    Most experts believe that globalization is a project directed and controlled bythe global arrogant power. In an optimistic view, it is known as a process presenting opportunities for all nations with different cultures, but western powers, especially U.S., with their soft power and mass media, believing in new world order and end of the history theory Americanize the globalization. This paper is concerned about the effects of globalization changes on the national security of IRI. A descriptive analytical method is used in this study. Data is collected through library work and questionnaire. The result of the study shows that unpredictability and high speed of changes makes it difficult to control and manage these changes. This paves the way to weaken the social capitals in different levels, but the biggest difficulties comes from big powers, which affect our national sovereignty.

    In wisdom based period, knowledge, a competitive advantage, is the only resource that differentiates the organizations. So KM is a big concern for successful organizations. Effective KM implementation requires many infrastructures among which organizational culture is very important. This paper studies the effects of different organizational culture on KM practices in military training centers. 275 participants from seven military training centers were the sample population. Multiple regression analysis was used to evaluate the model. Findings show that clan and adhocracy organizational culture have a significant relation with KM practices whereas there is not such a relation between KM practices and market or hierarchy organizational culture. The results also clarify that, to have successful organizations, KM practices and organizational cultures have to fit each other. Practical suggestions, based on the findings, are presented to employ an organizational culture that facilitates KM practices.

    Today at national level, Futurism, creating unique benefits for the society, is materialized through foresigting practices. Employing effective methods, strategic foresighting paves the way for the fulfillment of 1404 outlook, IRI progress and ideals. Strategic foresighting, like other future studies, is a value based activity and is strongly affected by ideology and culture of the society. This studies concerns about the lack of adaptability between secular strategic foresighting and Islamic strategic foresighting. So strategic foresighting is effective provided that it is based on Islamic values. The researchers, reviewing different methods and processes through comparative studies, try to present an Iranian Islamic strategic foresighting model. This is an applied exploratory research using case field method to present a normative model.

    ICT as a multipurpose and emerging technology has a very large domain and strongly affects social, cultural, economical and political domains of the society. IRI, like other countries, tries to make the best out of this technology and its development is emphasized in policies. This paper studies the effects of ICT development on social and cultural domains and presents a theoretical analytic model of strategic management of ICT development. To this purpose, sociology and humanities studies as well as technological trends have been reviewed and cultural and social components have been extracted. The presented model is based on the government missions and is in line with ICT development and Islamic progress considering enviromental studies at present and in the next five years. Theoretical model of social and cultural changes is a future based model paying close attention to the trends of modernism, postmodernism as well as technological development. The results of the study elaborate on providing basic needs of ICT developments, cultural innovation system and digital justice.

    Knowing a phenomenon from different dimensions is the prerequisite to confront it. So, In this paper terms and expressions related to soft war and arrogant power are explained, then stating the problems, the researchers mention the importance of formulating cultural and religious strategies to confront soft war. This formulation is based on the speech of Islamic republic supreme leader. The mechanism presented here explains the ways to implement the mentioned strategies. This is a descriptive study done by determining the internal and external environmental factors (swot). Prioritizing the strategies, the researchers suggest a grand strategy.

    The present research is conducted in Tehran University in order to identify strategic technics for promoting organizational learning according to the characteristics of a learning organization for the purpose of forming smart organizations. The questionnaire is designed according to the Peter Senge's theory that a learning organization has five main features: personal mastery, mental models, shared vision and team learning. Validity and reliability of the questionnaire are assessed and confirmed. We used descriptive statistics tools (mean and standard deviation) in order to assess items of the questionnaire. The results of the research showed that there was a significant difference between the current situation in Tehran University and the favorable features of a learning organization. Therefore the University of Tehran needs to improve its quality and become a smart organization using strategic technics.

    National innovation system is a phrase widely used by policy makers of science and technology. The main purpose of the study is related to the innovation systems in cultural industries which is a new emerging topic in developed countries and is under the focus of attention of scholars. This topic is also noticed among Iranian researchers and scholars. The present study explains innovationsystem and its complexities in cultural industries and presents a conceptual model which is validated through the case study of cultural multimedia software production. Suggestions which are in line with cultural production are presented based on innovation system.
