The Role of the Europeans in the Midst of the US-Iran Crisis in January 2020: the Dilemma of being a Normative Power in an Amoral WorldPages 1-26
EU's foreign policy instruments have been mainly designed with a normative approach to contribute to stability and peace in a changing political landscape. However, EU foreign policy faces different challenges that constantly test its ability related to conflict resolution, international understanding, and the defence of its Interests, such as the crisis between the US and Iran in January 2020. This research will answer the following question: What were the failures of the EU's foreign policy in the middle of the crisis between the US and Iran in January 2020? This paper aims to determine the shortcoming of the EU foreign policy affecting its role as a Global Power during the US-Iran crisis in January 2020.

Nazmiyeh (Police) and its Place in the Ideology of Reza Shah's GovernmentPage 2
Reza Shah's government can also be considered a government based on an ideology. This ideology has different components and at the same time, based on it, various institutions were created during Pahlavi's rule. Accurate knowledge of the Pahlavi government, especially in the era of Reza Shah, is obtained with a correct understanding of this ideology. Therefore, the state of the Pahlavi government is "linked" to this ideology in a very fundamental way. Looking at its situation, the three most important elements in it were considered the main ideological components of the government, which are: "authoritarianism", "monopolism" and "personalization of power". Of course, nationalism and antiquarianism can also be added to these. In this research, the focus is on the political components of the government's ideology. In sum, according to these three components, the ideological characteristic of Reza Shah's government can be considered as "concentration of exclusive personal power". In the meantime, the military institutions, which Reza Shah had placed the main support of his power on, played a very important role in the continuation of the government and the implementation of its ideology. The "police" was one of the most important of these institutions, which was completely at the service of the "person" of Reza Shah, and before and after he reached the throne, he fulfilled his wishes completely. This article seeks to understand the "problem" of the "police" in the ideology of the government with a descriptive and analytical method. And at the same time, its most important findings are that the "police" based on the principle of "concentration of exclusive personal power", was one of the main tools for creating order and suppressing Reza Shah's opponents. The most important result of this research is that the police played a role in establishing the "concentration of exclusive personal power" mostly by "suppressing and censoring the press", "dominating the elections and parliament" and "suppressing the opponents of the king". And this act was exactly based on the ideology of Reza Shah's government.

While other major global players emphasize the tangible characteristics of power, this alliance focuses on intangible power structures. For this purpose, this union is the only powerful normative identity player in the world community. Analysis of the position of this union in this context and its role in the fight against terrorism is the primary goal of the present article. Now, the main question is, what effect does the European Union's identity positioning have on this union's role in the fight against terrorism in the world system? According to the findings of the research, the European Union, be-sides enjoying normative identity advantages, as an essential international actor seeks an independent role in the fight against terrorism, but the lack of growth of standard military and security power in line with the development of normative power faces this union with a challenge and continues to rely on NATO under the leadership of the United States. The surge of terrorist activities in the territorial sphere of the European Union, the perceptual and psychological environment of the strategic and security policy-makers of the European Union on how to deal with terrorism, the specific attitude of right-wing European statesmen towards trends of terrorism, and the lack of social integration of Middle Eastern Muslim immigrants in European norms have led to more alignment and coherence of the European Union's strategic and security policies against terrorist movements.

The fair distribution of facilities and the correct implementation of distributive justice in multi-ethnic so-cieties increases unity among different ethnicities and increases people's trust in the political system, and as a result, reduces inequalities and eliminates social gaps. The purpose of this research is to investigate the attitude of the Turkmen people towards distributive justice in Golestan province. The research meth-od is a survey, and information has been collected using a questionnaire. The statistical population of this research is all Turkmen people with at least diploma education, living in Golestan province. System-atic random sampling method and sample size based on Cochran's formula is 207 people. Statistical analysis was done using PLS software. The model extracted from examining the relationship between satisfaction with governance and the components of distributive justice showed that the path coeffi-cients between distributive justice in the political (0.371), economic (0.253) and cultural (0.154) dimen-sions show a positive and significant relationship with satisfaction with governance. However, no signifi-cant relationship was observed between social justice and satisfaction with governance despite the exist-ence of a positive relationship (0.110); Therefore, the results obtained from the research show that there is a significant relationship between distributive justice and satisfaction with governance, and Turkmen people believe that justice is not equally distributed among different ethnic groups in the society, which requires special attention in development planning.Keywords: Attitude, Justice, Distributive Justice, Turkmen People -

The Syrian civil war, which has been labeled as one of the most significant crises in the Middle East, has turned this region into a scene of cooperation and competition among regional and trans-regional powers. The geographical scope of the conflict, the occurrence of extremely severe violence, and the direct and indirect involvement of international actors in operational battlefields have made this crisis one of the unique examples in the last decade. The nature of international phenomena has shown that regional and major powers, in a multilateral framework, are seeking to stabilize the balance of power in the international environment alongside cooperation and competition. The crisis in Syria has shown signs of such relations between Russia and Iran since 2010. Now, the question that arises here, which this article aims to examine and find an answer to within the framework of realism theory, is: "What impact has the Syrian crisis had on increasing political cooperation between Iran and Russia during the years 2010-2017?" This article aims to identify and prioritize the components of public culture that are effective in the political development of Iran; It has been considered using Analytic Hierarchy Process (AHP). In the first step, based on the studies and literature on public culture and political development, a researcher-made questionnaire with 5 options on the Likert scale was created, distributed, and collected among experts. These factors were identified and categorized in the three dimensions of the government, civil socie-ty, and citizens separately. In the next step, in the form of a paired questionnaire and with the help of Expert Choice software, these dimensions and components were prior-itized and weighted. According to the results of the second questionnaire, the bulk of civil society with a weight of (0.413); The government with a weight of (0.327), and citizens with a weight of (0.260) respectively have the most importance in the political development of Iran. Therefore, it is suggested that officials, decision-makers, and policy-makers strongly pay weight and rank to each of the dimensions and components in order to be able to make the most of the results of the uncle's culture in political de-velopment.
