    مرکز پژوهش های مجلس شورای اسلامی اخیرا (مرداد 1398) ویراست دوم گزارش ارزشمند ی تحت عنوان «هواشناسی کشاورزی و فرصت های پیش رو» را منتشر کرده که نظر به اهمیت آن سرمقاله این شماره به آن پرداخته است .* گزارش تصریح می کند که در راستای تقویت و تامین امنیت غذایی کشور برای تولید محصولات راهبردی، لازم است استفاده از دانش و داده های هواشناسی کشاورزی به صورت یک پارچه، از اهمیت و توجه ویژه ای برخوردار باشد که به تمامی چنین نیست و محدودیت هایی از نظر منابع انسانی، سطح مهارت های کارشناسی، امکانات فناوری و پردازشی، تراکم شبکه پایش در سطح ملی و نظایر آن وهمچنین نبود سامانه های برخط برای تبادل اطلاعات با کاربران وجود دارد و برنامه رفع محدودیت ها را نیز ارایه داده است. از گزارش چنین استنباط می شود که هواشناسی کشاورزی در ایران برای همگامی با پیشرفت های هواشناسی سینوپتیکی گام های تکمیلی بلندتردیگری نیز باید بردارد. نام هواشناسی کشاورزی خود نمایانگر لزوم این همگامی بین نهادهای مسئول «هواشناسی» و «کشاورزی» است که ضرورت ایجاد یک رابطه سازمانی شفاف و محکم بین سازمان هواشناسی کشور و وزارت جهاد کشاورزی را ایجاب می کند. امری که چگونگی و جوانب اجرایی و نتایج مورد انتظار آن قابل طرح و بررسی جدی است. همچنین لازم است نقش و مشارکت تحقیقاتی و آموزشی دانشگاه ها برای تربیت نیروی انسانی لازمی که برای گسترش آتی این رشته پیش بینی شده است نیز به خوبی دیده شود.

    تاثیر خشکسالی بر پوشش گیاهی را می توان از طریق تغییرات طیفی ایجاد شده در تصاویر ماهواره ای مورد بررسی قرار داد. هدف از این مطالعه، ارزیابی تاثیر خشکسالی های هواشناسی بر پوشش گیاهی مستخرج از تصاویر ماهواره ای است. بدین منظور، تصاویر پوشش گیاهی از سنجنده MODIS ماهواره AQUA در مقیاس زمانی 16 روزه در طی فصل رشد و برای سه سال تر (2006)، نرمال (2009) و خشک (2008) در کاربری های جنگل، مرتع و کشاورزی استخراج شد. پس از اعمال تصحیحات لازم بر تصاویر ماهواره ای شاخص تفاوت پوشش گیاهی نرمال (NDVI) محاسبه شد. سپس، بر مبنای داده های تحلیل مجدد بارش روزانه پایگاه INTERIM، مجموع بارش دوره های 1 تا 365 روز قبل در دو حالت لحاظ و عدم لحاظ افت زمانی، تاثیر بارش بر پوشش گیاهی محاسبه شد. نتایج نشان می دهد همبستگی قوی و معنی داری بین تغییرات بارندگی داده های INTERIM و نمایه NDVI در سه کاربری وجود دارد. دوره های تجمیع دارای بیشینه همبستگی با پوشش گیاهی در محاسبه شاخص خشکسالی موثر (EDI) استفاده شد، اما همبستگی بین NDVI و EDI در سه کاربری منتخب، منفی بود، احتمالا به این دلیل که نمایه EDI، پایش خشکسالی را بر مبنای مقایسه با میانگین و انحراف معیار بلند مدت اقلیمی انجام می دهد، حال آن که پوشش گیاهی از شرایط بارندگی همان سال تاثیر می پذیرد. بر این اساس، شاخص دیگری بر مبنای داده های بارش موثر (EP) استخراج شد که شاخص بارش موثر استاندارد (SEPI) نامیده شد. نتایج مقایسه سری های NDVI و SEPI نشان داد که روند تغییرات NDVI و SEPI تقریبا یکسان است.

    پوشش برف اثر قابل توجهی در کشاورزی، منابع آب و اقلیم دارد و به دلیل تغییرات شدید مکانی و زمانی از مهم ترین مولفه ها در طرحواره های سطح است. مدل برف طرحواره سطح NOAHMP جفت شده در مدل WRF با فاکتور ذوب برف واسنجی شده با تصاویر روزانه کسر پوشش برف سنجنده مودیس ماهواره ترا در بارش های سنگین برف در سال های 2013 و 2014 ارزیابی شده است. منطقه مورد مطالعه که شامل استان های غربی (همدان و کردستان) و استان های شمالی (اردبیل، گیلان و مازندران) است به نواحی جنگلی، مرتع، پست و کم ارتفاع و کوهستانی دارای شیب کم و زیاد تقسیم شد. مدل ضعیف ترین (بهترین) عملکرد در برآورد کسر پوشش برف (کمینه دمای هوا) را با بیش ترین (کم ترین) میانگین مربعات خطاهای نرمال شده و انحراف معیار نرمال شده بیش تر از (نزدیک به) یک دارد. مدل عدم قطعیت بالایی در برآورد کسر پوشش برف و ارتفاع برف در نواحی دارای توپوگرافی پیچیده (با ضریب کارایی بسیار کوچک مثبت، 0/01) و نواحی دارای ناهمگنی سطح (نواحی مرتع و جنگلی با ضرایب کارایی منفی و خطاهای بزرگ) دارد. بهترین عملکرد مدل در برآورد کسر پوشش برف و ارتفاع برف در نواحی پست و کم ارتفاع با بالاترین ضرایب کارایی (به ترتیب 0/71 و 0/40) و کوچک ترین میانگین مطلق خطا (به ترتیب 8 و cm6/4) است.

    در مطالعه حاضر از شاخص استاندارد شده بارش (SPI)، به عنوان سنجه ای جهت پایش خشکسالی هواشناسی استفاده شد. بزرگی، مساحت تحت پوشش، میزان بارش و فراوانی خشکسالی (در یک دوره آماری 46 ساله) برای 13 ایستگاه باران سنجی استان لرستان در 5 مقیاس زمانی (3، 6، 12، 24 و 48 ماهه) تعیین گردید. رخدادهای خشکسالی بر اساس منحنی های تداوم- مساحت- فراوانی (DAF) و شدت- مساحت- فراوانی (SAF) دسته بندی و تحلیل شدند. نتایج نشان داد که طولانی ترین دوره خشکسالی 11 ماهه در طی دوره 12 ماهه در همه ایستگاه ها (به جز کهمان) رخ داد و در شدیدترین دوره خشکسالی ها به ترتیب در ایستگاه های کشور، دورود و کاکارضا به میزان 24/4، 23/4و 22/1میلی متر کمبود بارندگی اتفاق افتاد. بررسی منحنی های DAF و SAF نشان داد که بیش ترین سطح منطقه دارای کم ترین فراوانی نسبی خشکسالی و بزرگی کم با سطح تاثیر 45 درصد است. بررسی دوره بازگشت خشکسالی های شدید در ایستگاه ها نشان داد که خشکسالی های شدید با دوره بازگشت 500 ماهه (احتمال 0/2 درصد) برای همه مقیاس ها اتفاق خواهد افتاد. نتایج این پژوهش می تواند برای پایش خشکسالی در مناطق مختلف استان مورد استفاده قرار گیرد.

    در سالیان اخیر، فناوری سنجش از دور به عنوان ابزار مفیدی جهت برآورد میزان پدیده بارش و تغییرات زمانی- مکانی آن مورد توجه قرار گرفته است. در این پژوهش جهت برآورد میزان کمی بارندگی در سطح حوضه جازموریان، مقایسه ای تطبیقی میان مقادیر مشاهداتی و داده های بارش TRMM، CHIRPS و PERSIANN-CDR در طی دوره 20 ساله (1998 تا 2017) انجام شده است. با این هدف، ابتدا میانگین بارش 20 ساله در حوضه جازموریان با استفاده از روش تیسن در دوره آماری 1998 تا 2017 محاسبه شد. سپس داده های بارندگی سه پایگاه TRMM، CHIRPS و PERSIANN-CDR در مقیاس سالانه و در دوره زمانی مشابه در محیط Google Earth Engine مورد پردازش قرار گرفتند. یافته های این پژوهش نشان داد که میانگین بارندگی 20 ساله حوضه جازموریان بر اساس داده های ایستگاه های زمینی، به کمک روش تیسن حدود 124 میلی متر است، در حالی که بر اساس داده های TRMM، CHIRPS و PERSIANN-CDR به ترتیب حدود 139 ، 99/5و 154 میلیمتر، تخمین زده شد. همچنین با توجه به الگوی تغییرات مکانی، از غرب به شرق حوضه از میزان بارش ها کم می شود، به طوری که کم ترین میزان بارندگی در مرکز و نواحی شرقی حوضه ثبت شده است. به طور کلی، تولیدات ماهواره 3B43V7-TRMM به دلیل داشتن همبستگی قوی تر (r=0/88) و میزان خطای پایین تر نسبت به دو ماهواره CHIRPS و PERSIANN-CDR، از عملکرد بهتری در برآورد بارش ها برخوردار بوده و می تواند به عنوان جایگزین مناسبی در مناطق فاقد داده یا با محدودیت شبکه ایستگاه های هواشناسی استفاده شود.

    مطالعه تغییرات زمانی- مکانی تبخیر از تشت و عوامل اقلیمی موثر بر آن در مدیریت منابع آب و برآوردهای تبخیر و تعرق اهمیت دارد. در مطالعه حاضر، این تغییرات با داده های ایستگاه های منتخب استان فارس با چند روش درون یابی زمین آماری بررسی و دقت روش ها با استفاده از شاخص های آماری (R2، MRE، RMSE، NRMSE، GMER و GSDER) ارزیابی شد. تغییرات مکانی متغیرهای اقلیمی از مدل های گوسی و کروی با دامنه تاثیر حدود 9 تا 35 کیلومتر تبعیت می نماید. کریجینگ نقطه ای معمولی با مدل کروی نیم تغییر نما (با شعاع تاثیر 9/8 تا 35 کیلومتر و نسبت اثر قطعه ای 0/09 تا 36/44درصد و با کلاس تغییرپذیری متوسط تا قوی) برای تخمین تبخیر از تشت (ضریب تعیین 0/74) و عوامل بارشی (ضرایب تعیین 0/57 تا 0/76) و روش وزن دهی عکس فاصله با توان های 2 تا 5 برای تخمین عوامل دمایی (ضرایب تعیین 0/62 تا 0/87) و سرعت باد (ضریب تعیین 0/73) مناسب ترین روش ها بودند. فاصله مناسب برای ایستگاه های باران سنجی حدود 35 کیلومتر تعیین شد. بخش های شمالی به ویژه شمال شرق استان نسبت به بخش جنوبی از تبخیر از تشت (235 میلی متر) و سرعت باد (>15 متر بر ثانیه) بیش تری برخوردارند. بر این اساس، مدیریت بهینه آب و تجدید نظر در الگوهای کشت در مناطق مرکزی و جنوبی استان پیشنهاد می شود.

    در سال های اخیر توجه به رویدادهای حدی (خشک سالی ها، سیل ها و امواج شدید گرمایی)، نه تنها به علت پیامدهای آن در بخش کشاورزی بلکه به منزله نشانگرهای تغییر اقلیم، اهمیت زیادی پیدا کرده است. افزایش غلظت گازهای گلخانه ای منجر به گرمایش جهانی و در نتیجه، تغییر در الگوی وقوع رویدادهای حدی اقلیمی شده است. در این پژوهش، 28 نمایه معرف وقایع حدی پیشنهادی پروژه مشترک مابین سازمان جهانی هواشناسی، کمیسیون اقلیم شناسی، گروه تغییرپذیری و پیش بینی پذیری اقلیم و برنامه تحقیقات جهانی در زمینه پایش و آشکارسازی تغییر اقلیم ازسری های زمانی روزانه دما و بارش 12 ایستگاه هواشناسی استان خراسان جنوبی در دوره آماری 2016-1992 محاسبه شدند. سپس، آزمون ناپارامتری من-کندال برای بررسی وجود و یا عدم وجود روند نمایه های حدی به کار رفت. نتایج نشان دادند که روند افزایش نمایه های حدی گرم و کاهش نمایه های حدی سرد در اکثر ایستگاه ها مشهود است به طوری که نمایه تعداد روزهای تابستانی که دمای حداکثر هوا بالاتر از 25 درجه سلسیوس است (SU25)، در کلیه ایستگاه ها دارای روند افزایشی و نمایه شب های سرد (TN10P) در اکثر ایستگاه ها دارای روند کاهشی است. همچنین به دلیل پراکندگی زیاد و میزان کم بارش در اغلب ایستگاه ها الگوی بارش منطقه ای مشخصی قابل ارائه نیست ولی در کلیه ایستگاه ها روند کاهش بارش وجود دارد، به طوری که بارش های بالاتر از یک میلی متر در شمال و مرکز استان دارای روند کاهشی معناداری می باشند.

    The leading article discuses on the report entitled “agricultural meteorology and opportunities ahead” which is recently (August 2019) released by Islamic Parliament Research Center.. The report clarifies that in order to strengthen and safeguard the country’s food security to produce strategic crops, the use of integrated meteorological knowledge and data needs to be of particular importance, which is not so in the least, and there are constraints in human resources, expert level skills, technology and processing capabilities, national monitoring network’s density, discontinuity of observational data, and others. It could be inferred from the report that agricultural meteorology sector needs to take longer steps to keep pace with developments in synoptic meteorology and even climatic studies, which take place in the Institute of Climatology, as one of its institutional tasks. The name of agricultural meteorology itself indicates the necessity of this synergy between the agencies responsible for "meteorology" and "agriculture", which necessitates the establishment of a clear and solid organizational relationship between the IMO and the Ministry of Agricultural Jihad. It is an issue that its operational features and its expected outcomes could be seriously designed and evaluated. It is also important to see the role and contribution of universities' research and training to the necessary human resources foreseen for the future expansion of the field.

    The purpose of this study is to evaluate the effects of meteorological droughts on vegetation cover using satellite images. For this purpose, vegetation images were extracted from MODIS sensor of AQUA satellite on a 16-days timescale, during the growing season for three years of Wet (2006), Normal (2009) and Dry (2008) for different land uses, i.e. forest, pasture and agriculture in Kermanshah province, Iran. After necessary corrections to the satellite images, the daily Normalized Difference Vegetation Index (NDVI) values were calculated. Then, based on ERA Interim gridded precipitation data, the summed value of precipitation for the dummy durations of 1-365 days before any given date were calculated without and with a time-dependent reduction function representing the effect of precipitation on vegetation. The results showed that there is a strong and significant correlation between Interim rainfall variability and NDVI in three different land uses. The summation durations having maximum correlation with vegetation were used to calculate Effective Drought Index (EDI). It was identified that the maximum correlations between NDVI and EDI had negative values in all three selected land uses. The reason for this may be related to the technique that EDI employs to monitor drought. While vegetation cover is affected by precipitation conditions of the same year, EDI is calculated on the basis of daily precipitation with respect to its long-term average. Accordingly, another index was derived based on effective precipitation (EP) data, which is called Standard Effective Precipitation Index (SEPI). Results of comparison between NDVI and SEPI series showed that both series were similarly changed.

    Snow cover has a significant effect on agriculture, water resources and climate, and it is one of the most important components of land-surface schemes due to its high spatial and temporal variations. The snow model of the NOAHMP land-surface scheme coupled in the WRF model is evaluated with the calibrated snow melting factor by the Tera satellite’s daily MODIS images of snow cover fraction during the heavy snowfalls in 2013 and 2014. The study area including western provinces (Hamedan and Kurdistan) and northern provinces (Ardebil, Gilan, and Mazandaran) of Iran is divided into forests, rangelands, lowlands, and mountainous areas with low and high slopes. The model has the weakest (best) performance in estimating snow cover fraction (minimum air temperature) with highest (lowest) normalized root mean square error and normalized standard deviation greater than (close to) one. The model has high uncertainty in estimating the snow cover fraction and snow depth in the regions with complex topography (with a very small positive efficiency coefficient, 0.01) and heterogeneous areas (rangelands and forests with a negative efficiency coefficient and large errors). The model has the best performance in estimating the snow cover fraction and snow depth in the lowlands with the highest efficiency coefficients (0.71 and 0.40, respectively) and the lowest mean absolute error (8 and 6.4 cm respectively).

    In the present study the meteorological drought was analyzed using the Standardized Precipitation Index (SPI). Also the severity, area, and drought frequency data in a network consisting  13 rain gauge stations of Lorestan province during a 46 years period were analyzed  in 5 time scales (3, 6, 12, 24 and 48 months). Drought events were characterized using duration-area- frequency (DAF) and severity-area-frequency (SAF) curves. Results showed that for the 12-month time scale, a11-month drought has occurred at all stations (expect for Kahman station) and the most severe droughts with 24.4, 23.4 and 22.1 mm of rainfall were observed in Keshvar, Dorood and Kaka Raza stations. The DAF and SAF curves showed that the largest area of the region have the lowest relative frequency of drought and small magnitude with 45% percentage area. Results indicate that severe drought with 500 month return period (probability of 0.2) would occur in all time scales. The findings of this study may be used for improved drought monitoring across the province.

    In recent years, remote sensing technology has been considered as a useful tool to estimation of precipitation and its spatial-temporal variations. The current study aims to estimate the amount of annual precipitation in the Jazmurian basin using remote sensing and ground-based observed data. For this purpose, the mean annual precipitation of the study region for the period of 1998 to 2017 was calculated by Thiessen method. Besides, the CHIRPS, PERSIANN-CDR and TRMM satellite products for the same period, were processed using Google Earth Engine. The results showed that based on ground observed data, the mean annual precipitation (1998-2017) of the Jazmurian basin is approximately 124 mm. The corresponding values of TRMM, CHIRPS and PERSIANN-CDR annual precipitation products, were approximately 139, 99.5 and 154 respectively. The spatial pattern of precipitation revealed that the amount of precipitation decreased from the west to the east of the basin and the lowest precipitation values are observed in central and eastern regions of Jazmurian basin. In general, TRMM provided more reliable estimations (correlation coefficient = 0.88 and lowest RMSE), therefore it can be considered as an alternative for observed data especially in areas where weather stations are limited and sparse.

    The study of spatio-temporal variations of pan evaporation is quite important in water resource management and evapotranspiration estimation. In current research, these variations and affecting variables have been exmanied using several geostatisitc methods across Fars province, Iran. The skill of these methods were evaluated by statistical measures including R2, MRE, RMSE, NRMSE, GMER, and GSDER. Spatial variability structure of the studied climatic variables followed the Gaussian and spherical models with influence ranges of 9 to 35 km. The ordinary point kriging with spherical semivariogram model (with influence ranges of 8.9 to 35 km, nugget ratios of 0.09 to 36.44% and variability classes of moderate to strong) was the most suitable method for interpolating of pan evaporation (with R2 of 0.74) and precipitation characteristics (with R2 of 0.57 to 0.76) values. The inverse distance weighting with weighting powers of 2 to 5 was the most suitable method for prediction of temperature (with R2 of 0.62 to 0.87) and wind characteristics (with R2 of 0.73). The optimum distace between the rainguages was determined as 35 km.  In general, the results showed that the northern and especially the northeastern parts of the province had lower temperature (<15 ͦ C) and pan evaporation (235 mm), and higher wind speed (>15 m s-1) in comparison to southern parts. Therfore, precise water resource management and new cropping pattern in these regions of the province may be recommended.

    In recent years, extreme events (droughts, floods, and extreme heat waves), as indicators of climate change, have received heightened attention. Increased concentration of greenhouse gases has led to global warming and significant changes in climatic extreme events pattern. In this study, 28 extreme indices proposed by a joint project between the World Meteorological Organization, the Climatic Group, the Climate Variability and Predictability Group, and the Global Research Program for Climate Change Monitoring and Detection, have been calculated from daily temperature and precipitation series of 12 meteorological stations in South Khorasan province during the period of 1992-2016. The non-parametric Mann-Kendall (MK) statistical test has been used to assess the significance of trend in extreme indices time series. The results showed a significant increasing trend in warm extreme indices and the decreasing trend for cold extreme events in most stations. Such that, the number of summer days with mean temperature above 25 degrees Celsius (SU 25) has an increasing trend in all stations. A decreasing trend was observed in cool nights (TN10P) series in most stations. There exists a high spatial variation for rainfall in the study region and no significant pattern could be observed, but in general, the trend in most stations is decreasing, for instance, the rainfall events greater than 1mm in north and central regions of the province has significantly decreased.
