This paper presents a different explanation and perception of essence and function of the “National Security Strategy Document”, based on general framework of practical and interpretive approaches to the philosophy of politics and social science. Then based on the already concept, it is explained that, “national security strategizing”, and shaping of an integrated and unitary reading and interpretation of it, which also make its legitimization, is complicated, has further necessity and function than it is seems firstly, and finally entails resorting to serious and institutional methods and processes.

Iran’s 1404 Development Outlook Document can be named as the main focal point of the country’s economic and strategic programming. The document emphasizes that it’s crucial for Iran to turn into a regional power in South West Asia. Among ways to materialize goals as such in the existing anarchic framework in the international system are self-help and organizing defensive pacts. The essay is trying to study the necessity of organizing defense pacts in the region. Defense pacts rest among main tools of creating regional balance in Iran’s defense policy. The rise of the US anti-Iran international threats can be regarded one of the necessities of using coalition model in the international politics. In other words, coalition is a passage way made through anarchy.Coalitionism can be categorized as a tool seeking power and security, and those countries employing coalitionism will be able to follow up further interests in the international politics. Iran’s geopolitical activity in developing multilateral regional cooperation with Russia and China can be considered a reaction to Pentagon’s defense and operative strategy for the years 2012-2020. Defense pacts are regarded regional coalitions that prepare necessary grounds for creation of balance, stability and inter regional cooperation.

In recent decades Conflict Resolution (CR) has became an important and attractive subject for many scholars, researcher and political activist. As a result, Increasing books and articles published abut different dimensions of CR. In this paper we’ll say that there is not a rich literature on CR in Iran. Then we seek to ask this question that how to develop this field study and how to evolve approaches, attitudes, methods and techniques on resolving and management of political and international conflict. And finally to referring certain Kind of conflict – that we’ve called Complicated and Protracted Conflict (CPC) we will propose an appropriate strategy for dealing with this kind of conflict and introduce suitable methods and techniques for resolving this. In this strategy we focus on Technical aspect of CR and explain that how to applied methods and techniques such as: track two diplomacy, mediation, communication skills and negotiation in resolving process of this conflict.

Such governments will be also in a better position in the highly competitive international atmosphere to have a more powerful, and more importantly, more sustainable effect on regional and international interactions.The present paper means to provide a clear picture of the concept of soft power with more emphasis on its cultural aspect, introduce its sources, and review various sources and instruments of the Islamic Republic of Iran’s soft power. An important part of the paper has been dedicated to viewpoints on how to counteract the soft war imposed on Iran by taking advantage of the country’s soft power components. The main hypothesis of the paper is that the Islamic Republic of Iran’s soft power components, including in such fields as culture, science and arts, as well as spiritual concepts of the Islamic Revolution, are attractive enough to not only enable the Islamic establishment withstand the West’s soft war, but also to promote the Islamic Republic’s power and national security.

Slum and informal settlements provide the low-cost and only affordable housing, and lowincome employees for the urban poor, therefore is seen as a solution. But they holder of the problems that are threatening the sustainability of cities. Urban security has a strong linkage with the issue of informal settlements. In this paper with descriptive method, reviews literature and statistics and information, has investigated various aspects of connection between slums and urban security. Security of tenure, poverty, natural and human disaster, urban violence and riots are important problems that have relation with security and slums. Second and third generations live now in the slums that have different aspirations and needs of their fathers. In these conditions, absence of proper supply and Lack of attention to the social justice will create problems for the city and urban security. This paper has emphasized that As long as there is poverty, relative deprivation and ethnic disparities, insecurity in both, the slums and the city will ever wider.
