Investigating the challenges within the police organization in the management of violent robbery in public places and streets - Case study of the North Khorasan Province Police Command

Violent robbery is one of the violent crimes in which threats or force are used to obtain property or assets from another individual. This type of crime usually occurs in public places and crowded streets and, due to its violent nature, has a significant psychological impact on victims and witnesses. Therefore, the aim of the present study is to examine the internal organizational challenges of the police in the administrative management of violent robbery in streets and public places, focusing on the case study of the North Khorasan Police Command.

This research is applied in terms of its objective and descriptive in nature, classified as qualitative research. The participants in the study were managers and security experts involved in this area, who were interviewed to identify the police challenges in managing violent robbery in streets and public places. Using semi-structured interviews, 13 experts were consulted until theoretical saturation was achieved. To enhance internal and external validity, specialized participants were included, and several interview sessions were conducted for broader completion. Data analysis was carried out using the thematic content analysis method.

Results obtained through expert opinions identified 79 internal organizational challenges. These challenges include: a lack of human and organizational resources, weaknesses in information systems, deficiencies in management principles, insufficient employee training, and weak inter-organizational interactions.
