Explanation of the ideal policy model of the Islamic Republic of Iran in the field of top talents and elites

The purpose of the present study was to explain the ideal policy of the Islamic Republic of Iran in the field of top talents and elites. This research was conducted in terms of orientation following conceptualization and with a qualitative approach and theoretical coding derived from theme analysis. The research community included 30 articles and theses, which were selected from a total of 124 articles searched in reliable domestic scientific databases using a targeted approach in the period of 2017 to 2018. Based on the findings of the research, the dominant model governing the policy-making environment of elites in the country is "institutional model" and it is focused on certain governmental institutions such as leadership, parliament, presidency, courts, etc. Based on the findings of the research, an institutional and rational model has been proposed for the optimal policy of elites and top talents. The proposed research model is a combination of institutional and rational model, which seems to be able to respond to the inadequacies and limitations of individual models. The model of policy-making based on a rational basis can solve the challenges and problems of the past to a large extent, and secondly, by using the results of studies related to research, it can be fruitful for the growth and progress of this field as much as possible
