievements and, of course, shortcomings, each of these Five are consistent with one of the triple policy-making models. The present article examines the compatibility of economic and social development programs of the Pahlavi II with triple policy-making models.
