The purpose of this study was to present a model of good governance and efficiency and effectiveness in the statement of the second step of the Islamic Revolution. The method of this documentary research and analysis of the content of the statement is the second step using open coding and consultation with the elite in presenting the final model. In accordance with the efficiency and effectiveness indicators in good governance with the text of the second step statement, the components of each statistical section and the final conceptual model were designed. According to the results of this study, in the fields of efficiency and effectiveness of economic and socio-political, the model of good governance in the second step based on the components of jihadi management, use of natural and human capacities, revolutionary system theory, religious democracy, self-improvement , Socialization, modern Islamic civilization, guarantee of individual and social freedoms, justice and serious struggle against economic corruption, denial of state ownership, popularization of the economy, strengthening production, moral and spirituality, stability and security.

The victory of the Islamic Revolution in February 1957 under the leadership of Imam Khomeini من became the source of great changes in the region and the world; This revolution has passed forty decades of its life successfully, despite external pressures and sanctions and internal obstacles from the enemies, especially the United States. At the end of his forties, the Supreme Leader issued a statement entitled The Second Step of the Islamic Revolution. Given that the statement was prepared by the Supreme Leader and the Leader of the Islamic Revolution, addressing the issue is of great importance. The purpose of this study is to explain the reasons for the need to issue a statement. In this research, the method of document analysis, which is a variety of qualitative methods, has been used. In this way, the available documents, including books, articles, statements, and leadership lectures, have been reviewed. According to the research findings, the most emphasis of the leadership on the youth's hope for the future is the resistance economy, the vision and re-reading of the slogans and goals of the revolution. The statement was very timely and it was necessary to announce the achievements of the revolution to the whole nation, especially the youth; By studying the past and comparing these achievements with the Pahlavi and Qajar regimes, the erroneous judgments that some had against the Islamic Revolution will be eliminated. In fact, the statement refers to the achievements and performance report of the revolution and outlines the future. Therefore, to achieve the greater ideal, namely the creation of Islamic civilization, the most important strategy is resistance and non-surrender.

The second step statement contains a set of political, economic and social strategies to counter the third order of domination. The threats and opportunities facing the Islamic Republic of Iran are described in detail in this statement issued on the occasion of the 40th anniversary of the victory of the Islamic Revolution. The software threats that are the central feature of the threats in the third period of the domination order are discussed in this statement. Continuous revolution is a concept that can be used to answer this question. However, if we are faced with the question of how to achieve the second step of the Islamic Revolution? The hypothetical answer is that with a continuous revolution, not in the socialist sense, but in a concept at the level of the Islamic revolution, it can be achieved. But this study requires a new method, which, by building a theoretical basis for the leadership of the revolution, is provided in the first speech of the second step statement. The statement of the second step, issued by the wise leader of the Islamic Revolution on February 13, 2017 on the occasion of the 40th anniversary of the victory of the Islamic Revolution of Iran, is a strategic charter to determine the policy and continuation of the honorable life of the revolution in the second forty ‌شمار می‌آید. In addition to explicit messages, using the hypertext analysis method of the above-mentioned statement, five important and decisive actions can be identified in order to face and overcome the five major challenges facing the Islamic Revolution in the second step: 1- Accurate knowledge of the Islamic Revolution , In order to face the challenge of "distortion and the heart of truth", 2- Accurate transfer of the principles and values ​​of the revolution to future generations, in order to face the challenge of "generational rupture of the revolution", 3- Putting the youth at the center of the revolution in the second step, In order to face the challenge of "popular acceptance of the revolution", 4- Hope and optimistic view of internal capacities, in order to face the challenge of "despair and passivity", 5- Jihadi management, in order to face the challenge of "inefficiency".

The present article seeks to explain the necessity of youth in the statement of the second step of the Islamic Revolution, based on verses and hadiths, and its main question is that the Qur'anic principles and the narrative of youth in the thought of the Supreme Leader in the pillars of the Islamic Republic What is it? The result of this study shows that the most important reasons for the necessity of youthfulness, according to the statements of the Supreme Leader that youthfulness is considered a matter of course; Preventing the cessation of the generation of the revolution, following the example of the Holy Prophet, the continuation of creativity and modernity, the progress of the country, responsibility for the young generation, achieving a desirable future, indefatigability of the young, pure nature and awareness and insight of the young summed up. Also, the Quranic principles and the narration of the necessity of youthfulness have been examined in this article, which confirms the above components. On the contrary, if the officials do not pay attention to youthfulness, we may witness the cessation of the generation of the revolution, while in the thought of the leadership, special emphasis has been placed on the preservation and continuation of the generation of the revolution, and this is important in their speeches and meetings. It is crystallized. It seems that each of these components can be considered as an independent reason for the necessity of youthfulness. Explaining the need for youthfulness can help motivate relevant officials to employ young people. The method of this research is descriptive-analytical along with library studies.

One of the main issues that are always questioned and challenged in the field of revolutions is the achievements and the degree of achievement of the goals and ideals of the revolution that the correct and scientific answer to this basic question can lead to the preservation and continuation of the revolution and Values ​​created. Addressing such an issue in the fortieth anniversary of the Islamic Revolution is necessary due to its ideological nature. Given the importance of this issue and also considering the emphasis of the Supreme Leader on the scientific analysis of the discourse of the statement of the second step of the Islamic Revolution by universities, the purpose of this study is to explain and comparative analysis of the political achievements of the Islamic Revolution with political ideals The second step of the revolution, with emphasis on the axes of the statement. The type of research is descriptive-analytical and consists of three questions and the data are extracted from the desired sources by content analysis method. According to the research findings, the Islamic Revolution has realized 14 of its 16 important ideals. The results of the research show that the Islamic Republic has been able to realize most of its political ideals, which are manifested in its constitution, but it is necessary to make more efforts to fully realize the ideal of social justice and the creation of a new Islamic civilization.

One of the important axes of the "Statement of the Second Step of the Islamic Revolution" is to pay attention to the "past" in order to take "firm steps in the future". This issue has been emphasized in various fields, especially foreign relations. Discourse Analysis of the Statement of the Second Step of the Islamic Revolution:The need to create a behavioral system for inclusive actionThe purpose of the present study is to analyze the discourse of the statement of the second step of the revolution in order to create a behavioral system for action. This research is qualitative and discourse analysis in terms of design and is among the basic researches in terms of purpose and has been done by content analysis method. The dynamism of the political life of the social system is not possible without the use of political currents; But the need to use them without the benefit of intellectual order causes the bed of anomalies and social turmoil. The category of expectation as a theory to get out of political disorder in the social environment, has the ability to provide elements to organize the political behavior of political currents. For this reason, in this study, by examining the statement of the second step of the Islamic Revolution, the components of the efficiency of the political currents of the Islamic Republic are extracted from the culture of waiting. The findings of the research indicate that the category of waiting in the field of thought creates new mental ideas for political currents and in its performance provides a novel framework for alignment with society. In this research, firstly, the characteristics of the imaging approach in this statement have been identified and secondly, the images in the statement have been extracted. In order to achieve the first goal, the content analysis method was used and after interviewing the experts regarding their perception of imagery in the second step statement, these interviews were summarized and 43 basic themes were extracted from them. These themes constituted 14 organizing themes and finally 4 all-encompassing themes were extracted from them.

The main purpose of this study is to explain the enemy's use of the element of deception for domination in the Islamic world. This was the focus of the Supreme Leader of the Revolution in the second step statement and they emphasized it during their leadership.With a descriptive-analytical method and focusing on the statement, we will take the second step and with a documentary approach and reference to the sources of explanatory libraries, the enemy will use this immoral element.

Discovering the binary oppositions of a text is one of the general readings and strategies of text interpretation and one of the main methods of navigating the text and meaning with the aim of analyzing and explaining the structural factors affecting discourse because text units are based on their interrelationships with identity. The purpose of this study is to explain the statement of the second step of the Islamic Revolution from the perspective of binary oppositions with descriptive-analytical and comparative methods. Although in the introduction the origin and evolution of this theory is discussed, but in this article we try to explore the binary oppositions of ideas. The axis of the revolution in the second step statement should be done with the aim of explanation and interpretation. Finding these contrasts, in addition to helping to understand the speaker's main purpose, acquaints the reader with a different interpretation of the discourse governing the statement. As a result, in addition to obtaining the meaning of some concepts due to their opposite poles, by extracting the network, the positive and negative alignment of the semantic chains and the governing structure in the statement are analyzed.
