    رفاه اجتماعی را می توان آن روی سکه مشکل اجتماعی دانست. در این مقاله با مرور بر چهار منبع، تعریفی از مشکل اجتماعی ارائه شده: وضعیتی که به اعتقاد بسیاری از افراد جامعه (نه الزاما اکثر آنها) کیفیت زندگی یا مهم ترین ارزشهای آنها را خدشه دار می کند، علل یا عواقب اجتماعی دارد و برای حل آنها باید به اصلاح سیاستهای اجتماعی پرداخت. براساس این تعریف فقر، نابرابری، انحرافات اجتماعی و مشکلات نهادهای اجتماعی (تولید، اداری، بهداشت، بهداشت روان، آموزش و خانواده ها) فهرست نوعی مشکلات اجتماعی را تشکیل می دهند. هر یک از نظریه های کارکرد گرا، تعارض گرا، و تعامل گرا مشکلات اجتماعی را به گونه ای توضیح می دهند و براساس آن توضیح، راه حلی ییشنهاد می کند. کارکردگرایان منشاء مشکلات اجتماعی را در گسست رابطه هنجار و رفتار می بینند. ولی به اعتقاد تعارض گرایان توزیع غیرعادلانه قدرت، ثروت، منزلت و اطلاعات در جامعه سبب بروز مشکلات اجتماعی می شود. براساس این دو که نظریه های کلان محسوب می شوند، نمی توان تفاوتهای فردی را در شرایط مشابه اجتماعی توضیح داد و این کاری است که تعامل گرایان می کنند : به اعتقاد آنها فرایندهای معنایی و تفسیری نظیر برچسب زنی و پیوندیابی افتراقی است که فرد را به انحراف می کشاند.

    در این مقاله ، به موضوع گسترش خدمات اجتماعی در ژاپن به مثابه مفهوم وسیع رفاه شرقی پرداخته می شود. کانون توجه در این جا نقش های مثبت و منفی است که شیوه غربی در بنیان و ارائه خدمات اجتماعی فردی در ژاپن گذارده است، نه فقط در شکل مشاوران خارجی در دوره میجی (Meiji) و نیز بعد از جنگ، بلکه همچنین به طور استعاری، بعنوان یک «مدل» برای سیاست گذاران اجتماعی ژاپنی، خواه برای تقلید کردن یا اجتناب کردن. این مدل به ویژه برپایه نظام مامورین داوطلب رفاه، به نام مینسیین سیدو(Minseiiin Seido) و اینکه چگونه نقش آنها به طور گسترده در سایه ایده هایی که رفاه اجتماعی در ژاپن گسترش یافته و باید در آینده در مقایسه با جوامع غربی توسعه یابد، به طور وسیع مورد تفسیر واقع شده است. اهمیت این مباحث ورای مبحث رفاه مطرح شده و ایده های اساسی درباره نقش و ماهیت «فرد»، «خانواده» و «جامعه» بررسی می شوند، به همان اندازه مفاهیمی چون «وظایف شهری»، «حقوق» و «شهروندی» مورد توجه قرار می گیرند و اینکه چطور این مفاهیم در ژاپن و آمریکای شمالی و جوامع اروپای غربی تفاوت دارند، به ایده های اجتماعی خیلی متفاوت درباره «رفاه» منجر می شوند.

    هدف اصلی این نوشتار به دست آوردن یافته هایی است که آشنایی برنامه ریزان و مجریان طرح های مبارزه با مواد مخدر با جنبه ها و مسائل اساسی علمی - کاربردی و اجتماعی - اقتصادی مصرف مواد مخدر در جامعه ما را موجب شود. به دیگر سخن، نگارندگان این مقاله برآنند تا با استفاده از آمار و ارقام مستند، به گونه ای فشرده، ابعاد اقتصادی مصرف مواد مخدر( مشتقات تریاک) را در تهران و ایران مورد بررسی قرار داده و همراه با مطالعه ویژگی های اجتماعی مصرف کنندگان مواد مخدر، عوامل اقتصادی موثر بر افزایش مصرف مواد مخدر و رواج بازار غیرقانونی آن را تبیین کنند.

    کتاب جهانی سازی و دولت رفاه که پروفسور رامش میشرا نوشته و فصل دوم آن ترجمه و در این جا چاپ شده است، اساسا به بررسی تاثیر جهانی سازی از حیث سیاستها و استانداردهای اجتماعی در کشورهای ییشرفته صنعتی می پردازد. ( این کتاب در واقع باید در این حیطه یک نقد بی طرفانه تلقی شود). رامش میشرا استاد مدعو در دانشکاه .یورک کانادا است که به اعتقاد شمار زیادی از متخصصان و اقتصاددانان چهره اصلی و صاحب اعتبار در رشته سیاستهای اجتماعی به شمار می آید. بحث کتاب او این است که باز شدن اقتصاد استقلال سیاست گذاری دولت های ملی را در راستای اشتغال کامل و رشد اقتصادی خدشه دار کرده است . هم چنین فشارهای ناشی از جهانی شدن به طور مشخص بازار کار و پرداخت های اجتماعی و حمایت های اجتماعی را خراب کرده و در نتیجه نوک بیکان شاخص در این مورد وضع شدید سراشیبی را نشان می دهد. هم چنین جهانی شدن خط مقدم دفاع در برابر فقر و وابستگی را که در دولتهای رفاه کینزی وجود داشت، ویران کرده است. تجربه ها بنا به مطالعات تطبیقی که در کتاب پرفسور میشرا آمده است بر این امردلالت دارند که در قاره اروپا و ژاپن، نا برابری درآمد کمتر از کشورهای انکلوساکسن افزایش یافته است. با این وصف سیاست و ایدئولوژی نولیبرال خطر سلطه فراگیر دارد . فصل دوم کتاب به مسائل اشتغال و بازار کار در اقتصاد رو به جهانی شدن اشاره دارد . این فصل با دقت نشان می دهد که حمله نولیبرال به دولت رفاه کینزی، که به دنبال اقتصاد بازار جهانی شروع شد، موجب شده است که سیاستهای دفاعی علیه ناامنی اقتصادی و فقر تضعیف شود . در اقتصادهای جهانی شده خیلی مشکل بتوان انتظار داشت که شرکتهایی که جانشین دولتها می شوند در شرایطی باشند که مسئولیت رفاه کارکنان را بر عهده بگیرند. این فصل کتاب هم چنین به این نتیجه می رسد که جهانی شدن می بایست به سمت غیرانسانی کردن بازار کار حرکت کند و حرکت کرده باشد. به هر حال هر چه بخشهای مولد اقتصاد، غیراجتماعی یعنی کالایی شوند، نیاز به هزینه های جبرانی برای سیاستهای اجتماعی که امنیت و زندگی عمومی مدنی را فراهم می آورند، بیشتر خواهد شد. در این فصل، تحولات اشتغال، بازار کار و توزیع درآمد در کشورهای صنعتی غرب از اواخر دهه 1970 بررسی میشود. فصل را با نگاهی به انگاره اشتغال کامل و اهمیت آن برای اقتصادهای رفاه بعد از جنگ دوم جهانی آغاز می کنیم. سپس به افول اشتغال کامل و افزایش بیکاری و برخی درمانهای عمده پیشنهادی به وسیله مقامات رسمی برای حل این مشکل می پردازیم .آنگاه، تغییرات بازارکار و اثرات آن بر مزدها، توزیع درآمد و مزایای شغلی را تحلیل کرده و نتایج جهانی شدن و تغییر تکنولوژی را در رابطه با تحولات بالا مورد بررسی قرار خواهیم داد.

    " Social welfare " and " social problems " should be considered as two sides of one coin. In this paper, the concept of " social problem " is defined, through reviewing four textbooks, as a situation which is considered as a threat for quality of life or vital values by a considerable number of population but, of course, not necessarily the majority of them. In addition, this situation should contain some social causes or effects and its abolition should require some changes in social policies. Accordingly, poverty, inequality, social deviation, and difficulties in social institutions, i.e. production, administration, general health, mental health, education, and family can be categorized as typical social problems. Functionalist, conflict, and interactionist theories explain social problems differently, and therefore, propose different policies to resolve them. Whereas functionalists considere social problems as those who have arised out of a disrupture between norms and behaviors, conflict theorists regard them as products of an unjust distribution of power, wealth , status, and information . These macro theories do not explain the individual differences in a given social condition this is relinquished to interactionists who emphasize the semantic and interpretive processes, such as labelling and differential assocation as forces on individual to deviate.

    This paper explores the development of social services in Japan in terms of the broader concepts of welfare Orientalism and Occidentalism . The focus of this paper is on the roles-both negative and positive-played by the "West" in the construction of Japanese social service provision, not only literally in the form of foreign advisers in the early Meiji and post-war Occupation periods, but also metaphorically as a "model" for Japanese social policy makers either to emulate or to avoid . It concentrates in particular on the system of voluntary welfare commissioners called the minseiiin seido and how their role has been variously integrated in the light of ideas about how social welfare has 'developed, and should develop, in the future in Japan in comparison with "Western" societies . The significance of these debates extends beyond welfare since, underlying them, are fundamental ideas about the role and the nature of the "person", the "family", the "community", and as well as the concepts of "civic duties", "rights" and "citizenship", and how these may differ in Japan and North American and West European societies, leading thereby to very different social ideas about "welfare" .

    Partial and general functions of the drug market in Iran has so far been left unknown. This essay intends to reveal and analyze some of these functions. Institutional factors, particularly those that determine income distribution, from one hand and, those that cause social conflicts on the other, can be considered as main political economy factors. With regard to consumption, and more 'clearly, to high level of consumption, price mechanism has especial, and important influences. But consumpting the drug, by itseif, is not determined merely by the price. According to our research, the real price of opium has decre are during the 17 years of the study, but this has only helped to comunption / demand. Beside, consirmption of drug has been stemmed from poverty, discrimination, unemployment very shortage of recreational facilities and welfare, social conflict, and in some limited cases, due to the high in come of minorities or as an artificial energy motivating instrament for some professions. Despite the real price reduction and risk of seizure and capital punishments in various activities of drug business, its supply has been profitable. The reason is that the great tvaffickers can transfer it into European countries and take a dramatic in come from the huge unemployed and poor addict people. But these nudy people, specially the yauth can take adrantage. in all airmentances in farour ofthwir necessery subutances . We haue come to conclusion in our essay that simpliified supply and demand mechanism absolutely can not explain the couse ofperisitant drag abuse ( specialy opium and then heroin) in Iran. Factors and institutions that are active in reaction to poverty, unemployment and discrimination aer more important in this field. Profit making plus conation of course are playing a mainrole in trafficking as well as in whole sailing. The fact that a considerable part of addicts are simultaneously street distiributors have caused the supply go forward into capillary hair of drag stribution . Definitely the poverty and unemployment can not explain whole aspects of drag addiction. In fact social shortcomings, looking more stimulants for mark and eaxtra ordinary easy money making induce drag demands. Total number of serious drag addicts in Iran in quite high ( 1.3 million ) and there exis nearly 0.8 million semi addicts that become serious addiction very soon. Als between 1-4 million accidental / intertaiment users are reported itowever drag addiction and total amount of opium and herion consumption is quite high in Iran . Tetal amount of value added of drug transit ftom western borders of Iran to Europe is nearly billion $ 16. All these factors and' mechanisms, are based on internap heavy consumtion and profitable supply, whereas both are under inftuenceofsome other complicated social issues.

Also pressures stemming from globalization have impinyed significantly on labor market, social spending and social protection. Resulted to arrow onto downward. Globalizations has also undermined the first line af defence against poverty and dependence of Keynesian welfare state. The comparatire evidence presented in professor mishra’s book suggest that in continental Europe and Japan income suggest inequality has increused less than Angle-Saxon countries. Nevertheless neo politis jolitias and ide-oelogy threaten to become hegemonic influences. Chapter 2, of the book look at employment and the labour markat in globalizing economy. This chapter of the book has successfully tried to show that neoliberal attach of Keynesian welfare state followed by the global market economy has caused the defence policy against economic insecurity and poverty to weaken. In globalized economy we can hardly expect corporations replacing the government to be in position to assume ponsibility for employee welfare. This chapter also have reached to the conclusion that globaligation has to go toward non humanitarian labour market. However the more productive sector of the economy is desocialized, i.e commodified . the greuter in the need for compensatitng social policy to provide sewrity as well as civilized publiclife.
