    In recent decades, one of the issues, that in criminal science in general and in the science of criminology in particular are discussed, is the issue of victim. One of the fundamental principles of the protection of victims is effective role in reducing crime. Because protection of victims of crime keeps away them from position of vulnerability and be sacrificed and on the other hand, it reduced risk of personal revenge and crime. Therefore, with regard to the need to protect of victims as the injured man, ideas and plans in support of victims have been growth despite the nascent in short time and has attracted the world's attention. In this article, briefly we will discuss to review the rules of the International Criminal Court and Iranian law in support of the women who are victims and the identification of religious teachings in prevention of victimization of women and whether the changes in Penal Code in Iranian laws with issue of women have had supportive of them?

    Human rights is considered as one of the main priorities of the United Nations and it plays a major role in culture and literature in different societies. The governments as the main audience are obligated to cooperation and efforts in order to improve it. The Human Rights Council is one of the principal organs of the United Nations. Unlike the Human Rights Commission was a subsidiary organ of the UN Economic and Social council but Human Rights Council has become one of the pillars of the UN General Assembly. There is a sharp distinction between the Human Rights Council and the Commission on Human Rights that is its legal features. The council was established with the aim of defending human rights. In this context, although it was more efficient than the Human Rights Commission but, with its political views about some issues of the council, it has failed to reach its main goal finally. In this article, we tried to explain the status of human rights with regard to the Human Rights Council.

    The oppression that was imposed on women has led that international and domestic legislators try to enact laws and regulations to prevent the oppression and protect the rights of women in all fields. Unlike the movements in favor of full equality between men and women, Islamic legal system and system of family law in Iran is considered as one of the most important social institutions. In the preface of the Iranian constitution is written: “Family is the fundamental unit of society and the main focus of growth. Woman in such a conception of the family is out of the state of the object or tool in the service of exploitation and…” The evolution of women's rights in Iran, after the revolution, become Islamic. The first round of legislative, in marriage law1310 and the Civil Code 1313 had been applied religious rules as laws. The second period is about 1346. The last rule in family law is Family Protection Law approved in 12.01.1391. The important thing is that in terms of content, some programs and various documents of Universal Declaration of Human Rights about women has been criticized by governments. The most important is the pursuit of protect the rights of women along with securing stability and strengthening families foundation.

    In history, deprivation of women have been one of the most challenging human rights issues. The Non-financial rights of women been badly neglected. They have been denied many rights such as the right to education, right to health, right to property, right to work, freedom of marriage and .... The Nonfinancial rights of women in Islam have been one of the major issues on the Islamic community. Attitudes and several views (even contradictory to each other) have been raised by clerics and Islamic scholars in this case. In fact, women, as half of human society, should have equal rights and privileges with men in social and family life. There are not any difference or distinction between men and women in the rights and privileges of social, economic, cultural and political but the thing accept clerics Quran verses also confirms them, is theory of equality of women and men in all aspects of social, cultural, economic and political that in the current situation as one of the main issues is considered by clerics and Islamic scholars.

    Discrimination and injustice on the people and among nations have a long history. One of the forms of discrimination is racism that has been violated human rights as an inhumane system. Racism knows color, skin, race and religion as basis for supremacy among different individuals and groups. During different historical periods, it has made problems and serious damage to human societies and human rights have been violated and it is cause of war and insecurity. The importance of this issue has caused this issue is rejected by Islamic law, the Universal Declaration of Human Rights and international conventions. In this article, we will study the western governments view about the issue of racism and minority rights.

    One of the most important international documents on human rights and especially women's rights is “Convention on the Elimination of All Forms of Discrimination against Women”. The convention emphasis on full equality between men and women in all fields. On the other hand, in the religion of Islam is taken into consideration the issue of equal rights for women and men. So in this article, reviews of various components of the theory of equality in Islam and the Convention on the Elimination of All Forms of Discrimination against Women give a more comprehensive and broader view of the issue and will be reviewed the differences between Islam and conventions on women's issues.
