Evaluating the Operations of Social Security Organization of the Cities in Tehran Province by Using the Synthetic Model BSC & FDEA

Nowadays, all managers are requesting to use the best possible available assessment resources in all of the branches for their organization. Therefore, in the unpleasantly existing climates, there should be a model available to managers in order to assess their organization’s operation by receiving feedbacks to improve each branches activity. It is logical to understand that any managers need some assessment tools to achieve organizational goals and to improve their operations and reach their expected required standards. Social Security Organization is keen to be able to have a model which can be used to assess and evaluate their employee’s outcomes and recognize their branches strengths and weaknesses in order to promote the appropriate organization’s policies to improve inefficient branches. This thesis presents an experimental and practical model that is bases on BSC-FDEA research, which assessed the different branches of SSA in City of Tehran and Tehran Provinces. This research has used the above-mentioned model to evaluate and assess and was able to satisfy the organizational goal and help to reach their fundamental values base on their goal. At first, the adjustment of branche's operations is calculated by using a balanced scorecard, which is a suitable implement for designing the indicators of operation's evaluation and their measuring from four sights: the customer, inside the organization, innovation and financial. Then the efficiency of these branches will be measured on the basis of the existing indefinite data in the designed indicators by BSC model, and by using fuzzy data envelopment analysis (FDEA).
