    عملکرد، ابزاری می باشند که پس از اجرا می توانند اطلاعات گوناگونی را در اختیار تصمیم گیرندگان قرار دهند. بنابراین استفاده از اینگونه مدلها به منظور پاسخگویی به سؤالات و مسائلی که در ذهن تصمیم گیرندگان شکل گرفته است، اجتناب ناپذیر می باشد. در این صورت در این مقاله سعی شده تا مدل ریاضی تحلیل پوششی داده های مناسب، رتبه بندی کارایی گروه های آموزشی، نقاط ضعف و قوت هر یک از گروه ها و وضعیت استفاده بهینه از منابع در دسترس در دانشکده علوم انسانی از منظر مدل DEA بیان شود. از آنجا که مدلهای گوناگونی از DEA در طول سالهای گذشته به منظور استفاده در حوزه های گوناگون توسعه یافته اند، یکی از گامهای بسیار مهم قبل از ارزیابی واحدهای مطالعه شده، انتخاب مدل یا مدلهای متناسب با آنها می باشد. این مقاله مجموعه ای از گامهای پی درپی را در قالب یک مدل مفهومی به منظور انتخاب صحیح مدل ارزیابی عملکرد، ارائه می کند. این مراحل به مثابه حلقه های یک زنجیر تکامل بخش فرایند ارزیابی است و نبود هر یک از آنها می تواند اعتبار مدل ارزیابی را از حیث ضعفهای ذاتی روش DEA، خدشه دار کند.

    WTO به عنوان یکی از 118 مؤلفه پارادایم موج سوم و همچنین تغییر نقش خودروسازان و تامین کنندگان در زنجیره ارزش خودرو و ظهور خودروسازان صاحب برند با محصولات جدید و متفاوت با قرن 20 در صنایع خودروسازی جهانی، جدی ترین چالش های استراتژیک برای خودروسازان نوپای منطقه ای، بویژه شرکتهای خودروساز ایرانی به حساب می آیند. این مقاله یافته های مطالعه ای را ارائه می دهد که موتورهای رشد و موانع یادگیری را در شرکتهای خودروساز ایرانی بررسی کرده است. همچنین این پژوهش ابتدا با استفاده از متدولوژی SD اوضاع رقابت را در شرکت ایران خودرو (که به عنوان پایلوت جهت به کارگیری نتایج حاصل از تحقیق درنظر گرفته شده)، درمقایسه با سایر رقبای داخلی آن مدلسازی و بررسی کرده است؛ سپس با اعمال دو گزینه استراتژیک سناریو به مدل، اوضاع رقابت پذیری بخش صنعت خودروی ایران را در یک محیط رقابتی واقعی و با حضور سایر رقبای خارجی شبیه سازی می کند. این دو سناریو بیان می دارند که اگر زیرساختهای لازم جهت ورود ایران به مذاکرات دو یا چند جانبه WTO در بخش صنعت خودرو، تقویت بشوند و یا نشوند، موتورها و موانع رشد برای شرکت ایران خودرو (در حوزه خرد) و بخش صنعت خودروی ایران (در حوزه کلان) چه می باشند؟ در نهایت سیاستهای تکمیلی جهت رشد شرکتهای خودروساز ایرانی در شرایط رقابت کامل مورد آزمون و بررسی قرار گرفته و پیشنهادهای لازم جهت بقای آنان ارائه می شود.

    هر چند امروزه اعتقاد به برنامه ریزی ملی همانند سالهای گذشته وجود ندارد، ولی این به آن معنا نیست که باید برنامه ریزی کنار گذاشته شود، بلکه دنیای امروز روش های جدید و مؤثرتری را برای برنامه ریزی ملی می طلبد.
    خاستگاه برنامه ریزی ملی با هر رویکردی، دست یافتن به نیازها و مطالبه های مردم می باشد و مدیریت کیفیت جامع که از نیازهای مشتری شروع شده و به دنبال تامین رضایت مشتریان می باشد، بخوبی می تواند نگاهی جدید به برنامه ریزی ملی ارائه دهد. هدف این مدل تامین رضایت مشتریان برنامه می باشد که واجد ویژگی هایی است که در صورت تحقق آنها رضایت براورده خواهد شد. جامع بودن، عدالت، انعطافپذیری، هماهنگی، سازگاری درونی و بیرونی، عقلانیت و اثر بخشی از خصوصیات هدف مدل می باشند که براساس نظرهای صاحبنظران برنامه ریزی به دست می آید. همچنین مبانی اصلی تحقق هدف، سه عامل اصلی، بهینه سازی فرایندهای برنامه ریزی، توانمندسازی دست اندرکاران برنامه و تمرکز بر نیازهای مشتریان برنامه می باشد. برنامه ریزی به مرحله تدوین برنامه خلاصه نشده و شامل تدوین، اجرا بررسی و اصلاح برنامه است و زمانی هدف مدل، یعنی رضایت مشتریان برنامه محقق می شود که کلیه مبانی ذکر شده به طور مستمر بهبود پیدا کنند

    اسلام در روزگاری پدیدار شد که سراسر سرزمین جزیر هالعرب در زیر حکومت قبایل، دوران سختی را پشت سر می گذاشت. فرهنگ قبیله، آداب و رسومی را بر مردم تحمیل کرده بود که مردم در زیر بار آن توان راه رفتن، به رشد و تعالی دست یافتن و به مقصد انسانی رسیدن را از دست داده بودند.
    اسلام از همان آغاز به از هم پاشیدن نظام قبیلگی و ویران کردن ساختار قبیله همت گماشت و چون این ساختار کهنسال (و منظم در سراسر زندگی مردم) در مکه آسیب ناپذیر و غیرقابل فروپاشی به نظر می رسید، پیامبر گرامی اسلام به یثرب هجرت کرد. یثرب جایگاه دو تمدن کهن یمنی و بنی اسرائیلی بود که آن دو تمدن نیز با گذشت سده ها، تحت تاثیر فرهنگ قبیلگی به صورت دو فرهنگ بسته و از ریشه گسسته درآمده بودند.
    یثرب، «مدینه النبی» نامیده شد که گویای پاگذاشتن عرب بدوی به مدنیتی نوین و مدیریتی مدنی بود. پیامبر (ص) با این شیوه توانستند تا در آنجا نظام قبیله را از هم جدا کنند. بنابراین تا سال هشتم هجرت، پس از تعلیم آیات وحی و جنگهایی چند، ساختار قبیله و مدیریت آن نیز از هم فرو ریخت. در نتیجه این فرهنگ که در ژرفای وجود سران قریش باقی مانده بود، پس از پیامبر تجدید سازمان کرد و زنده شد.
    امام علی (ع) با رسیدن به خلافت و به دست گرفتن زمام امور مسلمانان، به تجدید حیات برنامه پیامبر اکرم (ص) کمر بست و به همه کارگزاران و فرمانداران خویش، شیوه اجرایی مدیریت (انسانی – اسلامی) مدنی را آموخت. حضرت علی (ع) با نوشتن «عهدنامه کشورداری» نوین به مالک اشتر، این مدیریت را با همه جزئیات ترسیم کرد که راهنمای عملی است برای مدیران همه عصرها، نسلها و در همه شرایط و جای ها.

    منابع انسانی کارامد و پرانگیزه در افزایش اثربخشی هر سازمانی نقشی مهم و اساسی ایفا می کند. شناخت میزان رضایت شغلی کارکنان به مدیران در پیشرفت و بهبود بهره وری منابع انسانی یاری می رساند. براساس پژوهشهای موجود، عوامل مختلفی در میزان رضایت شغلی اثر دارد. این عوامل در سازمانها بسته به اندازه، فرهنگ، نظام جبران خدمت، نظام ارتقای شغلی، نوع تولید و سایر شرایط محیطی سازمان، متفاوت است. در این پژوهش براساس فرضیه ها و آزمونهای علمی انجام شده، سعی شده است تا عوامل مؤثر و مرتبط با رضایت شغلی در بخش دولتی به دست آید. به این منظور وزارت کشور مورد کاوی شد و مشخص شد که در وزارت کشور کدام عوامل برای متغیر وابسته رضایت شغلی نقش پیش بینی کننده را دارد و کدام یک از متغیرهای مستقل همچون نحوه ارتقای شغلی، نظام ارزشیابی، سطح درامد و سبک رهبری ارتباط معنا داری با رضایت شغلی دارد.

    بازارگرایی و تاثیر آن بر عملکرد کسب و کار از جمله مباحث مهم و محوری در مدیریت بازار و مشتری است. این مقاله، ابتدا به بررسی دیدگاه ها، مدلهای مختلف بازارگرایی و تاثیر بازارگرایی بر عملکرد کسب و کار با توجه به قابلیتهای بازاریابی می پردازد؛ سپس روابط علی میان فرهنگ بازارگرایی، هوشمندی بازار، قابلیتهای بازاریابی و عملکرد کسب و کار را بررسی می کند و با استفاده از مدلسازی معادله های ساختاری و بر اساس داده های حاصل از محیط صنعت، مدلی مفهومی و تصمیم ساز را برای تبیین پیوندهای علی موثر بر عملکرد کسب و کار پیشنهاد و مورد آزمون قرار می دهد. نتایج پژوهش نشان می دهد که عملکرد کسب و کار در فضای رقابتی کنونی تحت تاثیر یکپارچگی بازارگرایی و قابلیتهای بازاریابی قرار دارد.

    مقاله حاضر در دو بخش با توجه به اهمیت و راهکارهای موجود برای سنجش فعالیتهای علمی و پژوهشی، چارچوبی را جهت سنجش نوآوری در سطح ملی ارائه می دهد. بخش اول به بررسی و مرور ادبیات سنجش تغییرات تکنولوژیک اختصاص دارد. در این بخش ابتدا در مورد زیر بنای تئوریک تغییر تکنولوژیک بحث می شود. در قسمت بعدی سنجش تحقیق و توسعه بعنوان قدیمی ترین شاخص فعالیتهای علمی و پژوهشی تشریح می گردد؛ سپس با توجه به نارسایی های سنجش تحقیق و توسعه و واقعیتهای غیر خطی اقتصاد نوین سنجش نوآوری بعنوان تازه ترین راهکار برای سنجش فعالیتهای تکنولوژیک معرفی می شود و در ادامه رویکردهای متداول سنجش نوآوری در سطح ملی تشریح شده و دو رویکرد طبقه بندی سیاست تکنولوژی در قسمت نهایی بخش اول بحث می شود.
    در بخش دوم مقاله با استفاده از تحقیق پیمایشی، چارچوب مناسب جهت سنجش نوآوری در سطح ملی پیشنهاد می گردد. در این بخش ابتدا به روش شناسی تحقیق پرداخته می شود و در ادامه با توجه به توانمندی ها و قابلیتهای هر یک از رویکردهای متداول سنجش نوآوری در سطح ملی، رویکرد مناسب انتخاب می شود؛ سپس با استفاده از رویکرد مستقیم طبقه بندی سیاست تکنولوژی، جایگاه فعالیتهای نوآورانه کشور تعیین می شود؛ در قسمت بعدی از بین شاخصهای متداول سنجش نوآوری در سطح ملی، شاخصهایی که با توجه به مقتضیات ملی و جایگاه فعالیتهای نوآورانه کشور مناسب می باشند، شناسایی می گردند. در ادامه امکان محاسبه شاخصهای متداول سنجش نوآوری با توجه به وضعیت موجود کشور بررسی می شود و در نهایت با توجه به نتایج حاصل از تحقیق پیمایشی، در قسمت نتیجه گیری شاخصهای مناسب و امکانپذیر برای سنجش نوآوری در سطح ملی پیشنهاد می شوند.

    مطرح شدن رویکردهای گوناگون در زمینه بالندگی سازمانی، این پرسش اساسی را به وجود می آورد که در چه شرایط سازمانی، کدام رویکرد برای ایجاد تحول در سازمان اثربخش است؟ به منظور پاسخ به این سؤال اساسی، رویکردهای تحول سازمانی، بررسی و در سه گروه جای داده می شوند. گروه اول، رویکردهایی است که تحول سریع و از بالا به پایین و به کارگیری فناوری های نوین اطلاعاتی را برای دگرگون سازی و بالندگی سازمان لازم می شمرند. نمونه بارز این گروه از رویکردها، مهندسی مجدد فرایندهای کاری است. گروه دوم، رویکردهایی است که به بهبود دائم فرایندها تاکید دارند و توجه به کیفیت فراورده های صنعتی و خدماتی سازمان را از طریق برنامه ریزی بهبود کیفیت حیاتی می شمرند. نمونه مهم این گروه از رویکردها، مدیریت کیفیت فراگیر است. گروه سوم به تغییر تدریجی از طریق یادگیری سازمانی به منظور آمادگی سازمان برای مقابله با هرگونه تحول محیطی توجه می کنند. سازمان های یادگیرنده از نمونه های بارز این گروه از رویکردها می باشند.. پس از این دسته بندی با توجه به شاخصهای مهم تحول سازمانی، یعنی وضعیت مالی، بازار و مشتری، الگویی برای شرایط استفاده از هر رویکرد ارائه می شود. براساس این الگو، پس از تحلیل مالی، تحلیل بازار و تحلیل مشتری با توجه به عوامل مهم موفقیت که در راهبرد سازمان مشخص شده، معلوم می شود که باید از کدام رویکردهای تحول استفاده شود تا اثربخشی بیشتری به دست آید. این الگو از طریق مورد کاوی هایی که در شرکتهای ایرانی انجام پذیرفته است، مورد آزمون قرار می گیرد.

    با آغاز هزاره سوم میلادی و گذشت حدود سیصد سال از انقلاب صنعتی، حوزه عمل و رقابت بنگاه ها در مقیاس جهانی گسترش پیدا کرد. صنعت خودروی ایران با بیش از چهل سال قدمت و تخصیص 5/2 درصد درامد ناخالص ملی، 20 درصد ارزش افزوده در بخش صنعت و 54/2 درصد سرمایه گذاری های کشور به خود، طی سالهای اخیر رشدی معادل 30 درصد را تجربه کرده است، اما تاکنون نتوانسته است تا حضوری شایسته در بازارهای جهانی داشته باشد. آینده نگری ایجاب می کند تا برای پیشگیری از وقوع آینده محتمل، توانایی استراتژیک این صنعت برای حفظ بازار داخلی و ورود به بازار جهانی مستمرا ارزیابی شود. بررسی نظریه های موجود در خصوص دادوستد بین المللی و مدلهای بین المللی شدن بنگاه ها نشان می دهد که اغلب این نظریه ها براساس مفروضات پایه ای بازار رقابتی کشورهای توسعه یافته غربی و بر اساس مطالعات انجام شده روی شرکتهای غول آسای چند ملیتی تدوین شده اند و هر یک از آنها از زاویه دید یک سطح تجزیه و تحلیل (بنگاه، صنعت، کشور و محیط بین المللی) به موضوع پرداخته اند. بنابراین به نظر می رسد هیچ یک از آنها بتنهایی از تعمیم پذیری کاملی برای تعیین توان استراتژیک بنگاه های فعال در کشورهای در حال توسعه که در تلاش برای ورود به بازارهای جهانی هستند، برخوردار نمی باشند.
    هدف از این مقاله ارائه یک مدل مفهومی برای تعیین الگوی استراتژیک ورود بنگاه های فعال در کشورهای در حال توسعه به بازار جهانی است. این مدل در برگیرنده چهار سطح تجزیه و تحلیل (بنگاه، صنعت داخلی، سیاستهای توسعه مزیت رقابتی ملی و روابط با بازیگران جهانی) می باشد. الگوی مفهومی ارائه شده در این مقاله آثار چهار متغیر مستقل «فضای درونی بنگاه»، «ساختار صنعت داخلی»، «مشخصات و ویژگی های فضای رقابتی ملی» و «روابط بنگاه با بازیگران بین المللی صنعت» را بر «توان استراتژیک بنگاه برای جهانی شدن و ورود به بازار جهانی در یک چارچوب واحد منسجم کرده است و نشان می دهد که چگونه توان استراتژیک بنگاه برای جهانی شدن تابعی از شایستگی محوری بنگاه و هم افزایی ساختار صنعت داخلی، هم افزایی فضای رقابتی ملی و هم افزایی مزیت مشارکتی حاصل از روابط بین المللی بنگاه با بازیگران جهانی صنعت می باشد.

    مقاله حاضر برخی از دستاوردهای پژوهشی را که به بررسی در مورد ماهیت کار مدیران ایرانی پرداخته است، ارائه می دهد. روش تحقیق استفاده شده در این پژوهش بر گرفته از روشی است که هنری مینتزبرگ در تحقیق خود در مورد مدیران آمریکایی انجام داد. در این روش مدیران مورد بررسی از طریق مشاهده سایه به سایه مطالعه شدند.
    نتایج تحقیق به منظور دستیابی به الگوی کاری مدیران ایرانی با متوسط کار روزانه 8 ساعت و 6 دقیقه شامل فعالیتهایی به این شرح است: کار روی میز (13%)، تلفن (12%)، جلسه های برنامه ریزی شده (43%)، جلسه های برنامه ریزی نشده (17%)، گشت یا تور (3%)، ناهارهای اداری (5%)، سفرهای اداری (4%) و تاخیرها (4%). جالب است که اختصاص وقت مدیران به تاخیرها در میان فعالیتهای مدیران آمریکایی مشاهده نشده است، ولی پژوهش مشابه در هند وضعیت مشابهی در مورد مدیران هندی نشان می دهد.
    نتیجه تحقیق در مورد محتوای کار مدیران به ارائه مدل دوازده نقش برای مدیران ایرانی منتهی شد. این دوازده نقش عبارتند از: مدیریت بر خود، مدیریت کارکنان یا رهبری، توسعه دهنده سیستم، محافظت کننده سیستم، کارآفرینی، مدیریت منابع، گیرنده اطلاعات، توزیع کننده اطلاعات، شبکه سازی، سخنگو، نقش تشریفاتی و بالاخره نقش اجتماعی. نکته قابل توجه اینکه در میان اموری که مدیران ایرانی به آنها می پردازند، سهم دو وظیفه آموزش کارکنان و ایفای نقش اجتماعی ایشان بسیار چشمگیر و متمایز از وظایف مدیران در کشور توسعه یافته ای مانند آمریکاست.
    از آنجا که بسیاری از حقایق در سایه مقایسه ها روشنتر و ملموستر می شوند، در این مقاله نتایج برخی از مقایسه های میان کشوری از مطالعه مدیران در ایران و تحقیقات مشابه در سایر کشورها آمده است. این کشورها عبارتند از: آمریکا، ژاپن، کره، هنگ کنگ، سنگاپور، چین و هند. در پایان به برخی از خصوصیات فرهنگی و ملی ایران نظیر: سطح پایینتر توسعه یافتگی اقتصادی و آموزشی، فرهنگ جمع گرا، فرهنگ مدیریت پدرانه و تمایل به ارتباطهای شفاهی که وجود این تفاوتهای میان ملی را تبیین می کنند، اشاره شده است.

    Each of the performance assessment models is an instrument that after implementing it can give the decision makers different information. So it is inevitable to use these models to answer the questions and problems that has been arizen in decision makers’ mind. Therefore, in this article we want to explain the mathematic model of the suitable Data Envelopment Analysis, grading efficiency of instruction groups, the weak and strength points of each group and the situation of optimum use of accessible sources in the human sienceses faculty from the view point of DEA. Since the different models of DEA have been developed during last years to be used in different areas, one of the most important steps before evaluating surveyed units is choosing a model or models suitable with them. This article presents a collection of consecutive steps, in a conceptual framework in order to choose correctly a performance evaluation model. These stages should be performed one after the other, otherwise the credits of evaluation model can scrafeh due to the natural weak nesses of DEA method.

    WTO as one of the 118th elements of third wave paradigm and also strategic shift from traditional management to brand management in global automotive industry, are regarded as the most important strategic challenges for local new established automotive companies particularly Iranian automotive companies. This article represents findings of a study which has examined growth models and learning barriers in Iranian automotive companies. This research has examined first, competition issues regarding Iran Khodro Company (as a pilot to apply results of research) by means of SD modeling in comparison with other internal competitors. And then simulates Iran automotive industry sector in a real competitive environment with presence of other foreign competitors by applying two scenarios. These two scenarios express that what are the growth enablers and impediments for Iran Khodro (in micro term) and Iranian automotive industry section (in macro term), whether or not the infrastructures of joining Iran to bilateral or multilateral WTO negotiates are strengthened. Finally, complementary policies for survival of Iranian automotive companies in a completely competitive situation is examined and addressed and necessary suggestions for their survival are presented.

    Although nowdays, there is no tendency to national planning like before, that does not mean that planning should be left aside, rather today’s world is calling for modern and effective approaches for national planning. The main objective of national planning, with any approach, is to fulfill peoples needs and demands. Total Quality Management (T.Q.M) by taking into account the customer’s requirements and satisfaction can amply demonstrate a new perspective on national planning. This model is customer satisfaction oriented and if the requirements are fulfilled, the satisfaction could be obtained. Comprehensiveness, equity, flexibility, integrity, internal and external consistency, rationality and effectiveness are some of the characteristics that define the Model’s goal and could be gathered from planning experts. Optimization of planning process, empowerment of plan’s employees and focusing on customer requirements are three basic principles to reach the goal. The final goal of this paper (customer satisfaction) could be materialized when all the principles accounted for sofar come to a stage of continuous empoverment.

The culture of these tribes had imposed such costume and order that people had been made to lose their strength to pave the way to The Exalted and also to fail to achieve the human perfection. Islam from the very begining was deter minded to eliminate this tribal system and to make it collapsed. Since this old structure interwoven with the life of people in Mecca seemed to be hardly destructible, the honored prophet immigrated to Yasreb, the place of two old civilizations of Yemen and Jews. Two civilizations that under the impact of tribal culture and through the ages were made closed cultures and ripped in roots. Yasreb was called Madinaton Nabi (The city of the Prophet) that indicated the entrance of primitive Arabs into a modern civil life and a civil management. It was in this way that the Prophet (peace be upon him) could undermine the tribal order and by the eighth year of Hijra, after teaching the divine verses and doing some battles, achieved his goal. But this culture, left in the depth of Qorayshi chiefs, was revived and reorganized some time after the Prophet (p.b.u.h) was passed away. Imam Ali (p.) becoming the Caliph and controling the affairs of the Muslims, pull his back on ful filling the prophet’s wish and plan. Following this‚ he taught his governors how to put into action that civil (human-Islamic) management theories. Through writing the modern Rulling Treaty to Malik Ashtar‚ one of his governors‚ Imam Ali (p) draw the fram of this kind of management. This tready is an executive guideline for all managers in all ages and generations as well in all places and circumstances.

    Motivated and efficient human resources have a very significant role in increasing the effectiveness of an organization. Knowing the rate of employees’job satisfaction may help the managers to improve human resource productivity. Based on different studies, there are a lot of Factors inFluencing job satisfaction. The rate of influence of each factor is different depending on the size, culture, awarding system, promotional system, kind of production and other environmental factors of an organization. In this research, based on scientific hypotheses and tests, it was tried to obtoin the main determinants of job satisfaction in public sectors. According to a case study in Interior Ministry, it was found out that which factors for the dependent variable of job satisfaction have a predictor role and which of the independient variables such as appraisal system, leadership style, level of income and promotional system has a significant relation with it.

    Market orientation and it’s impact on the business performance is an important subject in customer and market management field. At first, this paper investigates various view points and models of market orientation and it examines the effects of market orientation on business performance with respect to marketing capability. Then we investigate the key causal linkages among “market orientation culture”, “intelligence market”, “marketing capabilities” and “business performance”. A decision-oriented and conceptual model is proposed and tested based on data from industrial environment using structural equation modelling technique. The results support the notion that business performance in current competitive environment is under the influence of integration market orientation and marketing capabilities.

    This article deals with importance of the survey of research and scientific activities and the existing mechanisms in this regard and at the same time, provides a framework for innovation survey at national level. The first part of the article is a review and survey of the literature of technological changes. In this part, theoretical principles of technological changes are discussed. Also we will deal with measurement of research and development as the oldest indicator of research and scientific activities and, then, considering the flows and defect in the measurement of research and development, as well as, non-linear realities of modern economics, innovation survey is introduced as the latest mechanism for technological activities. In addition, current approaches for the survey of innovations at national level are introduced and, at the end of the first part, we will discuss different approaches to classify technology policies in this regard. In the second part of the article, an appropriate framework for innovation survey at national level is proposed through the use of field research. First of all, considering the potentials and capabilities of each of the current innovation surveys at national level, the appropriate approach is adopted. Then through the direct approach of technology policy classification, the status of innovative activities in Iran is determined. In the next section, we identify current innovation survey indicators at national level, which are deemed appropriate based on national requirements and the status of innovation activities in Iran. At the same time, we discuss the possibility of evaluatiny current indicators of innovation survey based on the situation of Iran. Finally, considering the results of the measurement research, we offer appropriate and possible indicators for innovation survey at national level.

    Emergence of different approaches in the field of Organizational Development has raised the question that which approach Fits which organizational conditions for achieving Organizational Development. In order to answer this question Organizational Development approaches are divided into three categories. The first category is composed of those approaches in which radical and top-down changes along with using information technology are emphasized. Business Process Reengineering is the typical approach in this group. Those approaches that focus on partial moderate changes and give importance to quality of production and services fall in the second category. Total Quality Management can be labled as a typical in this group. The third category includes the approaches in which gradual change through organizational learning makes an organization prepared to meet environmental changes. Learning Organization can suitably referred to as a typical approach in this group. Having applied the technique of Critical Success Factor (CSF) to the corporate’s states of financial, market and customer satisfaction, we proposed a model to fit situational factors to effective organizational approaches. This model was emprically tested in serveral Iranian enterprises.

    With the beginning of the third millennium and the passage of about 300 years since the Industrial Revolution, the scope of operation and competition in the business enterprises has increased to a global level. Automotive industry of Iran with more than 40 years of domestic operation and allocating 2.5%of GNP, 20% value added in Industrial Sector and 2.5% of total investment in the country has not yet achieved an outstanding position in the world markets. So to prevent unfavorable (but possible) challenges in the future, it seems necessary to assess the international competition potential of this industry according to a contingent strategic model. Reviewing the current international trade theories and internationalization models of firms indicates that most of these theories and models are developed based on fundamental assumptions governing the open market in developed countries. In addition, most of these models have evolved by the post studies on the large scale multinational corporations after their internationalization process. The most important point is that each of these theories and models studied the internationalization process from a specific level of analysis (firm, industry, country, international environment). So none of these models individually and completely can be generalized to address a suitable solution for those firms operating in developing countries and struggling to enter the international markets. The main purpose of this paper is proposing a contingent international market entry model for firms operating in developing countries (like Automotive Industry of Iran) through integrating the different points of view. The model contains four levels of analysis (firm, local industry structure, national competitive policies, and firms’ international relationship with global ones). It integrates and examines the role and effects of four interdependent variables (firm characteristics, local industry structure, national policies and firms’ international relationships) shaping the strategic capabilities and competencies, which are necessary for entering the international market (as the outcome /dependent variable). The model was examined in the Iranian Automotive Industry. It indicates how the international market entry competency of a firm in developing countries is affected by it’s core competencies, synergy of local industry structure, synergy of national competitive advantage, and collaborative advantage and complimentary effect originated from international relationship between the firm and the global market.

    This paper is based on a research conducted among Iranian managers. The qualitative study used Mintzberg’s “shadow-observation” method to study five Iranian managers in a period of one week and compare the results to information of some other countries including the US. The research explores the characteristics and content of the Iranian managers’ jobs. The paper presents the results from the characteristics of Iranian managers in form of a work pattern. The work-pattern indicates the average of 8 hours and 6 minutes of daily work for Iranian managers spending 13% on desk work, 12% on telephone calls, 43% on arranged meetings, 17% on un arranged meetings, 3% tours, 5% business lunches, 4% business travels and 4% on delays. Allocating times to delays has not been reported in Mintzberg’s research, studying American managers, but it has been reported among Indian managers. With regard to the content of managerial jobs, Mintzberg’s model has been extended and enhanced a twelve managerial roles model has been developed for Iranian managers. The twelve roles are: figurehead, leader, liaison, monitor, disseminator, spokesperson, entrepreneur, resource handler, negotiator, system-developer, system-protector, self-managing and social role. The importance of “mentoring (teaching)” and “social” roles for Iranian managers managing in a less-developed economy and collectivistic culture compared with American managers (managing in a more developed-economy and individualist culture) is explained. Comparative analyses of the results of the current study and those of researches replicating Mintzberg’s study in some countries including the USA, Japan, Korea, Hong Kong, Singapore, China and India are discussed in this paper. To sum up, the paper refers to some Iran’s national characteristics such as: les-developed economy and lower level of education, collectivistic and paternalistic management culture, and tendency toward verbal communication explaining the cross-national differences observed.
