Page 8Right education requires standards at any age and time; especially in sensitive and vital period of adulthood. Really who and which are better than Imam Ali (p.b.u.h) and his speeches. It is obvious that the speeches, deeds and behaviors of glorious Imams of Islam especially those of Imam Ali are good guides for human beings to reach the best way of life. The purpose of this paper is to demonstrate the face and features of standard youth based on the Imam Ali viewpoint. In two Main respects including negative and positivecharacteristics through paying attention to the letters, speeches and short sayings of Imam Ali in his glorious work Najolballagher especially Homam’s speeches and the thirty-oneth letter to his dear boy Imam Hassan. Our data in this research have been gathered through studying related data and using a qualitative method to analyze the results and findings. Among positive and negative characteristics some of them may be referred to as follows: keeping pomp and spree and some of positive youth characteristic are as follows:self purification, enjoying moral conscience, abstinence, being a good and benevolent person, respect to the adults and elders, paying attention to ancestors’ experiences, observing friendship, and enhancing the self-esteem.

Page 16Imam Khomeini has paid a special attention to the culture and cultural development long time before Islamic revolution. He regarded cultural dependence as a source of corruption and in return regarded the cultural independence as a base of political, social and economic independence. The axe of this paper is the accepted methods of cultural development from Imam Khomeini viewpoints. Cultural engineering in the framework of the late Imam’s goals and methodology is among duties of law- making departments, andother departments including administrative and judiciary ones. Surly other organizations are also included. In this research the writer has enjoyed many documents and records such as speeches and words of Imam Khomeini and his declarations on the various occasions related to culture, cultural institutes, and cultural tools. The writer has also tried to review and analyzing the aforementioned sources’ contents which are recorded in the important works of Imam Khomeini including Sahifeh-e- Noor and his important spiritual-political will. The paper had a transient glance at cultural pathology and general advices emerged and exerted from Imam’s works and tried to investigate the method and tools required to achieve cultural document based on his view point.

Page 28Although Formal education is still one of the most important ways to transfer knowledge, experience and skills, it must be accepted that informal education also is a good complement of formal education. This type of education can influence both of the personal and social learners’ values, attitudes, beliefs and skills. Investigation of the role of informal education in forming personal and social values is the goal of this research and the definition of education system and kinds of them will be studied. Then it will be tried to study the meaning and concept of value and its nature based on the viewpoint of theorists of philosophical schools. Finally we will try to know why the informal education must be focused on. The method of this research is analytical and for this reason it was tried to study the viewpoints of experts, books, research literature.

Page 48Smuggling is considered as an economic crime regarding its negative impacts on the national economics. Fighting against smuggling is one of the most important issues to be given priority and various departments are involved in this proplems. Although the main factors of this problem must be sought in trade and commerce sections, the deep and big roots of this problem should not be ignored. Surely gaining access to knowledge of these factors can help to find the roots of smuggling and solve it fundamentally. Although most efforts have been focused on the study of negative impacts of smugglingon the national economics, the extension of this phenomenon will result in numerous impacts in the cultural field. Generally speaking, smuggling is a destructive issue and it is necessary to have a critical confrontation with it.

Page 63Value engineering is one of the most successful approaches to problem solving, cost reduction and enhancement of practices and quality. This approach pursues creative enhancement and innovation through the integration of functions and processes. This article aims at enhancing the functions of the educational system, its quality and reducing costs through the value engineering approach. This is carried out though six standardized phases of value engineering; namely, data collection, function analysis, creativity, evaluation and development. It tries to develop native conceptual pattern and executive plan (through a process-oriented and functional approach) in order to enhance the quality of the Iranian schools. The results indicate that the outcome is the product of process and to obtain high quality outcomes one has to improve processes. Thus the functions of schools must be revised and reengineered based on the patterns and road-maps developed in this study.

Page 70Intelligence is the most challenging issues in the field of organizational behavior management, pedagogy and psychology. In recent years, cultural intelligence absorbed the attention of many scholars and managers. This concept has a outstanding role in politic, economic, cultural values, customer satisfaction and cross cultural commniucations.The purpose of this researvh is clearifing causes and consequences of cultural intelligence. The paper consisi of three main part. the first is related to introduce convetional and emmergent issues related to cultural intelligence. The second part is related prevalent concept in intelligence area such as emotional and multiple intelligence. The third part introduce the measuring instrument of cultural intelligence. In this part constructs of cultural intelligence were clarified. The ending part propose some practical approachesto developing cultural intelligence among managers and poeples.
