In this research, effectiveness appraisal indexes of portal systems were categorized under three topics: Content quality, Technical quality and Managerial Supporting of portal system. Based on this grouping, three main hypotheses and five secondary hypotheses were designed to evaluate the ranking effectiveness appraisal indexes of portal system and representing ranking model of effectiveness appraisal indexes of portal system in Razavi Khorasan Province. The most important expected goal of this research was the effectiveness appraisal of portal system in Razavi Khorasan province headquarters which experimented in two dimensions of theatrical and applied goals described at the end of introduction. After representing research framework, literature review described. By using descriptive research method and survey, required data were gathered by two methods, one library method such as search, survey and study digital and paper-full text and journal, other field study method such as interview and distribution research pre and final questionnaire. After this stage, for measuring main and secondary hypotheses, a questionnaire has been named “measuring effectiveness of portal system implementation in Razavi Khorasan Province questionnaire” was designed and distributed into statistic population that including system end-user. Then, completed questionnaire by using statistics method and techniques such as Spearman Rank Correlation coefficient (for testing correlation between indexes), T-Student (for testing three main hypotheses) and Friedman Analysis of Variance (for testing secondary hypotheses, ranking indexes and their dimensions) were analyzed by using SPSS software and two matters were resulted, the first was in the frame of research hypothesis test and the second was about indexes ranking and effectiveness dimension of portal system implementation. Research results show that Content quality, Technical quality and Managerial Supporting of implemented portal system in Razavi Khorasan Province is effectiveness, but is not equal and similar in whole indexes and dimensions. The end of research some proposals are offered for portal effectiveness for implementation.
