    حوزه علوم انسانی، بر خلاف علوم طبیعی که کمتر شاهد مناقشات روشی بوده است، عرصه کشمکش دیدگاه های متعدد و متعارض است. رویارویی پوزیتیویسم و هرمنوتیک (به عنوان دو مکتب اصلی فلسفه علوم اجتماعی)، در پاسخ به این سوال که «تا چه حد می توان جامعه را با همان روش های علوم طبیعی مطالعه کرد؟»، وجه غالب این منازعه را تشکیل می دهد؛ پوزیتیویسم قائل به وحدت روش شناختی و کاربست روش تجربی در مطالعات علوم انسانی است حال آنکه هرمنوتیک معتقد است میان این دو حوزه اساسا تفاوت ماهوی وجود دارد. در این میان برخی از رهیافت های جدید همچون واقع گرایی انتقادی کوشیده اند سنتزی برای برون رفت از این مناقشه ارائه کنند.
    نوشتار حاضر تلاش دارد حتی الامکان پرتویی بر این رهیافت بیفکند. بنابراین سوال اصلی تحقیق پیش روی این است که آیا واقع گرایی انتقادی قادر به ارائه سنتز جدیدی برای تلفیق وجوه اصلی پوزیتیویسم و هرمنوتیک بوده است؟
    به منظور یافتن پاسخ های مناسب برای این سوال، ضمن اشاره ای مختصر به اصول پوزیتیویسم و هرمنوتیک بنیادهای فکری و پیوند این رهیافت (بویژه دیدگاه باسکار) با علوم طبیعی و اجتماعی مورد واکاوی قرار خواهد گرفت.

    فریدریش فون هایک از ژرف اندیش ترین مدافعان آزادی فردی و حکومت قانون است. آزادی محوری ترین اندیشه سیاسی هایک است که در کنار مالکیت و قانون اضلاع سه گانه اندیشه سیاسی وی را تشکیل می دهند. حکومت قانون ضرورتا از آزادی و فرد حمایت می کند و مالکیت و آزادی ذاتا به هم وابسته اند. هایک عمدتا به آزادی منفی به معنی فقدان هرگونه اجبار خارجی یا وابستگی به اراده خودسرانه دیگران معتقد است که در این صورت قانون تنها ضامن این نوع آزادی است و تنها راه تامین این آزادی رعایت رفتار عادلانه می باشد. او هرگونه اجبار خارجی را دشمن آزادی فردی می داند و حکومت قانون مانند هر فرد تابع تنفیذ رفتار عادلانه است. طرح حکومت قانونی هایک عمدتا بدین جهت مطرح گردید که حکومت ها خود را فراتر از قانون تعریف نکنند. حکومت قانونی هایک با استفاده از قانون بازدارنده ضامن آزادی فردی می گردد. مقاله حاضر درصدد است تا ضمن واکاوی مختصر در زندگی، معرفت شناسی فلسفی و اقتصادی هایک، ارتباط وثیق آزادی و حکومت قانون را در اندیشه وی مورد بازاندیشی قرار دهد.

    ترکیه امروزی وارث امپراطوری عثمانی است که در برهه ای از تاریخ به عنوان امپراطوری بزرگ اسلامی در سطح جهان مطرح بود. وجود نیروهای سیاسی متعارض در سیاست ترکیه، این کشور را به پدیده ای متمایز از همسایگانش تبدیل کرده است.
    ارتشیان که خود را دنبال رو آتاترک می دانند، خواستار عدم دخالت اسلام در مسائل سیاسی هستند؛ این در حالی است که ترکیه کشوری است که اسلام در آن ریشه های عمیقی دارد. انتخابات پارلمانی 2002 سرآغاز حیات جدید سیاسی کشور ترکیه به شمار می رود؛ نگاهی به تحولات جاری در ترکیه نشان می دهد که این کشور با معضلاتی در زمینه دین و نقش آن در سیاست مواجه است. از طرفی قانون اساسی برلائیسم در این کشور تاکید دارد و از طرف دیگر فعالیت اسلام گرایان مخالف با این نظر است؛ اما واقعیت های ترکیه امروز نشان می دهد که رابطه بین اسلام گرایان و ارتشیان وارد مرحله جدیدی شده و امکان اینکه آن دو به جای تقابل به همزیستی بپردازند وجود دارد.

    بعد از انقلاب مشروطیت دومین تند باد دگرگونی اجتماعی در ایران نهضت ملی شدن نفت و تحولات مربوط به آن است. جنبش ملی شدن صنعت نفت، مهمترین حرکت ضد استعماری در دهه 1330 ش (1950 م) در منطقه خاورمیانه بود. ملی شدن صنعت نفت برگ زرینی در تاریخ معاصر ایران است. در این پیروزی عوامل متعددی نقش آفرینی کرده اند. چنان که می توان گفت که با ائتلاف همه نیروهای مذهبی و ملی، گروه های سیاسی و متحد در برابر استعمار و استبداد، ملی شدن صنعت نفت تحقق یافت. دراین میان نمی توان به راحتی از ایفای نقش مهم و حساس روحانیت گذشت. نقش آیت الله کاشانی، اقدامات نواب و فدائیان اسلام، فتواهای مراجع و علما از جمله نمونه اقدامات روحانیت در این دوران بود. اما نگاهی به نقش و جایگاه روحانیت در این مقطع زمانی ما را به این مهم می رساند که نقش روحانیت پیچیده، متناقض و همراه با نوسانات و گرایش های متخلف و گاها متضادی است وهمین امرراه را برای تعبیر وتفسیرهای متضاد هموار ساخته است. در این پژوهش به سنجش نقش روحانیت در این فرآیند می پردازد و ضمن ارزیابی وضعیت سیاسی واجتماعی، روحانیت، دلایل این تفسیر ها وگرایش های مختلف روحانیت در قبال ملی شدن صنعت نفت را مورد ارزیابی قرار می دهد. لازم به ذکر است که، تاکید بر نقش روحانیت هرگز به معنای نفی نقش سایر نیروها و گروه های سیاسی در تحقق فرآیند ملی شدن صنعت نفت نخواهد بود.

    این مقاله سیاست خارجی جمهوری اسلامی ایران را بر اساس عناصر هویت ملی بررسی می کند. هویت ملی ایران یک موضوع شناختی مبتنی بر فهم مشترک از ایران و کشورهای دیگر می باشد. هویت ملی جمهوری اسلامی ایران، تصور این کشور از خویش بر اساس برداشت و تصویر سایر کشورها از آن است. فرضیه این مقاله بدین ترتیب است که سیاستگزاری، جهت گیری و شیوه رفتاری سیاست خارجی جمهوری اسلامی ایران متاثر از انگاره های هویت ملی بوده است.

    کارنامه رابطه ایران و سازمان ملل متحد پس از پیروزی انقلاب اسلامی نشان می دهد که ایران در آستانه دهه چهارم انقلاب اسلامی، از نقش آفرینی فعال و موثر متناسب با شان و جایگاه ایران در این سازمان برخوردار نیست. این مسئله اگر چه تا حدودی متاثر از نگرش نخبگان اجرایی به سازمان ملل و مخالفت قدرت های بزرگ با افزایش نقش ایران در نظام بین الملل است، اما عدم وجود راهبردی منسجم، هدفمند و بلند مدت برای ارتقا جایگاه ایران در این سازمان و عدم استفاده از ظرفیت های بالقوه قدرت نرم ایران برای لابی گری و اجماع سازی در نهادهای بین المللی نیز نقش مهمی در وضعیت کنونی کشورمان در این سازمان دارد.
    بر این اساس در آستانه دهه چهارم انقلاب اسلامی و با توجه به سیاست های کلی ایران مبنی بر (( حضور فعال و هدفمند در سازمان های بین المللی و منطقه ای و تلاش برای ایجاد تحول در رویه های موجود بر اساس ارزش های اسلامی )) و همچنین نقش مهم سازمان های بین المللی در تحقق هدف هژمونی منطقه ای ایران این مقاله به بررسی وضعیت کنونی ایران در سازمان ملل پرداخته و چالش ها و موانع حضور فعال ایران را مورد ارزیابی قرار می دهد. علاوه بر این در این مقاله به راهکارهای ارتقا حضور ایران در سازمان ملل نیز اشاره خواهد شد.

    توسعه منابع انسانی یکی از عوامل مهم دستیابی به توسعه پایدار و متوازن می باشد و دراین راستا موضوع زنان بعلت مسئولیت سنگین اجتماعی و خانوادگی از اهمیت ویژه ای برخوردار است. با توجه به بی عدالتی تاریخی که موجب دور باطل در رشد و توانمندی زنان برای دستیابی به فرصتها و امکانات برابر شده، بایسته است که جوامع برای جبران این خسران عظیم که بشریت از آن رنج می برد با نگرشی ویژه و برنامه های مدون زمینه مشارکت کامل زنان را در امر توسعه جهت دستیابی به حقوق انسانی و اساسی آنان فراهم آورند.
    یکی از گام های اساسی در سطح جهان تصویب کنوانسیون رفع تبعیض از زنان در سال 1979 م توسط مجمع عمومی سازمان ملل متحد می باشد که در حال حاضر نیز قریب به اتفاق کشورهای جهان به این کنوانسیون ملحق شده اند. و حدود یک سوم از آنان با صدور اعلامیه ها یا بیانیه های یک جانبه آثار حقوقی برخی از مواد کنوانسیون را در مورد خود استثناء یا تعدیل و بدین ترتیب با حق تحفظ به اجرای آن همت گماشته اند.
    این مقاله در صدد است به بررسی این امر بپردازد که در کشور ما هم با توجه به فروکش کردن بحث های داغ مخالفان و موافقان نسبت به الحاق کنوانسیون رفع تبعیض علیه زنان تصمیم عقلایی گرفته شود تا مخالفان نظام نتوانند با دست آویز قراردادن این مسئله، ایران اسلامی را موافق تبعیض علیه زنان معرفی نمایند و چهره اسلام و ایران را مخدوش کنند.

    با وقوع انقلاب اسلامی ایران در سال 1357، فصل جدیدی از مناسبات سیاست خارجی کشور به وجود آمد که از جمله می توان به تغییر جهت سیاست خارجی متمایل به غرب ایران در رژیم گذشته به سیاست متاثر از شعار نه شرقی، نه غربی اشاره کرد.
    منطقه خلیج فارس یکی از مهمترین مناطق جهان است که همواره مورد توجه قدرت های بزرگ بوده و کشور ایران به دلایل متعدد از جمله سابقه دیرین تمدنی و فرهنگی و برخوردار بودن از طولانی ترین ساحل در منطقه و در اختیار داشتن تنگه استراتژیک هرمز و وجود منابع سرشار نفت و گاز و غیره مهمترین کشور این منطقه است.
    کشور انگلستان هم به عنوان یکی از قدرت های بزرگ که سابقه طولانی حضور در منطقه خلیج فارس را دارد در این حوزه مهم اثر گذار است و به دنبال جریان یازده سپتامبر و وقایع بعد از آن در منطقه، این کشور می خواهد در مناسبات منطقه ای و جهانی از این طریق نقش فعالی داشته باشد.
    از طرفی نیاز قدرت های بزرگ از جمله انگلستان و کلا جهان پیشرفته صنعتی به منابع نفت و انرژی موجود در خلیج فارس باعث می شود که همواره به دنبال حضور در این منطقه برای کنترل آن و تامین امنیت ترانزیت این منابع به سمت غرب باشند.
    اما حضور این کشورها در منطقه ایجاب می کند که چالش های موجود در این منطقه را نسبت به سیاست خارجی کشور در دو دهه اخیر شناسایی و بررسی کنیم. همچنین در این راستا برای فهم بهتر سیاست خارجی انگلستان در این منطقه لازم است چالش های سیاست خارجی این کشور، به عنوان یک قدرت بانفوذ و بزرگ جهانی مورد بررسی قرار گیرد.

    In contrast to natural science that have contain few methodological controversies, human science is dominated by unrewarding disputes among various and contrasting views; Affording rival answers by positivism and hermeneutics (as two main traditions in philosophy of social science) to the question that “to what extent can society be studied in the same way as nature?”, form the main dimension of these disputes.
    Positivists believe sciences are unified in their concordance with positivist principles, while hermeneutics has posited a cleavage in method between the natural and social sciences. Number of new traditions such as Critical Realism argues for Synthesis that overcomes this controversy.
    This paper attempts to explain critical realism as much as possible. So the main question to be dealt with in the present research is: could critical realism give a synthesis that brings together main aspects of positivism and hermeneutics? Here in order to give appropriate answer to this question we start this research by looking briefly at positivism and hermeneutics and then move on to outline accounts of critical realism especially its bonds with natural and social science.

    Friedrich Von Hayek was one of the deep thinkers and defenders of individual freedom and legal government .Freedom, ownership and law are the three main concepts of Hayek's thought .Legal government defend from freedom and individual necessarily and ownership and law depend on together.
    Hayek believed on negative freedom which is lack of any kind of foreign compulsion or dependence to others will .He believed that in this case law is the only guarantor of freedom and the only way toward this kind of freedom is the equitable behavior .He believed that any kind of foreign compulsion is the enemy of individual freedom and legal government as well as each person related to confirmation of justly behavior. Hayek proposed legal government for this reason that governments did not introduce themselves beyond law. Hayek's legal government with using from deterrents law is a guarantor of individual freedom .This article through consider of Hayek's short biography, philosophical and economical epistemology, wanted to rethinking the strong relationship between freedom and legal government.

    Turkey today is heir to the Ottoman Empire in the lambs of the great Islamic empire in world history as it was raised. Despite the conflicting political forces in Turkish politics, this country has become a phenomenon distinct from its neighbors.
    Armies are the followers of Atatürk and their demands of non-interference in political matters are serious, however, Turkey is a country that has deep roots in Islam.
    2002 parliamentary election in Turkey is considered the beginning of a new political life; look at current developments in Turkey shows that this country is facing problems in the field of religion and its role in politics.
    On the other hand, Brlayysm constitution in this country insists it is opposed to the Islamists and other activities, but the realities of Turkey today shows that the relationship between the Islamists and Armies entered a new phase and the possibility of there being two rather than confrontation to co-pay.

    The second social transformation in Iran after the constitution revolution is the oil nationalization movement and its relevant developments. Oil industry nationalization movement was the most important anti-colonial movement in the Middle East during 1950s. Nationalization of oil industry was a turning point in the Iranian contemporary history in which several elements contributed and it can be said that oil industry nationalization was fulfilled by the coalition of all religious and national forces and political and allied groups against colonialism and dictatorship. In this respect, the important and critical role of the clergy should not be neglected. The role of Ayatollah Kashani, the measures taken by Fadaeian Islam Group and Navab Safavi and the fatwas of Islamic scientists were among the exemplary measures taken by the clergy in that time. But having a look at the role and position of the clergy in that period of time tells us that it is a complex and contradictory role with offending and sometimes contradictory tendencies. This has provided the ground for contradictory interpretations. This study deals with evaluating the role of the clergy in that process. It evaluates the reasons of different interpretations and tendencies of the clergy towards oil industry nationalization while evaluating their political and social conditions. It should be noted that putting an emphasis on the role of the clergy shall never be deemed as denial of the role of other political forces and groups in the fulfillment of oil industry nationalization process.

    This article attempts to analyze the foreign policy of the Islamic Republic of Iran based on national identity indicators. Iranian national identity is a knowledgeable subject based on shared understanding of issues of cognitive and other drawers. Iranian national identity is based on their perception of the country and its image abroad. The hypothesis of this paper is that policy-making and how to conduct foreign policy in Iran has been influenced by notions of national identity.

    The record of Iran’s relations with the United Nations after the victory of the 1979 Islamic Revolution shows that Iran is currently not playing an active and effective role which it deserves in the UN. This is to a certain degree the result of the policies of Iranian politicians toward the UN as well as efforts by world powers to prevent Iran from having an effective role at the international level. Nevertheless, the lack of a long-term, integrated strategy with carefully-designed targets to promote Iran’s position in the UN as well as the failure of Iranian politicians to use the country’s capabilities in lobbying over key issues in international institutions have also contributed significantly to a decreased role in the UN.
    The present article tries to study the current status of Iran in the UN and review the challenges and barriers that are blocking Iran from having an effective role in international institutions. It will also to look into the solutions to promote Iran’s positions in the UN. This is particularly significant from the viewpoint of Iran’s policy “to have a targeted and effective role in regional and international organizations and change the current norms in global relations based on Islamic values”.

    Human resources development is one of the most important factors in achieving sustainable development and balanced, and in this regards the subject of women because of the importance of family and social responsibility of heavy special. According to the historical injustice that causes vicious in the growth and empowerment of women to achieve equal opportunities and possibilities that necessitate and this massive harm communities to compensate for the humanity of those suffered with special respect and full participation of field-oriented programs in the women's development as a fundamental human rights and pursue them.
    One of the fundamental steps in the ratification of the Convention on the Elimination of discrimination in the world of women in the 1979 CE by the General Assembly of the United Nations is now also vast countries have joined the Convention. And about a third of their export declarations or statements are the legal effects of unilateral about some Convention or their exception, and thus with the right protection moderated to run it by appointee.
    Hence it is that in our country with regard to suppress discussion of cool opponents and supporters to the Convention on the Elimination of discrimination against women, the decision will be taken as opposition to the accession of rational system that with proper position, the hands hanging place of women in Islamic Iran, and agree to the introduction of the discrimination against women in Iran and Islam face Gozar.

    With the appearance of the Islamic Revolution of Iran in 1357, there was a new era of relations in foreign policy of the country. Of which can be modified for Iran's foreign policy is pro-west policy of the former regime and changed to the principle of neither East nor West after the Islamic Revolution.
    Persian Gulf region is one of the world's major region which have attracted the attention of great powers and Iran is very important country of the region for various reasons, including the long history of civilization and being the longest beach in the area and possession of the strategic Strait of Hormoz and the country's rich oil and gas area.
    Britania as a great power in the Persian Gulf region has a long history in this important area, and attempts to influence the course of events after the September eleven, it will going through an active role in regional and global affairs.
    Besides having great powers such as Britain and the whole of the advanced industrial world's oil and energy resources in the Persian Gulf makes always look for transit security in the region to control its resources to the West.
    However with the appearance of these countries in the region, we need to examine the British foreign policy in this area in order to understand the challenges of foreign policy, as a global power. Therefore, in this study, some of the most important foreign policy challenges both England and the Islamic Republic of Iran in the Persian Gulf as the power and influence have worked in the area studied.
