    نقش آفرینی تشکلهای غیردولتی درحقیقت تبلور حضور رسمی و سازمان یافته مردم یک کشور در روابط خارجی و روند تعاملی جامعه جهانی تلقی می شوند؛ از این رو انجمن های دوستی یکی از بازیگران مؤثر حوزه دیپلماسی عمومی به شمار می روند. تحولات دهه های اخیر در عرصه بین الملل نشانگر این واقعیت است که نقش انجمن های دوستی و نهادهای مردمی و تشکل های غیر رسمی در معادلات جهانی رو به گسترش و به موازات آن، نقش دولت ها در این ارتباط رو به کاستن است. از آنجائی که انجمن ها در دو عرصه کلیدی یعنی روابط میان ملت ها و محیط بین المللی ایفای نقش می نمایند حوزه فعالیت و کنشگری آنها بسیار گسترده و وسیع ارزیابی می شود.
    امروزه پیروی صرف از شیوه های کلاسیک به هیچ وجه پاسخگوی نیاز های دیپلماسی نوین نیست. افزایش توان دستیابی به حجم وسیع اطلاعات و سرعت انتقال آن ها به مخاطبان در اقصی نقاط جهان، مدیریت سیاست خارجی توسط دولت ها را به چالش کشیده است. مدل های سنتی سلسله مراتبی در سایه تکنولوژی ارتباطات، به طور ناخواسته نقش خود را به شبکه های پیچیده و بدون کنترل مرکزی سپرده و دیپلماسی در یک مکانیسم درهم تنیده دولت، رسانه ها، افکار عمومی قابل تفسیر است. از سوی دیگر بدون شک، مدت ها است که دوران سیطره و یکه تازی قدرت سخت سپری شده و در جهان مدرن و پسامدرن، آنچه بیش از هر عامل دیگر، جهت و روند امور را در روابط میان دولت ها و به خصوص ملت ها تعیین می کند قدرت اندیشه، گفتگو، قلم، درک متقابل، و ارتباطات انسانی است.
    نیل به مقاصد سیاسی، امنیتی و اقتصادی، همواره از مهم ترین اهداف کشورها در تدوین و اعمال سیاست خارجی شان بوده است. برای تحصیل این مقاصد، کشورها عمدتا و به طور سنتی نوعی دیپلماسی مبتنی بر رویکردها و ابزارهای سیاسی، نظامی و اقتصادی را در پیش می گیرند؛ با این همه، در سالهای اولیه هزاره سوم، رویکردهای نسبتا جدیدی در دیپلماسی مطرح شده که توجه افزون تر و تأکید بیشتر بر راهکارها و ابزارهای فرهنگی را به مسئولان و طراحان سیاست خارجی توصیه می نماید. این مقاله بر آن است تا ضمن تبیین دیپلماسی فرهنگی به نقش انجمن های دوستی در روابط بین الملل و تأثیرگذاری عوامل فرهنگی بر دیپلماسی و چگونگی استفاده موثر از «قدرت نرم» در پیشبرد دیپلماسی کشورها را مورد بررسی قرار دهد.

    تجاوز نظامی آمریکا به عراق و اشغال آن در مارس 2003 که منجر به سقوط رژیم بعثی شد، سرآغاز دوران جدیدی در روابط ایران با عراق گردید. فروپاشی حکومت صدام، فرصتی استثنایی برای جمهوری اسلامی پدید آورد تا قدرت سیاسی و فرهنگی خود را در عراق گسترش بخشد. اگرچه این اشغال باعث تضعیف عراق و رفع تهدید مستقیم و جدی از امنیت ملی جمهوری اسلامی ایران شد ولی تداوم حضور قدرت های فرامنطقه ای، بی ثباتی داخلی در عراق، آینده مبهم شمال عراق و افزایش نقش منطقه ای ترکیه، عربستان، قطر و سایر کشورهای منطقه و مهم تر از تمامی این موارد تداوم سیاست پر فراز و نشیب دستگاه سیاست گذاری خارجی ما نسبت به سایر رقبای منطقه ای، تهدید علیه امنیت ملی جمهوری اسلامی ایران را افزایش داد به طوری که با افزایش نقش منطقه ای عربستان، ترکیه و اسرائیل و پیمان نظامی مشترک دو کشور اخیر، اسراییل این امکان را یافته است که خود را از نظر جغرافیایی به ایران نزدیک کرده و با حضور در شمال عراق به اهداف خود در مقابله با ایران نزدیک تر شود. در این مقاله عوامل و عناصر تأثیرگذار بر امنیت ملی ایران بعد از اشغال عراق مورد تجزیه و تحلیل قرار گرفته است.

    با وحدت آلمان، فروپاشی نظام دو قطبی و تحولات پس از پایان جنگ سرد، سیاست خارجی و امنیتی این کشور نیز دچار تغییر و تحول گسترده ای گردید و با توجه به قدرت اقتصادی، جمعیت و موقعیت ژئوپلیتیکی آلمان، شرایط و موقعیت کاملا جدیدی نیز برای ایفای نقش فعالتر این کشور درعرصه تحولات اقتصادی، سیاسی، دفاعی و امنیتی منطقه ای و بین المللی فراهم آمد.
    این پژوهش قصد دارد با استفاده از روش تحقیق تبیینی - تحلیلی و گردآوری منابع به روش کتابخانه ای، به بررسی تغییر و تحول در سیاست دفاعی و امنیتی آلمان در دوره پس از جنگ سرد بپردازد.
    فرضیه پژوهش بر این ادعا است که فضای حاصله پس از جنگ سرد و تحولات بوجود آمده در سطح منطقه ای و بین المللی نظیر بحران بالکان، حمله عراق به کویت و بحران 11 سپتامبر 2001 منجر به تغییر و تحول اساسی در سیاست دفاعی و امنیتی آلمان گردیده و این کشور را به سوی اتخاذ یک راهبرد منطقه ای و بین المللی فعال و برون گرا در جهت ایجاد و حفظ صلح و ثبات جهانی و تأمین هر چه بهتر منافعش سوق داده است.

    با به قدرت رسیدن اسلام گرایان ترکیه در سال 2002 و پیروزی حزب عدالت و توسعه، الگویی از سیاست گذاری خارجی توسط رهبران سیاسی این کشور تحت عنوان «نوعثمانی گری» شکل گرفت. مولفه های حاکم بر این سیاست گذاری «به صفر رساندن مشکلات با همسایگان» از یک سو، و تلاش برای ارائه چهره ای جدید از ترکیه مسلمان به عنوان «الگوی دموکراسی، آزادی و حقوق بشر» در خاورمیانه و دیگر مناطق پیرامونی این کشور بود. هدف نوعثمانی گری ترکیه احیای نفوذ فرهنگی، سیاسی، اقتصادی و حتی نظامی این کشور در مناطقی بود که در گذشته تاریخی نه چندان دور جزو امپراطوری عثمانی محسوب می شدند. اتخاذ و پیگیری این سیاست موجب شد تا حوزه نفوذ این کشور در خاورمیانه مخصوصا در جریان انقلاب های عربی 2010 افزایش یابد و به حوزه ها و منافع راهبردی و سنتی ایران در خاورمیانه برخورد کند که مسائل اساسی در روابط دو کشور بوجود آورد. بررسی چرایی و چگونگی این برخورد منافع که بیشتر متأثر از سیاست خارجی نوعثمانی گری ترکیه نتیجه می شود، هدف تحقیق حاضر است. یافته های تحقیق در چارچوب نظریه سازه انگاری که به روش توصیفی - تحلیلی و با استفاده از منابع کتابخانه ای و اسنادی بدست آمده، گویای آن است که هویت و هنجارهای سیاست گذاران دولت اسلام گرای ترکیه با سیاست گذاران ایرانی در تضاد است؛ لذا مشاهده می شود که نوعثمانی گری ترکیه موجب برخورد منافع دو کشور در منطقه خاورمیانه را ایجاد کرده است.

    اگرچه در حال حاضر در منطقه آسیای جنوب غربی، ج.ا.ایران تنها کشور دارای نیروگاه هسته ای است اما در سالهای آتی، کشوری بی رقیب در صنعت هسته ای باقی نخواهد ماند. بررسی روند تحولات و آمارها نشان میدهد سایر کشورهای منطقه به سرعت در حال کار برای ساخت نیروگاه هسته ای هستند و تلاش می کنند تا سهم انرژی هسته ای را در سبد انرژی و تولید برق خود افزایش دهند. در منطقه آسیای جنوب غربی، ترکیه، مصر، امارات متحده عربی و عربستان کشورهایی هستند که در این مسیر بیش از دیگران برنامه ریزی نموده و برای تحقق آن تلاش می کنند. این مقاله به بررسی تاریخچه، اهداف و وضعیت کنونی برنامه انرژی هسته ای کشور جمهوری ترکیه می پردازد. ترکیه از جمله کشورهایی است که بسیاری از ظرفیتهای اولیه و انگیزه های تاریخی برای حرکت به سمت انرژی هسته ای در آن مشاهده می شود. اما به ویژه از زمان روی کار آمدن حزب عدالت و توسعه در سال 2002 و موفقیت های برنامه هسته ای ایران توجه بیشتری به ساخت نیروگاه هسته ای در ترکیه صورت گرفته است. سوال اصلی مقاله حاضر این است که «چرا دولت ترکیه برنامه انرژی هسته ای را بیش از شش دهه دنبال کرده است؟». به نظر می رسد نگرانی های مربوط به وابستگی به واردات انرژی و تلاش برای کسب امنیت انرژی از مهمترین علل تلاش ترکیه برای دستیابی به «توانمندی قانونمند هسته ای» به شمار می آید. بررسی و تجزیه و تحلیل داده ها نشان می دهد ترکیه در آینده نزدیک، اولین نیروگاه هسته ای خود را به بهره برداری خواهد رساند.

    گاز طبیعی در سال های اخیر به کالایی راهبردی در بازار انرژی تبدیل شده و در حال بازیابی روزافزون جایگاه خود در این مجال می باشد. از این رو جمهوری اسلامی ایران و فدراسیون روسیه به دلیل برخورداری از این موهبت الهی، جایگاهی ویژه در این عرصه یافته اند. ایران، تاکنون نتوانسته آنطور که مورد انتظار است از این کالای راهبردی در عرصه های جهانی بهره ببرد و استفاده از آن تنها به حوزه های داخلی محدود بوده است، لکن با امضای برنامه جامع اقدام مشترک(برجام)، دریچه های نوینی برای توسعه صنایع و صادرات گاز، پیش روی خود قرار داده است. در کنار غرب، یکی از بازیگران مهم این عرصه، فدراسیون روسیه می باشد. از این رو این سوال پیش می آید که چه چشم اندازی در روابط گازی پسابرجام ایران - روسیه وجود داشته و در این راستا چه بایسته های سیاست گزارانه ای پیش روی کشورمان قرار دارد؟ در پاسخ می توان اینگونه اظهار داشت که با درنظر گرفتن افزایش ظرفیت صادرات گاز ناشی از فرصت های پسابرجام، دو کشور فضایی توأمان رقابت وار و همکاری جویانه خواهند داشت که در این میان چیرگی وجهه رقابت یا همکاری به ملاحظات سیاسی و امنیتی دو کشور در سطوح گوناگون بستگی دارد. در حال حاضر تحولات سوریه و اوکراین بستر مناسبی برای همکاری دو کشور فراهم آورده است؛ از این رو روابط فی مابین به سمت الگوی مشارکت راهبردی رهنمون شده و به منظور حفظ و ارتقاء آن، سیاستگزاران این عرصه می بایست ملزوماتی را در سند چشم انداز سیاست های گازی برای آینده رعایت نمایند.

    The role of nongovernmental organizations is, in fact, the crystallization of the formal and organized presence of a country's people in foreign relations and the interactive process of the international community; hence friendship associations are among the most effective actors in the field of public diplomacy. Recent developments in the international arena illustrate the fact that the role of friendship associations and popular institutions and unofficial organizations in the global equilibrium is expanding, and along with that, the role of governments in this connection is shrinking. Since they are involved in two key areas, namely, relations between nations and the international environment, their field of activity is very broad and wide-ranging.
    Today, the mere pursuit of classical practices does not in any way meet the needs of modern diplomacy. Increasing the ability to access large volumes of information and the speed of their transmission to audiences around the globe has challenged foreign policy management by governments. Traditional hierarchical models, in the light of communication technology, unwittingly translate their role into complex and uncontrolled networks, and diplomacy can be interpreted in an interlocking mechanism of government, the media, and public opinion. On the other hand, undoubtedly, for a long time, the pre-emptive era of hard power has passed, and in the modern and postmodern world, what more than any other factor determines the direction and process of affairs in the relations between states, and in particular the nations, the power of thought, dialogue, Pen, mutual understanding, and human communication.
    Achieving political, security and economic goals has always been one of the main goals of countries in formulating and enforcing its foreign policy. In order to study these goals, countries have traditionally embraced diplomacy based on political, military, and economic approaches. Nevertheless, in the early years of the third millennium, relatively new approaches to diplomacy have been put forward, with more attention and more emphasis recommends strategies and tools for foreign policy officials and designers. This article aims to explore cultural diplomacy as the role of friendship associations in international relations and the impact of cultural factors on diplomacy and how to effectively use "soft power" in advancing diplomacy in countries.

    This research intends to use research methods and analytical -explanatory compiled a library of resources to techniques, to examine the changes and evolution of the defense and security policy in Germany in the period after the cold war.
    The hypothesis of this research is based on the claim that the resulting space after the end of the cold war and developments in the regional and international level, such as the breakdown of Yugoslavia, the Balkan crisis and the events of September 11, 2001 caused a fundamental transformation in the German defense and security policy, and this country is to adopt an active regional and international strategy .

    By Turkey's Islamists coming to power in 2002 and the victory of Justice and Development Party, a model of foreign policy making has been formed by political leaders of this country titled "Neo-Ottomanism". Components ruling this policy-making were "zeroing problems with neighbors" on one hand, and efforts to provide new face of Muslim Turkey as "model of democracy, freedom and human rights" in Middle East and other peripheral regions of this country. The aim of Neo-Ottomanism was revival of the cultural, political, economic and even military influence of the country on regions that were considered part of Ottoman Empire in near historical past. Adopting and persuasion of this policy led to increase in influence of this country in Middle East, especially in Arabic revolutions and faces Iranian traditional and strategic areas and interests in Middle East to create major issues in bilateral relations of two countries. Investigation of why and how this meeting of interests that are mainly affected by foreign policy of Neo-Ottomanism of Turkey is the aim of this study. The research findings gathered by cross-sectional study, and using library resources and documents in constructivism theory suggest that the norms and identity of Turkey's Islamist government policy makers are in conflict with Iranian policymakers, so, it is observed that Turkey's Neo-Ottomanism would meet of interests between the two countries in the Middle East.

    Although already in South West Asia, the Islamic Republic of Iran is the only country with a nuclear power plant, but in the coming years, the country will not remain unrivaled in the nuclear industry. Turkey, Egypt, the United Arab Emirates and Saudi Arabic are countries that plan to have nuclear power plant in the future.This paper examines the history, goals and current status of the nuclear energy program of the Republic of Turkey. there are most of the initial capacity and historical motives for moving toward nuclear energy in Turkey. But especially since the AKP came to power in 2002 and the success of Iran's nuclear program more attention to nuclear plant construction in Turkey. The purpose of This paper is examining nuclear energy program of Turkey. The main question of paper is, "Why the Turkish government's nuclear energy program has followed more than six decades?". It seems that concerns about dependence on energy imports and the quest for energy security are the most important reasons for Turkey to achieve "nuclear. capability". Review and analysis of the data shows that in the near future Turkey's first nuclear power plant will be operate.

    Expeditiously regaining its position on the Energy market, Natural Gas has become a strategic commodity during recent decades. Hence Islamic Republic of Iran and the Russian Federation due to having this divine blessing, have got a special importance in this domain. Though Iran has not benefited from this strategic commodity in the International fields as expected; The utilization has been just limited to domestic usage. However, signing the Joint Comprehensive Plan of Action(JCPA), made new ways for industrial developments and exports ahead of Iran. Alongside the west, one of the key players in this field, is the Russian Federation. Therefore, the question arises that what’s the perspective ahead on the post JCPA Iran-Russia gas relations and in this regard, what are the policy making requirements for strategic partnership? Responsively, considering the increase in gas export capacity from post-JCPA opportunities, the two countries will have a simultaneously competitive and cooperative atmosphere; Meanwhile, the dominance of competition or cooperation depends on the political and security considerations of the two countries on different levels. At the moment the changes in Syria and Ukraine crises have provided a fertile ground for cooperation. Accordingly, the relations have led to the strategic partnership, for preserving and promoting, the respective policy makers should consider some requirements in the document of future perspective for gas policies.
