Abstract:
Considering the importance of recognizing organizational damages that are very diverse and affect performance and goals at all organizational levels and cause functional disorders, it is necessary to identify and pay attention to them. One of these damages that should be considered It should be noted that the examination and pathology of the appointment of professional managers in Iran's government organizations is, in fact, this pathology is the path to success and stability of government organizations and the compiler of the model of competence, recognizing organizational harms is the most sensitive and important step. The outcome of which is to improve the effectiveness of the organization. Considering the importance of the mentioned topic, this research focuses on this category and considering that the review and summarization of the findings of past studies had a great role in recognizing and designing competency models, and with the purpose of practical and In terms of data, it is an exploratory mix, and in terms of the method of research and study, it is in two forms: foundational data and cross-sectional survey.The other results of this research show that all ministries and government organizations of Iran need creative, flexible and responsible people, on the other hand, it is very difficult to identify, attract and retain people with such characteristics in these centers, and human resource management must necessarily match with the norms of the day.
