    هدف این مقاله ارزیابی اثر سرریز فناوری اطلاعات و ارتباطات (فاوا) بر رشد بهره وری کل عوامل در کشورهای در حال توسعه با استفاده از داده های پنل در دوره 1996 - 2006 است. نتایج نشان می دهد رشد تولید ناخالص داخلی حقیقی بیشترین اثر را بر رشد بهره وری کل عوامل تولید دارد. اثر سرمایه گذاری داخلی و سرریز فاوا مثبت و معنا دار است. رشد سرمایه انسانی اثر مثبت داشته ولی از نظر آماری معنا دار نیست. همچنین سرمایه گذاری داخلی در زمینه فاوا در جذب اثرهای سرریز خارجی موثر است. سرمایه انسانی توانمند، از عوامل موثر جذب سرریز فاوا است هر چند معناداری این اثر از نظر آماری مبهم است. یافته ها نشان می دهد کشورهای در حال توسعه از اثرهای سرریز بیشتر از سرمایه گذاری داخلی فاوا نفع می برند.

    امروزه، مدیریت علمی سازمان ها نیازمند استفاده مناسب از ابزارهای فناوری اطلاعات و ارتباطات مانند سیستم های برنامه ریزی منابع سازمان است. یکی از ابعاد این مطالعه، بررسی ارتباط سیستم های برنامه ریزی منابع سازمان با هوش تجاری و پشتیبانی تصمیم گیری است. در این مقاله با توجه به طراحی و اجرای یک پیمایش، نیازهای اساسی مدیران سطوح مختلف سازمان از سیستم های برنامه ریزی منابع سازمان در جهت پشتیبانی تصمیم گیری مدیریت و ایجاد هوش تجاری مورد پرسش قرار گرفته و با توجه به تحلیل ویژ گی های مدیریتی و ماهیت تصمیم گیری مدیران، فرض هایی نیز در زمینه ارتباط سیستم های برنامه ریزی منابع سازمان و تصمیم گیری مدیریت بررسی شدند. به منظور ارائه چارچوبی عملی برای به کارگیری راهکارها، با استفاده از روش های تصمیم گیری چندمعیاره، مسئله جست وجوی مناسب ترین راه حل ممکن برای برآورده سازی نیازها، دنبال گردیده و با به کارگیری روش آنتروپی شانون، وزن معیارها (نیازمندی ها) و سپس با استفاده از مدل TOPSIS، اولویت پیاده سازی مناسب ترین راه حل ها، مشخص شده اند.

    هدف اصلی مقاله این است که نشان دهد نخست آنکه، با افزایش مخارج فناوری اطلاعات و ارتباطات در صنعت گردشگری چه تغییری در جذب توریسم ایجاد می شود دوم آنکه، با توسعه فناوری اطلاعات و ارتباطات در این بخش، اثرگذاری آن بر رشد اقتصادی چه تغییری خواهد کرد؟ با استفاده از داده های تلفیقی سال های 20002006 در 70 کشور مختلف توسعه یافته و در حال توسعه، مدل تصریح شده برازش شده است. یافته ها نشان می دهد: 1. در کشورهای مورد مطالعه فناوری اطلاعات و ارتباطات اثرگذاری صنعت توریسم را روی رشد اقتصادی افزایش می دهد و شدت آن در کشورهای توسعه یافته نسبت به کشورهای در حال توسعه بیشتر است. 2. در هر دو دسته کشورها، هر چه سهم مخارج فناوری اطلاعات و ارتباطات به تولید ناخالص داخلی در زیر بخش های خدمات رایانه، مالی، آموزشی و حمل و نقل در این صنعت افزایش می یابد، جذب توریسم فزونی یافته به طوری که به ازای هر یک واحد افزایش در مخارج بالا به ترتیب 03/0، 14/0، 12/0، 18/0 واحد توریسم افزایش می یابد، همچنین متغیرهای تولید ناخالص داخلی سرانه، درجه باز بودن اقتصاد، سرمایه انسانی و سرانه مخارج آموزشی اثر مثبت و معناداری بر جذب توریسم دارند.

    در سال های اخیر سیستم های برنامه ریزی منابع سازمان (ERP) مورد توجه سازمان های دولتی ایران قرار گرفته اند. به این منظور بسیاری از سازمان های بزرگ دولتی کشور، پروژه هایی برای انتخاب و پیاده سازی ERP اجرا نموده اند. این پروژه ها در مسیر اجرا با مشکلات و چالشهایی مواجه بوده و در برخی موارد نیز شکست خورده اند. شاید بتوان دلیل این امر را در شرایط داخلی سازمان-های دولتی نظیر فرهنگ سازمانی، سطح تحصیلات، آمادگی سازمان برای ERP، زیرساختها، مدیریت و شرایط کلی کشور همچون محدودیت های سیاسی و تحریمها جست وجو کرد. در این مقاله سعی می شود تا عوامل کلیدی موفقیت سیستم های برنامه ریزی منابع سازمانی در سازمان-های دولتی ایران با تاکید بر وزارت بازرگانی تدوین گردد. بدین منظور ابتدا با مرور ادبیات سیستم-های ERP و تجربیات حاصل از پروژه های داخلی مرتبط، عوامل کلیدی موفقیت ERP در سازمان-های دولتی تدوین و سپس این عوامل در قالب پرسشنامه ای توسط خبرگان حوزه سیستمهای اطلاعاتی و مدیریت ERP در داخل و خارج از کشور ارزیابی و عوامل مهمتر شناسایی می شوند.

    اتخاذ راهبرد مناسب تامین خدمات فناوری اطلاعات یکی از تصمیمات تاثیرگذار مدیران سازمان-هاست. همراه با تغییرات سریع فناوری اطلاعات و به خصوص رشد اینترنت و تجارت الکترونیکی نیاز بانک ها به استفاده از دانش، تسهیلات و منابع خارج از بانک بیشتر شده است. این مقاله با مطالعه بازار فناوری اطلاعات در ایران و همچنین هدف قرار دادن بانک ها، معیارها، زیر معیارها و گزینه های متناسب با وضعیت ایران برای برون سپاری فناوری اطلاعات را مشخص کرده و مدل سلسله مراتبی آن را ارائه داده است. مدل سلسله مراتبی پیشنهادی در یکی از بانک های ایران اجرا و با استفاده از نظرات مدیران ارشد بانک و روش فرآیند تحلیل سلسله مراتبی، مقایسات زوجی انجام و راهبرد مناسب که شامل تاسیس شرکت فناوری اطلاعات توسط بانک بود اتخاذ گردید.

    در این مقاله کاهش نقش واسطه ها در انجام کسب وکار الکترونیکی با استفاده از مدل پویای کسب وکار فارستر مطالعه شده است. هدف از این پژوهش بررسی و تحلیل نقش واسطه ها در شرایط نظام توزیع الکترونیکی است. این پژوهش به لحاظ هدف کاربردی و به لحاظ روش از توع تحلیل پویای سیستمی است که در آن مدل کسب وکار فارستر بر اساس شرایط نظام توزیع الکترونیکی تعدیل شده و پس از اعتبارسنجی مورد استفاده قرار گرفته است. نتایج نشان می دهد همه تاخیرهای ناشی از وجود واسطه ها به صورت واقعی به صفر نزدیک می شوند. در این صورت نقش مهمی که تاخیر به عنوان یک انبار و در نتیجه فیلتر کردن اطلاعات حاکی از نوسانات تقاضا دارد نیز حذف می شود. انتقال زودرس اطلاعات به تولیدکننده خود می تواند موجد اثر شلاق چرمی شود. یافته اصلی مقاله این است که شفاف سازی اطلاعات و مدیریت دانش توسط واسطه ها در فعالیتهای تجاری پرسرعت ضروری است.

    بهره وری یکی از مولفه هایی است که افزایش تولید را همراه با توسعه به ارمغان می آورد. این مطالعه به ارزیابی اثرهای گسترش سیاست های تجاری و درآمدهای نفتی بر بهره وری کل عوامل تولید می پردازد. به همین دلیل، بررسی اثر باز بودن اقتصاد از جنبه شدت صادرات و واردات بر بهره وری نیروی کار مورد توجه قرار گرفته است. در واقع، می توان گفت که باز بودن اقتصاد می تواند به صورت کانالی برای انتقال فناوری عمل کند و اثر سرریز فناوری را به بخش های مختلف اقتصادی منتقل نماید.نتایج نشان می دهد درجه باز بودن اقتصاد، شدت سرمایه، انباشت سرمایه گذاری خارجی، سرمایه انسانی، هزینه های تحقیق و توسعه تاثیر مثبت بر روی بهره وری کل عوامل تولید دارد. از طرفی درآمدهای حاصل از صادرات نفتی در کشورهای عضو اوپک دارای تاثیر منفی بر بهره وری کل عوامل تولید دارد. همچنین با توجه به الگوی برآورد شده، افزایش واردات کالاهای واسطه ای و سرمایه ای از کانال افزایش شدت سرمایه و به کارگیری فناوری پیشرفته تر موجب افزایش بهره وری نیروی کار کشورهای منتخب می شود. یافته های این مطالعه نشان می دهد که افزایش درجه باز بودن اقتصاد آثاری مثبت بر بهره وری کل عوامل داشته ولی با شدت متفاوت در کشورهای مختلف متفاوت بوده است.

    The aim of this paper is to evaluate the effect of ICT spillover on the Total Factor Productivity (TFP) growth in selected developing countries using panel data approach over the period 1996-2006. Results of this study indicate that the economic growth is the biggest contributor to TFP growth in these countries. In addition, both domestic investment and ICT spillover effects have positive and statistically significant impact on the TFP. Moreover, findings represent that the effect of human capital on the TFP is positive but is statistically insignificant. Furthermore, domestic investment in ICT and human capital capability are vital to observe and diffuse the spillover effect of developed counties investments in ICT. The effect of human capital on the TFP is ambiguous because of a probable error of measurement.

    Nowadays, methodical management of organization involves appropriate use of ICT tools in a variety of ways such as enterprise resource planning systems. Therefore, identifying and studying those systems especially from management point of view are vastly vital. This study reviews relationship between ERP systems and business intelligence (BI) in the sense of the requirements for ERP systems to support management decisions. In this paper, the fundamental expectations of managers in various levels are surveyed in Trade Promotion Organization (TPO) of Iran. Some hypotheses about the relationship between ERP systems and management decisions are considered based on the analysis of management specifications and the decision context of managers. In addition, the significance of the requirements for decision support such as business intelligence is investigated via statistical analysis tools. Some BI solutions are recommended in order to cover the identified requirements for management decisions support and building business intelligence for ERP systems. To present a practical framework for applying the solutions, the best order of solution implementation is searched to meet the requirements using MCDM method. Furthermore, priorities for implementing the most appropriate solutions are determined by using the Anthropy Shanon method, the weight of criteria (requirements) and employing the TOPSIS model.

    The purpose of this paper is twofold. First, it aims to investigate the effects of ICT pending in tourism industry on attracting tourists. Second, it examines the effect of ICT on economic growth. A data set for 70 developed and developing countries are used to estimate empirical models over the period 2000–2006. Results of the study show that in developed countries, ICT pending in tourism industry has more influence than the developing countries on economic growth. Furthermore, in both developed and developing countries, attracting tourists are increased whenever the ratio of ICT pending to GDP is increased. Moreover, GDP per capita, openness, human capital, and education spending per capita have also positive and significant effect on tourist attraction.

    In recent years, ERP systems are in high demand among government organizations in Iran. Therefore, many large government organizations try to run ERP implementation projects. A number of projects failed because they faced with some challenges and difficulties in the way that the ERP are implemented. The failure depends on the government organization conditions such as organizational readiness for ERP, infrastructures, management and also depends on the general situation of the country such as political constraints and sanctions. In this paper we try to identify critical success factors (CSFs) for ERP systems in the government organizations of Iran with emphasis on the Iran's Commerce Ministry. To end this, we first review the ERP systems literature. Moreover, the domestic projects related to implementing ERP in Iranian company are evaluated. Then, a questionnaire is designed to gather information. The questionnaires are completed by information system experts. Finally, we analysis the collected information and identify the most important CSFs to implement successful ERP system in large governmental organizations.

    In today’s businesses world, effective use of information technology (IT) has a significant role in the success of organizations. Outsourcing strategy is the process of determining whether or not to outsource and, if so, what to outsource. Outsourcing selection is the process of finding and evaluating potential outsourcing partners. Outsourcing implementation is where the relationship between outsourcing partners is defined and established. Consequently, selection of effective strategy for outsourcing is an important decision for managers. This strategy is also important in the Iranian banking industry, since there are different qualitative criteria and especial condition while banking managers are faced with some challenges. This article aims to study IT market in Iran. More specifically, it focuses on banking industry to determine proportionate criteria for Iranian banking system while suggesting a hierarchical model for IT outsourcing strategy. This model helps executive managers of the Iranian banking system to select the best IT outsourcing strategy.

    Failure of dotcom companies, after 1990s’ rapid boost, raise many questions about e-Business solutions in commercial performance. The aim of this paper is to investigate the role of intermediaries in the new business environment. It is suggested that in the traditional trade models, intermediaries have a hidden role while just analyzing goods and money data and transferring the knowledge to both parties. Electronic business suggests a direct producer-consumer relationship. This can cause an immediate transfer of unfiltered data between both ends of the chain. We show here that intermediaries can manage the knowledge and help both sides to decide efficiently the level of production and transaction.

    This objective of this study is to evaluate the effects of trade policies and oil revenue on Total Factor Productivity (TFP). To end this, the effects of economic openness aspects of imports and exports intensity on labor productivity are examined. In fact, openness can be a main channel to transfer technology and the effects of technological overflow into different sectors of economy. This paper reviews the relevant theories to identify and estimate an empirical model in order to analyze the effects of openness and oil revenue on TFP in oil exporting countries. The countries in the sample include Iran, Algeria, Nigeria, Saudi Arabia, Indonesia, UAE and Kuwait. The results of this paper show that openness, capital intensity, foreign investment, human capital have positive effect on TFP while oil revenue has negative effect on TFP.
