Background and purpose

In recent years, social media has caused profound changes in the behavior of users. In addition to the normal behavior in this type of media, for many reasons, dysfunctional behavior is also happening. Today, on the one hand, the recognition of these behaviors has become increasingly important, and on the other hand, the control and management of such behaviors has become a major challenge for governance systems. The purpose of this study is how today's governance systems can use the capacity of the elite to manage this space.

Research method

This research was done with the grounded theory. First, information was collected through a semi-structured interview with 13 well-known social media experts, for which the snowball sampling method was used. Maxwell's 5-factor framework was used for the validity and reliability of the research.

The coding process was collected in five sections and eight main categories. In the antecedent category, it includes sociological and psychological factors, the antecedent includes individual, interpersonal and social factors, the context includes social media, the conditions include interaction with celebrities, and the requirements include environmental considerations. The results of the research indicate that the most important propositions in controlling misbehavior by names are: educational interaction, increasing the threshold of tolerance, public security, social capital and national cohesion.
