    پس از پایان جنگ سرد، تحریم‎های اقتصادی به رویه اصلی جامعه بین المللی و برخی دولت ها تبدیل شده است تا جایی که برخی دهه 1990 را «دهه تحریم» نام گذاری کرده اند. این اقدامات البته از نوع یکجانبه آن که در این تحقیق مورد بررسی قرار خواهد گرفت، با هدف تغییر اساسی در رفتار دولت های هدف توسط کشورهای مبدا و تحریم کننده اعمال می گردند که علاوه بر چالش های حقوقی و مشروعیتی که برای آن می توان متصور شد، دارای آثار و تبعات منفی حقوق بشری نیز هستند. حقوقی که به صراحت در اسناد جهانی حقوق بشر بر آن ها تاکید شده و تحت حمایت جامعه جهانی نیز قرار دارند. آثار منفی اقدامات یکجانبه اجبارآمیز یا تحریم های یکجانبه اقتصادی بر بهره مندی از حقوق بشر منجر به واکنش جدی نهادهای مربوطه به طور ویژه شورای حقوق بشر سازمان ملل متحد شده است. از این رو، شورا در یکی از قطعنامه های خود اقدام به تعیین یک گزارشگر ویژه در زمینه تاثیر منفی اقدامات یکجانبه اجبارآمیز بر بهره مندی از حقوق بشر نموده است. در این ارتباط شورای حقوق بشر و گزارشگر ویژه، اقدامات یکجانبه اجبارآمیز را مغایر با اسناد حقوق بشری شامل منشور ملل متحد، اعلامیه جهانی حقوق بشر، اعلامیه جهانی حقوق کودک و میثاقین تلقی می کنند. در این پژوهش با استفاده از روش تحلیل محتوا و نیز روش اسنادی رویکرد و دیدگاه های گزارشگر ویژه، استخراج و تحلیل خواهد شد.

    شکل گیری عرصه سیاست بصری جهانی، باعث اهمیت بیش از پیش "دیپلماسی بصری" و "دیپلماسی روایی" به عنوان دو گونه جدید از دیپلماسی در چارچوب دیپلماسی عمومی شده که بطور فزاینده ای ابعاد دیجیتالی آن برجسته تر می شود. نقش تصاویر و راهبردهای روایی و داستان سازانه در فرایند تصویرسازی ملی، مدیریت افکار عمومی و مدیریت احساسات در عرصه بین المللی، اهمیت بیشتری می یابد. تصاویر و روایت های داستانی، چارچوب درک، کنش و چگونگی نگاه و مواجهه ما به پدیده های سیاست داخلی و خارجی را شکل می دهند. هدف اصلی این مقاله، تشریح ابعاد بصری و روایی دیپلماسی عمومی دیجیتالی و بیان دلایل اهمیت آن در عرصه سیاست بصری جهانی است. لذا تلاش می گردد با بهره گیری از مفاهیم بین رشته ای ، چارچوبی مفهومی برای فهم عرصه سیاست بصری جهانی ارایه گردد و به این سیوال پاسخ داده شود که تصاویر و روایت های داستانی چه نقشی در دیپلماسی عمومی دیجیتالی ایفا می کنند؟ و اهمیت آنها چیست؟ این نوشتار از سه بخش تشکیل شده است. در بخش اول، عرصه سیاست بصری جهانی و جایگاه دیپلماسی عمومی دیجیتالی و نقش آن در فرایند تصویرسازی ملی تشریح می شود. بخش دوم، به بررسی دیپلماسی بصری وکاربست تصاویر در عمل دیپلماتیک اختصاص دارد. در بخش آخر نقش دیپلماسی روایی در این زمینه بیان شده است.

    بدنبال سرنگونی رهبر پیشین لیبی معمر قذافی در اکتبر سال 2011 خلاء قدرتی در ارکان نظام سیاسی و اجتماعی پدید آمد. فقدان یک دولت مقتدر که قادر به اعمال حاکمیت یا انحصار زور باشد، باعث گردید اوضاع پیچیده سیاسی و امنیتی کشور دچار چالش جدی برای دستیابی به یک توافق جامع بین دو بلوک قدرت در شرق و غرب لیبی شد. دخالت بازیگران منطقه ای و بین المللی باعث تعمیق شکاف سیاسی و دو قطبی شدن فضای سیاسی و امنیتی لیبی شده است. ترکیه بعنوان یکی از کشورهای بزرگ خاورمیانه که از زمان حکومت سابق لیبی سرمایه گذاری های گسترده ای در اقتصاد این کشور داشت، با شروع ناآرامی ها در قالب پیمان ناتو به حمایت نظامی از شورشیان پرداخت و پس از تشکیل دولت وفاق ملی در طرابلس(مورد تایید سازمان ملل متحد)از حاکمیت این دولت بر سرتاسر خاک لیبی دفاع کرد. درمقابل، قدرت های منطقه نظیر مصر، امارات متحده، عربستان به همراه فرانسه دولت موقت در شرق لیبی(طبرق) را مورد تایید قرار دادند تا نزاع بر سر منافع در این منطقه به اوج خود برسد. در این پژوهش سعی می شود انگیزه ها و اهداف راهبردی سیاست خارجی ترکیه از حضور فعال در بحران لیبی مورد تجزیه و تحلیل قرار گیرد. با توجه به کاربست روش توصیفی-تحلیلی، استدلال این مقاله این است که منافع ترکیه در شمال آفریقا با حفظ ثبات و گسترش حاکمیت دولت وفاق ملی بر همه مناطق لیبی گره خورده است. یافته های پژوهش نشان می دهد که مصالح ترکیه در لیبی با عبور از تمایلات اخوانی بر کسب منافع اقتصادی و تقویت موازنه قوا در سایه رقابت با قدرت های منطقه ای و اروپایی متمرکز شده است.

    در سال های اخیر دریای جنوب چین به یکی از کانون های مهم بحران در منطقه آسیای پاسیفیک تبدیل شده است. این نوشتار به بررسی موقعیت ژیوپلتیک و ژیواکونومیک و ژیواستراتژیک دریای جنوب چین، ادعاهای متناقض کشورهای مدعی در دریای جنوب چین و ارایهراه حل های مختلف جهت حل این مشکل از جمله مذاکرات و همکاری های چندجانبه می پردازد. مقاله با روشی توصیفی تحلیلی و با توجه به موقعیت و تحولات ژیوپلتیک منطقه بدنبال پاسخگویی به این سوال است که سیاست کشورهای مدعی در دریای جنوب چین، در قبال یکدیگر چگونه قابل ارزیابی است؟ براساس رویکرد ژیوپلتیک محور به این پاسخ می رسیم که هرکدام از بازیگران منطقه ای و فرامنطقه ای برای کنترل بر منابع و تسلط جغرافیایی بر حوزه های مهم تلاش می کنند. درنتیجه، شرایط منطقه بخصوص با تحولات ژیوپلتیک و رشد اقتصادی و نظامی روزافزون چین و کوشش کشورها برای توسعه منابع انرژی بدون توجه به حقوق دیگران می تواند منجر به افزایش پیچیدگی های بیشتر در منطقه و ادامه منازعه گردد.

    یکی از تاثیرات جنگ سرد و نتایج ناشی از آن بر تحولات حوزه بین‏الملل و سیاست خارجی کشورهای اروپایی، ازجمله فرانسه، تاثیرات فکری و فلسفی بود. این تاثیر به صورت تحول از گلیسم به نوگلیسم همراه با نوعی تغییر از اقتدار یا تسلط به سمت همگرایی بیشتر بود؛ اما در ادامه، سیاست خارجی فرانسه ضمن تاکید بر موقعیت ژیوپلتیک و ذهنیت استقلال‏طلبانه تحت تاثیر تفکر گلیسم به عنوان نماد هویت ملی، به سمت تحقق ایده نوگلیستی بازاندیشی در رهیافت اروپایی گرایش یافت. البته، در سیاست خارجی فرانسه، همچنان، ایده تحقق هویت جدید اروپایی بر محور قدرت فرانسه بویژه در بعد نظامی و امنیتی پی گرفته می‏شود و هدف اساسی سیاست خارجی این کشور انجام اقدامات برای ارتقای قدرت در چارچوب  اتحادیه اروپا است. لیکن، ایجاد اروپای متحد، تحت تاثیر آرای نوگلیستی، از مهم ترین اهداف سیاست خارجی فرانسه بشمار می‏رود. نویسندگان در این مقاله درصددند به این سوال پاسخ دهند که «تفکرات گلیستی و نوگلیستی پس از جنگ سرد چه تاثیری بر سیاست خارجی فرانسه در قبال اتحادیه اروپا داشته است؟» فرضیه اصلی نیز آن است که سیاست خارجی فرانسه در قبال اتحادیه اروپا پس از جنگ سرد از پیگیری ایده «مجد و عظمت فرانسه» به عنوان میراث «گلیسم» به سمت ایده نوگلیستی «اروپاگرایی بیشتر» باهدف بازتولید هویت جدید اروپایی تحول یافته است. مقاله حاضر با رویکردی توصیفی_تحلیلی نگاشته شده و از روش گردآوری داده‏ها از منابع کتابخانه‏ای و داده‏های موجود در فضای مجازی استفاده شده است.

    شورای حقوق بشر سازمان ملل متحد طی  قطعنامه 14/33، مصوب 29 سپتامبر 2016، تصمیم به ایجاد مکانیسم جدید گزارشگر ویژه حق توسعه می گیرد. مقاله پیش رو، مروری است بر رهیافت ها و راهکار های پیشنهادی آقای سعد فرجی گزارشگر ویژه حق توسعه که در چارچوب گزارش های سالیانه به شورای حقوق بشر و مجمع عمومی سازمان ملل متحد(2016-2019) و با هدف نزدیک ساختن دیدگاه کشور های حوزه شمال و جنوب پیرامون موضوع بحث برانگیز "حق توسعه"،  ارایه گردیده است. از این زاویه، دستور کار 2030 برای توسعه پایدار، چارچوب سندای برای کاهش خطر بلایا (2015-2030)، برنامه اقدام آدیس آبابا در سومین کنفرانس بین المللی تامین مالی برای توسعه و توافق آب و هوایی پاریس، چهار سند سیاستی مهم مورد توافق بین المللی هستند که می توانند بستر همکاری های بین المللی برای ترویج و تحقق حق توسعه و توسعه پایدار را فراهم سازند. همچنین، توسعه همکاری های"جنوب- جنوب" بعنوان مکمل همکاری های شمال-جنوب، توجه کانونی به مفهوم "مشارکت"  در پیشبرد چشم انداز کاهش نابرابری ها و تبعیض و پردازش "مکانیسم های الزام آور حقوقی"حق تو.سعه، پارامترهای اجرایی هستند که از نگاه گزارشگر حق توسعه می تواند به امکان تحقق  واقعی آن مساعدت نماید.

    After the end of the Cold War, Economic sanctions have become to the mainstream of the international community and some governments, as far as, Some have called the 1990s a decade of sanctions.These measures, albeit, of its unilateral type that has been examined in this study, In order to fundamentally change in the behavior of the targetd states are imposed by the source and sanctioning States, furthermore legal challenges, these measures have a negative impact on the enjoyment of human rights. Rights that are explicitly emphasized in the international human rights instruments and are protected by the international community. The negative effects of Unilateral Coercive Measures or unilateral economic sanctions on the enjoyment of human rights have led to a serious response by relevant institutions, in particular the United Nations Human Rights Council. Therefore, in one of its resolutions, the Council has appointed a Special Rapporteur on the negative impact of Unilateral Coercive Measures on the enjoyment of human rights. In this respect, Human Rights Council and Special Rapporteur denounce Unilateral Coercive Measures in violation of human rights instruments. Including the United Nations Charter, the Universal Declaration of Human Rights, the Universal Declaration of the Rights of the Child and the Covenants. In this research, by using content analysis method as well as documentary method, The approach and views of the Human Rights Council and the Special Rapporteur will be extracted and analyzed.

    The formation of visual global politics has made more important the “visual diplomacy" and "narrative diplomacy" as two new types of diplomacy in the context of public diplomacy, which increasingly its digital aspects are becoming more prominent. The images and storytelling strategies have a pivotal role in the management of public opinion and emotions in the international arena. Images and narrative storytelling could form framework and context in which we understand, act, and view domestic and foreign political phenomena. The main purpose of this article is to describe the visual and narrative dimensions of digital public diplomacy and it’s important in the visual global politics. Therefore, this research has attempted to borrow from interdisciplinary concepts in order to provide a conceptual framework for understanding the visual global politics. It also answers the questions about the role that images and narratives storytelling play in digital public diplomacy. This article consists of three parts. The first section describes digital public diplomacy and its role in national image building process. The second part is devoted to the study of visual diplomacy and the use of images in diplomatic practice. In the last section, the role of narrative diplomacy is reviewed.

    Since the fall of the former leader Muammar Gaddafi and the chaos that followed his death in 2011, there has been no a powerful government to rule all over Libya. Thus, the complex political and security situation in the country prevented the two blocs of power in west and east of the country from reaching a comprehensive agreement on the division of power. Libya has increasingly becoming a battlefield for a geopolitical contest among regional and international powers, so their involvements have deepened the political divide and polarized security climate in the country. Turkey,one of the largest countries in the Middle East that has invested heavily in the country's economy since the former Libyan government,provided military support to the insurgents in the form of NATO alliance. Tuekey has backed the Muslim Brotherhood-dominated General National Congress based in Tripoli. In contrast, regional powers such as Egypt, the United Arab Emirates, and Saudi Arabia, along with France, have approved an interim government in eastern Libya (Tobruk) to escalate a conflict of interest in the region. This study tries to analyze the motivations and strategic goals of Turkish foreign policy from its active presence in the Libyan crisis. Given the descriptive-analytical approach, the paper argues that Turkey's interests in North Africa are tied to maintaining stability and expanding the sovereignty of the national unity government over all of Libya. The findings show that Turkish interests in Libya have focused on gaining economic benefits and strengthening the balance of power in the shadow of competition with regional and European powers, by overcoming the Brotherhood's tendencies.

    In recent years, the South China Sea has become one of the major centers of the crisis in the Asian Pacific region. This paper examines the geopolitical, geo-economic and geo-strategic positions of the South China Sea, contradictory claims by the contenders in the South China Sea and various solutions to this problem, including multilateral negotiations and cooperation. With an analytical descriptive method, the paper seeks to answer the question of how the policies of the claiming countries in the South China Sea can be evaluated in relation to each other  and considering the geopolitical situation and developments in the region? Based on a geopolitical approach,We find that each of the regional and trans-regional actors seeks to control important resources and regions.As a result, the situation in the region, especially with the geopolitical developments and the growing economic and military growth of China and the efforts of countries to develop energy resources without regard to the rights of others, can lead to increased complexity in the region and continued conflict.

    One of the effects of the Cold War and the results of developments on the international arena and foreign policies of European countries, Including France, was intellectual and philosophical. This effect was more in the form of a shift from Gaullism to Neogaullism, with a kind of shift from authority or domination to convergence; But then, France's foreign policy emphasizes geopolitical position and independence mentality Influenced by Gaullism thought as a symbol of national identity, shifted towards the realization of the neo-Gaulist idea of rethinking the European approach. Of course, in French foreign policy, the idea of a new European identity based on French power is still being pursued, and the main goal of French foreign policy is to take steps to promote French power in the European Union. However, the creation of a united Europe, influenced by neogaulist views, is one of France's most important foreign policy goals. In this article, the authors try to answer the question that "How have Gaulist and Neogaulist thoughts influenced French foreign policy towards the European Union since the Cold War?" The main hypothesis is that France's foreign policy towards the European Union after the Cold War has evolved from pursuing the idea of "French splendor" as the legacy of "Gaulism" to the neogaulist idea of "more Europeanism" with the aim of reproducing a new European identity. The present article is written with a descriptive-analytical approach and the method of data collection using library resources and data in virtual space is used.

    During a controversial session, in its resolution 33/14, the Human Rights Council established the mandate of the Special Rapporteur on the right to development for a period of three years in 2016. This article reviews annual reports of Mr.Saad Alfarargi the Special Rapporteur on the right to development to UN Human Rights Council and General Assembly, focusing on basic elements of the deliberations  and suggestions raised to bridge the North-South divide. In this context, it is perceived that the right to development is explicitly recognized in four key internationally agreed policy documents in 2015:“Transforming our world: the 2030 Agenda for Sustainable Development”, which included the Sustainable Development Goals; the Addis Ababa Action Agenda of the Third International Conference on Financing for Development; the Sendai Framework for Disaster Risk Reduction 2015-2030; and the Paris Agreement on climate change. These documents have become main parts of the policy and normative foundations of the mandate and reports of the Special Rapporteur. Exploring the links between South-South cooperation, sustainable development and the right to development as well as the connection between the right to development and equality and the consequences of inequalities, the Special Rapporteur examines some of its key challenges from the perspective of the right to development.
