The present study examines the ruling on leaving Mecca after performing ‘Umra under the development of the city in the present era. The findings of this library-and-software-based study by the analysis of evidence indicate that the ruling of leaving the currently developed Mecca is subject to the verdict of the jurist in the original verdict of leaving the city which means that if the jurist believes that the prohibition of leaving Mecca is because of observance or protection of the time of performing the Hajj, then leaving the city with no need or being sure of enough time for performing the Hajj will be permissible. But if the jurist believes that protecting the time of performing the Hajj means the prohibition of leaving the city, then it will be permissible to leave the last residential point of the city at present and not at the time of the issuance of the narrations because the customary opinion in applying the concept of Mecca to its instance is not valid. It is necessary to refer to jurists’ opinions in this regard. In this case, the jurists may consider the area of Mecca to be such that the residential houses of the city have been developed according to the narrations on the subject of performing prayers during the journey. In judging these views, based on the narrations, it seems that the guiding opinion on prohibition and permission to leave Mecca is absolutely closer to the spiritual merit (Thawāb).

The forthcoming study examines the ruling on the permission to perform Tawaf of the Hajj and sa’i between Ṣafā and Marwa over wuqufin in Arafat and Mash’ar. The words of the jurists reveal different opinions regarding the ruling on the priority of performing these rituals. From the popular point ofview of the jurists, it is not permissible for the public to perform these rituals in their own time. Based on some authentic narrations, the jurists believe that only the excused pilgrims such as the elderly, the sick, the disabled, and women who are afraid of the occurrence of menstruation can put the rituals before wuqufin; on the contrary, some other jurists believe that it is permissible, and of course disgusting, for pilgrims to perform Tawaf of the Hajj and sa’i before wuqufin; and pilgrims, if they have no excuse, should delay these rituals and perform them in their own time. The findings of this library-andsoftware-based research by analyzing the evidence and narrations indicate that the religious documents indicating the permission of priority of performing the rituals are not in line with the well-known opinions of jurists and the permission of perfuming rituals in their own time, albeit disgusting, seems closer to the spiritual merit (Thawāb).

Migration is a determining factor in the individual and social life of human beings. The concept of migration in Islam is not limited to the movement of the Prophet (S) with some Muslims from Mecca to Medina but as a general rule addressed to the man going on all the times and places with variousexternal and internal manifestations. Hajj is one of the pillars of Islam and one of the acts of worship being performed in all historical periods since the time of ‘Adam (AS). Using library and documentary methods and quoting the Holy Qur’an, valid narrations, and the opinions of the prominent Muslim mystics of the 5th and 6th centuries such as Qushayri, Khajeh Abdullah Ansari, Ghazali, Ain al-Qudat Hamedani, and Rashid al-Din Meybodi, the present study examines the various manifestations of migration in the Hajj and states that the Hajj, in its outward and inward dimensions, is the perfect instance of migration. Also, other different manifestations of migration such as spiritual travel and learning, migration from Dar al-Kufr to Dar al-Islam, migration from the land of oppression, migration as death and transfer from this world to the Hereafter, migration to acquire knowledge, migration from sin and evil, migration to know the Imams and the path to God are revealed in the Hajj. The most comprehensive manifestation in the Hajj is migration from evil and sin; of course, the superiority of knowing the Imams over the other manifestations is evident.

The holy shrines of Imam Ali (AS), Imam Hussein (AS), and other Imams buried in Iraq with the construction of great buildings for their graves in the 3rd and 4th centuries AH have gradually attracted all Muslims’ attention. At that time, Baghdad and Kufa were two important departures for the Hajj pilgrimage; and traveling from the eastern Islamic lands such as Iran, Khorasan, and Central Asia, many caravans used to pass through Iraq on their way. Sometimes, they were visiting the two holy shrines of Imam Ali and Imam Hussein. The present descriptive study, enriched with maximum historical evidence including written texts and sources (e.g. Hajj guidelines and travelogues) and ancient pictorial documents (e.g. Hajj certificates and Shiite pilgrimage scrolls), aims to reveal that the pilgrimage of the holy shrines has gradually become associated with the Hajj pilgrimages of some Muslims of the Muslim lands and many of the Hajj caravans passing through Iraq visited the Imams’ shrines in Iraq, especially those belong to Imam Ali and Imam Hussein, as a part of their spiritual rites of the Hajj pilgrimage.

Considering the material, spiritual, and cultural opportunities that Arbaeen walk in Iraq provides, the forthcoming research is in line with the development of religious tourism to examine the satisfaction of Iranian pilgrims in the host community. To achieve the objectives of the study, two methods of documentary and field research were used. The research was carried out using a qualitative method of descriptive cognitive phenomenology and the data were collected by observation and semi-structured interviews. The sample size included 27 Iranian pilgrims selected by targeted and accessible sampling. The findings revealed that the pilgrims’ satisfaction was low in the dimension of spatial (environmental) infrastructure, while the level of their satisfaction in cultural, social, and religious dimensions was at a desirable level. Also, some of the basic needs of the pilgrims were to increasing transportation fleet, serious monitoring of fares, increasing infrastructures of telecommunications, providing cooling and health facilities, providing proper accommodation, widening and eliminating technical problems of roads to reduce road accidents, and establishing more cultural centers to reply religious questions and spiritual suspicions.

Based on a comparative and historical analysis, the present article discusses the reasons for continuous tensions between Iran and Saudi Arabia over the past half a century and claims that the structural requirements of power in the international system and the balance of power at the regional level are the most important determinants of tensions between the two countries. Following a theoretical explanation of the two positive and negative forms, the article deals with historical analysis and the relations between Iran and Saudi Arabia during the British withdrawal from the Persian Gulf and the Nixon Doctrine, the Islamic Revolution of Iran, the Iran-Iraq war, Saddam’s invasion of Kuwait in 1991, the US attack to Iraq in 2003, Israel’s 33-day war against Hezbollah in Lebanon, and Iran-Saudi Arabia relations after the Arab Spring in 2010. Finally, it offers some solutions for managing the confrontation between the two countries. The research method is explanatory and prescriptive.
