    The inefficiency of the national security system is one of the biggest threats to Ukraine's national security. The strategic planning in the field of security and defense has designed to identify the means, including the future structure of forces, that would allow the institutions of the defense and security sector to effectively deal with potential future threats. The purpose of this study is development of theoretical and practical measures to increase the effectiveness of strategic management of national security processes on the basis of goal setting, forecasting and planning in the context of informatization of society. The relevance of this study is due to the needlegal regulation and improvement of the state system of strategic planning of national security of Ukraine. To achieve the goal of the study was used special scientific methods of legal knowledge. The results of the analysis showedwhat in the basis ensuring national security must rely on the principle of systematization, which means that the security and defense sector of Ukraine is considered as a single object of forecasting and planning. This study substantiates the main directions systemic reform of the security and defense sector, which has carried out in Ukraine to ensure the protection of the constitutional order, sovereignty, territorial integrity of the state in the face of armed aggression. The priorities should be implemented through key tasks, such as the establishment of a comprehensive strategic analysis of military threats to Ukraine's national security, coordination of intelligence activities, development of joint intelligence capabilities of the defense forces in order to obtain complete and reliable warning information for timely decision-making guaranteeing the military security of the state.

    As a result of the introduction of digital technologies in all spheres of society, various latest technologically conditioned risks and threats have become various. It requires the formation and implementation of a legal mechanism for further development and operation of the system ensuring information security, taking into account the effects of digitalization and transformation of society. The purpose of this study is development of scientifically substantiated proposals and recommendations for implementation legal mechanisms for information security in the context of digitalization. The relevance of this study is due to the needlegal regulation of relations in the information sphere, formation of a system of protection and counteraction to cybercrime. To achieve the goal of the study, methodological principles and approaches of legal science were used. The results of the analysis showed that the most significant mutual influence is demonstrated by a group of indicators of the state's institutional capacity and a group of indicators of the digital capacity of the national economy and cybersecurity. This study substantiates the main directions of accelerating the optimization of the institutional system of cybersecurity in Ukraine, which provides for two key areas: legal and organizational. The legal mechanisms include further improvement and harmonization of the regulatory framework, the formation of relevant legal norms, state policy in the field of information security. The organizational measures are aimed at improving the efficiency of responsible institutional structures - the subjects of cybersecurity - by increasing their capabilities, eliminating duplication in the exercise of their powers, taking into account the best practices of international and European experience. The core of the integrated information security system is the National Cyber Security Coordination Center.

    Digital technologies are actively implemented in all areas of tourism. The article identifies the main areas of balancing interests in the field of tourism on the basis of optimization of digital marketing tools. Analytical research has shown that a set of sales channels in the Internet environment and a set of tools are formed, depending on the marketing strategy of the travel company. The main tactics and tools of digital marketing in tourism are highlighted. These are: the company's website, digital marketing channels - online channels for promoting and attracting customers: SEO, online advertising, email marketing, sales funnel, content marketing, teaser advertising, SMM, etc. The study proposes the application of portfolio investment theory to optimize investment in digital marketing tools to achieve a specific goal. The article uses a method of building a mathematical model that will optimally distribute financial investments in digital marketing. Thus balancing of interests in the field of tourism on the basis of digital marketing tools is offered on the basis of KPI indicators, according to the allocated purposes.

    The economic events of recent years caused by the effects of the pandemic have contributed to rising farm costs. Determining the unit cost of current biological assets of crop production and detailing these costs by major categories is one way to optimize them and increase the efficiency of the main activities of the producer. It requires formation and implementation effective cost control mechanisms in crop production.The purpose of this study is development of scientifically sound proposals and recommendations for controlling the cost of current biological assets of crop production, identifying priority cost items at each stage of cost formation. The main standards for accounting for current biological assets of crop production in Ukraine are IAS 41 "Agriculture" and NP (S) FA 30 "Biological assets". Control is regulated by the company's accounting policy. It has established that it is possible to determine the actual cost of agricultural products only at the end of the year. Currently, in Ukraine there is no legal act that would give the right to reduce the time of determining the actual cost of agricultural products. To determine the financial result, there is a method of sequential closing of accounts of different types of agricultural production. In order to improve the system of control over the value of current biological assets of crop production in agricultural enterprises, it is proposed to strengthen internal control by means of information systems and technologies. Control of costs that form the cost of crop production should be carried out both at the planning stage and during the execution of works and at the stage of their completion.

    The article investigates in-depth the theoretical provisions for the construction of modern product quality management systems, providing for the optimization and transformation of individual production and economic processes to a higher quality level, as well as the functions integration of enterprise management system and product quality management system; such integration is carried out on the basis of knowledge, information and communications, which are the basis of external integration processes of the enterprise. This provided an opportunity to develop a scientific and methodological approach to the formation of an adaptive quality system capable of producing high quality products over a long period of time. The generalization of practical aspects of the research provided an opportunity to build an algorithm and determine the tools for the formation of an adaptive product quality management system using modern computer technology for effective information support.

    The article examines the multiaspected problem of ensuring economic security. An analysis of challenges and threats to Ukraine's economic security during 2010-2019. Strategic goals of economic security have been set. The study of the relationship between public debt, foreign direct investment, and economic growth allows assessing the characteristics of economic security. A system of structural equations is proposed to study the relationship between GDP, public debt, and foreign direct investment. The result of economic security, which can be achieved by achieving the goal, can be considered increased resilience to internal and external factors.

    External factorsexert an enormous influence on the exigencies of changing the technological course of individualsectors. Digitalizationrepresents not a new milestone in the evolution of education, but its technological and methodological development. Due to a period of constraints, caused by COVID-19 pandemic, educational institutions at all levels in most countries have been forced to resort to digitalization of the learning process. Intelligent learning software provide their users with a variety of options to design and individualize the learning process, as well as independence from time and space. Teachers benefit from flexible content generation and just-in-time assessment of learners' progress, evaluation of large task sets, knowledge sharing with other teachers and knowledge institutions. Learners benefit from anytime availability of learning tools and just-in-time feedback. In our investigation, we consider the current state-of-the-art of educational software. Considering the results of quantitative empirical study and analysis of educational issues solvable by artificial intelligence, we present a developed and tested framework for selected educational problem.

    This paper aimed to explore IT innovations used in sustainable business models in the European single energy market. For this purpose, the academic literature and content analyses of organized marketplaces were performed. The results showed that end users are not always interested in changing the service and try to choose services/resources well known to them. At the same time, market operators see the need for radical change by introducing strategic innovations and digitizing energy markets. Sustainable e-government management models are typically sustained by IoT, blockchain, and smart grid management technologies.

    The article is devoted to the problem of designing recycling in sustainable logistics systems in the field of processing wastewater treatment waste - municipal sewage sludge (MSS) in the focus of information technology management. The essence of the developed and proposed wastewater treatment project is based on its integration into the city's public utilities system, which will be a single basis for a closed-type logistics system that is managed on the basis of the introduction of a unified information system. This approach to the design of sustainable logistics systems ensures the formation of a closed material and informational logistics flow according to the "supply of raw materials - production - product distribution". This allows solving two problems: ensuring the creation of a closed logistics system that is managed by a single information base and developing a new type of fertilizer.The solutions proposed in this project in the implementation of the MSS processing project are complex and allow implementing all areas of the sustainable development strategy in the aspect of implementing modern information systems. The design technology makes it possible to completely close the logistics cycle for the supply and processing of MSS into finished products in the form of organic fertilizers

    Scientific sources demonstrate different attitudes of researchers to cryptocurrencies because they treat them as a category of currency, virtual money, commodity, etc. Accordingly, the relation to the valuation and risk of cryptocurrency as an investment object is different. The purpose of the article is to identify cryptocurrency value formation factors and determine the risks of investing in cryptocurrency. Cryptocurrency is simultaneously considered a currency, an asset with uncertain income, and a specific product, the price of which is determined by the energy costs for mining new cryptocurrency blocks. Thus, the paper examines the risks of investing in cryptocurrency from several positions. First, the study identifies the factors of formation of the value and risk of cryptocurrency as ordinary money based on comparing cryptocurrency with traditional money. Unlike traditional money, cryptocurrency is not tied to the economic performance of a particular country; also, central banks do not control or regulate their mining. Instead, the cryptocurrency emissions depend on the computational capacity of the equipment used for their mining. As a financial asset, cryptocurrency can be a “financial bubble” because their value increasing often exceeds the cost of mining. On the other hand, given the emergence of cryptocurrency as a phenomenon of the information economy, the paper analyses the impact of specific technical features (cryptographic hashing algorithm, the complexity of creating new blocks, the technology of verification of mining operations, etc.) on the risk of investing in cryptocurrency assets.
