Pathology of the development program of Sistan and Baluchistan province (based on the institutional approach)

In this research, we are looking for the pathology of the development programs of Sistan and Baluchistan province based on the institutional approach. Most of the border areas of the country are less developed, ethnic elites are less present in macro and middle administrations, ethnic diversity is not viewed as a positive thing and is considered as a threat. The main question of the research is, from the perspective of the theoretical indicators of new institutionalism, what are the most important development aspects and development vulnerabilities of Sistan and Baluchistan province? The hypothesis of the research is that it seems that one of the most important areas of vulnerability in the development programs of Sistan and Baluchistan province is the lack of balance in planning, lack of attention to the texture and culture of the region, and lack of foresight and attention to behavioral radicalism among The regional groups pointed out, to prove it, we use the descriptive-analytical method and collect data from documentary and library sources. The findings of the research showed that the security view towards the ideas of radical and extremist groups in the region has caused Sistan and Baluchistan to not have a place in the basket of development goals worthy of the province in the development policies of the country.
