    Administrative injuries in the form of crimes, such as embezzlement, bribery, forging documents, and in general volume of administrative violations called administrative corruption; since this is not a new phenomenon but has a long history, and its dating is as much as the state. In any case, administrative corruption has global domains. Many countries, including developed industrialized countries and developing countries, are grappling with this destructive phenomenon. Corruption leads to distrust and loyalty of the people to the apparatus, increases the cost of doing things, and weakens the moral beliefs and values of the society. Also, the political stability of the society will be en- dangered. Therefore, it will cause a lot of damage to all social, cultural, economic, and security layers of countries. So far, many studies have been written on the impact of so- cial capital on a variety of concepts, including topics such as development, social in- equality, health, political participation, and the media; while, less research has examined the role and position of corruption and its fight against it, especially in urban manage- ment in social capital, which we have tried to address in this article. In this article, we first review the background of concepts related to social capital and examples and caus- es and roots of corruption and anti-corruption strategies in the world; then we introduce three models that affect the factors affecting the change of social capital in Tehran, which is designed with a focus on the concept of combating corruption.

    The novel model of foreign policy adopted by the states in the globalization era is based on the effort and competition for achieving such goals as enhanced power and dignity. The rea- lization of such goals is, however, dependent on the successful progress of the so-called economic plans. Economic development cannot be achieved unless the existing resources are appropriately utilized under the circumstances imposed by the surrounding environ- ment. A primary requirement for this is to actively apply diplomacy to establish a develop- ment-oriented foreign policy. In the present article, an attempt was made to analyze the con- sequences of the foreign policy adopted by the ninth/tenth Iranian government in the con- text of the economic development in Iran. The findings indicated that the ninth/tenth gov- ernment set the scene for the formation of an extensive global coalition against the Islamic Republic of Iran by adopting contending-aggressive foreign policies in the international arena based on ideological – security foundations. This has led to such complications as im- posing an international sanction against Iran, the securitization of the state, the emergence of security threats against the regime, inaccessibility of the national resources on interna- tional premises, loss of opportunities and domestic resources, and intensified self- destructive phenomenon. The mentioned consequences have left the economic development engaged with fundamental challenges. This is descriptive-analytical research performed based on the firsthand library, documentary, and online references.

    The purpose of this study is to investigate the relationship between religion and government in neo-Mu'tazilite ideas with an emphasis on the thought of Mohammed Arkoun. The present research is fundamental in terms of purpose and descriptive in terms of implementa- tion method. Data collection is done through library studies, documentation, and filing of study sources. Research findings confirm that the most important goal of the pillar is the revival of religion in the context of human life. Emphasizing the revelation of the Holy Qu- ran, he removed the sanctity from this valuable book and placed it in a secular sense. Ac- cording to the Islamic pillar, it is a comprehensive and complete religion that emphasizes ethics in human relations, and fully implement it in human societies, there is a need to re- read and re-know Islam.

    The present study aims to review and analyze the standards of the International Organiza- tion of Supreme Audit Institutions and based on the standards provided by the expert work- ing group to achieve good governance. Therefore, in this article, the potential capacities of these institutions to achieve good governance indicators are examined and the necessity of strategic development of the priorities of higher auditing institutions in this field is empha- sized. This analytical article, based on the results of INTOSAI surveys, was extracted from 62 Higher Auditing Institutions in the world, and the responses to this survey showed that Higher Auditing Institutions, in addition to trying to develop new methods (39 %) Try to identify the main risks and trends (27%). The main question of this article is how the Court of Audit can participate effectively (and without compromising its independence) in advi- sory activities to strengthen good governance? Our hypothesis in the present article also states: Using the collective experience of the top audit firms in the world, which includes a set of factors, can lead to the strengthening of good governance. The method of data collec- tion is a library and based on the results of the INTOSAI survey from 62 countries, which has been analyzed analytically and descriptively. In this article, suggestions based on the analysis of the results of the survey to apply the research are presented.

    Globalization is a process that is presented in various aspects of human life. Given the growing and spreading of criminal acts on a global scale, the field of criminal and criminal law is important. In a way that has led to many criminal behaviors in the world. Criminal law with the globalization of the criminal phenomenon, which is a fundamental problem, has proposed many solutions in the domestic and foreign arena. In the field of crime to in- ternational rules or documents The domestic laws of the countries, the impact of interna- tional criminal law, and regional and international documents on national laws. In Islam, there is no doubt about the legitimacy of international treaties, since their conclusion is a way to achieve the ultimate goals of Islam Therefore, the ruler and the Imam of Muslims can agree with the non-Muslims if they agree on Religion, and nation or compel their hearts to Muslims. It should be noted that the main effect that the Islamic Republic of Iran can ac- cept from globalization is related to the scope of sanctions, for the content and basis of this kind from the extensive crimes and powers of the legislature in their elaboration and im- plementation, it is possible to make such crimes compliant with the requirements of time and place and developments of the international community.

    Familiarity of Muslim scholars with new Western intellectual and philosophical find- ings led to the presentation of novel interpretations of the Qur'an and Islamic concepts that are significantly different from traditional interpretations, Presented a new religion. The purpose of this study is to investigate the effect of new approaches in the interpreta- tion of the Qur'an on Islamic society in the areas of the relationship between religion and government, democracy, and the legitimacy of government. In this regard, especially Nasr Hamed Abu Zayd's novel interpretations of what and how the phenomenon of revela- tion is considered, led to his presentation of the theory of the discourse of revelation by him. To investigate this issue, it has been tried to study and evaluate different scenarios in this field by using the futures research approach and by applying the scenario design method. Findings show that these theories will have major effects on Muslim thought and action be- cause according to the evidence and findings of possible scenarios, new interpretations in the future can lead to the negation of the grammatical and content comprehensiveness of the Qur'an and the negation of theocracy with minimal expectation of religion. The affirmation of the divine-human legitimacy will lead to political power. As a result, the Islamic society is exposed to various harms and threats and must prepare itself for each of these scenarios by eliminating its weaknesses and strengthening its strengths.

    For more than a decade Boko Haram insurgency had remained a threat to Nigeria's state. The research 'Nigeria's perception on Boko Haram and search for national security was designed to uncovered why Boko Haram insurgency survived thus far. The research was guided by the followings questions: who are Boko Haram? What is Nigeria's per- ception of Boko Haram? And what are the solutions put in place? Accidental interview sampling techniques were employed with content analytical framework due to data sources. It discovered that Boko Haram is a radical Islamic insurgent group seeking to abolish the civic government and establish Sharia law, it sources of finance include among others members' contributions and members cut across West Africa. Nigeria's state perceived Boko Haram as a mere political problem. The paper recommended that Boko Haram should be seen as a well-equipped Islamic insurgent capable of topping the civil and inclusive system. Defensive and war counter-terrorism should be employed in addition to unbiased responsive leadership.

    With the withdrawal of Britain from the European Union as one of the most important members of the European Union, the strengthening of nationalist views as a factor in shaking the approach to European regional integration disappears. Brexit could be the beginning of the process of withdrawal of the other members of the European Union and its collapse. While the EU has taken steps to maintain its cohesion and meet its se- curity, economic and political challenge, the UK's withdrawal has been welcomed by the US, which some see as a deeper rift between the EU and the US. This article, which has been compiled analytically-descriptively using library resources, seeks to answer the question of what is the US and EU approach to Brexit? In this regard, the article will examine Britain's withdrawal from the Union and the approaches of the United States and the European Union. The findings show that in the Obama era, due to multilateral policies, peaceful relations, cooperation with the European Union in various fields, and the emphasis on the transatlantic treaty, we see disagreement with Britain's withdrawal from the EU, but in the Trump era due to unilateralism policies and Britain's encou- ragement not to join the EU; On the other hand, the European Union continues to call for the integration and preservation of its members, especially the United Kingdom, for its own economic, political and security interests. The issue of Brexit is one of the caus- es of divergence between the United States and Europe.
