    سازمان همکاری های اقتصادی (اکو) از جمله سازمان های منطقه ای است که با هدف گسترش همکاری ها و افزایش توان اقتصادی دولت های عضو تشکیل شده است. از آنجایی که امنیت، پیش زمینه توسعه در زمینه های دیگر به ویژه اقتصاد می باشد این مقاله با رویکردی تحلیلی و توصیفی به تبیین دلایل افزایش جرائم مرتبط با مواد مخدر در کشورهای آسیای مرکزی و تاثیر آن بر توسعه کشورهای اکو می پردازد. سوال اصلی این پژوهش این است که دلایل افزایش جرایم مرتبط با مواد مخدر در میان کشورهای آسیای مرکزی چیست و چه تاثیری بر امنیت منطقه ای دارد؟
    نویسنده بر این باور است که همکاری پلیسی کشورهای منطقه نه تنها می تواند بسیاری از جرایم به ویژه جرایم مرتبط با مواد مخدر را کاهش دهد بلکه شروع ابتکاری جدید از سوی دولت های منطقه برای ارتقاء امنیت در منطقه خواهد بود ضمنا روشن و پرواضح است که این همکاری پلیسی ضمن ایجاد امنیت پایدار باعث شکوفایی اقتصاد کشورهای منطقه و کاهش نفوذ قدرت های فرامنطقه ای خواهد شد.

    جرم پولشویی از جمله جرایم سازمان یافته تلقی می گردد که مرتکبین آن به منظور اختفاء منشا عواید نامشروع حاصل از فعالیت های غیر قانونی آن را مرتکب می شوند تا از این طریق بتوانند عواید مذکور را قانونی جلوه دهند و به منافع سرشار دست یابند. در راستای مبارزه با این جرم، سازمان های بین المللی از جمله سازمان ملل متحد و کشورهای مختلف اقدامات و تدابیر مختلفی را انجام داده اند. در نظام حقوقی ایران پولشویی به عنوان یک جرم مستقل تا سال 1386 جرم انگاشته نمی گردید، لکن الزام کنوانسیون های بین المللی از جمله کنوانسیون سازمان ملل متحد برای مبارزه با قاچاق مواد مخدر و داروهای روانگردان مصوب 20 دسامبر 1988 معروف به کنوانسیون وین (ماده 3) از یک سو، ضرورت ها و نیازهای قانونی و قضایی از سوی دیگر تصویب قانون مبارزه با پولشویی را عملی نمود.
    با توجه به نوپا بودن نظام قانونی حاکم بر فرایند مبارزه با پولشویی در ج.ا.ایران و برخی از ضرورت های اقتصادی- اجتماعی موجود، این سوال بنیادین مطرح می گردد که قانون مبارزه با پولشویی تا چه حد قادر به پاسخگویی به نیازهای قضایی جامعه در حوزه مقابله با جرم پولشویی می باشد؟ آیا قانون موصوف منطبق و متناسب با ماهیت جرم پولشویی به عنوان یک جرم سازمان یافته می باشد؟ ارزیابی و تحلیل قانون مبارزه با پولشویی هدفی است که این نوشتار درصدد دست یافتن به آن می باشد. در این راستا تلاش می گردد تا خلاها یا کاستی های موجود در این قانون با در نظر گرفتن کنوانسیون ها و قوانین دیگر کشورها مورد بررسی و مداقه قرار گیرد.

    تحقیق سه جزء اساسی دارد که عبارت از محتوی، روش شناسی و مدیریت و اداره تحقیق است. گرچه طی سال های اخیر پیشرفت های خوبی در کشور در زمینه محتوی و روش شناسی پژوهش حاصل شده است لکن در مورد مدیریت و اداره تحقیق کمتر کار شده است. نیروی انتظامی با تخصیص منابع و اعتبارات قابل توجه در امر تحقیق در صدد است دانش پلیسی را ارتقاء داده و با بکارگیری نتایج تحقیق در رسیدن به اهداف سازمانی خود موفق تر عمل کند. مدیریت و اداره تحقیق ضرورتی است برای تحقق مرز شکنی دانش پلیسی که در این مقاله به فرازهایی از آن پرداخته می شود.
    هیچ کدام از عناصر تحقیق مستقل از یکدیگر نیستند، بر روی هم تاثیر می گذارند و ارتباط درونی عمیقی با یکدیگر دارند. سازمان باید هدف و ایدئولوژی مشخص داشته باشد و باعث حفظ ارتباط بین نقش فرد و گروه، مسئولیت آنها و ایجاد کارآیی لازم در افراد و ساختار، به صورتی منسجم شود. هم چنان که مقوله پژوهش ماهیتی رقابتی می یابد، مدیران مسئول پژوهش هم باید در رویکرد خود در مورد مسائلی چون کسب درآمد و صرف منابع بر اساس اصول حاکم بر دنیای کسب و کار و تجارت عمل کنند. در این راستا ارزیابی مرتب از خود و بهسازی مداوم سازمان امری ضروری است: ارزیابی خود مستلزم داشتن اطلاعات کامل از فعالیت های داخل سازمان و مقایسه های دقیق و معتبر با سازمان های رقیب است. امروزه این نیاز در حیطه تجارت و حیطه های مشابه مثل سلامت و تا حدی هم در حوزه آموزش شناخته شده است. روش ها و امکاناتی در دست است که مدیران پژوهشی را در کار ارزیابی و محک زنی وظایف خود کمک می کند و امروزه این روش ها و وسایل جزو ابزارهای ضروری کار مدیران بخش پژوهش تلقی می شود.

    پول شویی به شکل فعالیت غیرقانونی یا پول های کثیفی که محصول یک فعالیت غیر قانونی است؛ نشان داده می شود. مانند: فعالیت های قاچاق مواد مخدر، کلاهبرداری، سرقت، فرار از پرداخت مالیات، یا اداره اشیا به سرقت رفته).
    پول شویی که امروزه از جمله بزرگترین جرایم سازمان یافته فراملی می باشند؛ به دلیل سود سرشار از یک سو و خطرات کم از سوی دیگر، شدیدا مورد توجه گروه های مجرمانه بین المللی قرار گرفته اند.
    با عنایت به این مهم که پول شویی به کرامت انسانی لطمه وارد می سازد و از دیگر سو کلیه ابعاد سیاسی، اجتماعی، اقتصادی و فرهنگی کشورها، به ویژه کشورهای جهان سوم و در حال توسعه را مورد تهدید قرار می دهند، لزوم مقابله همه جانبه با این پدیده نوین بیش از پیش خودنمایی می کند.

    این مقاله به حضور زنان در نیروی پلیس برخی کشورهای جهان اشاره دارد و در فضایی کلی به بررسی نقش و فعالیت زنان در مشاغل پلیسی، مشکلات و موانع موجود، ماموریت ها و زمینه های کاری، نحوه استخدام، ساختار سازمان و مزایای حضور زنان در نیروی پلیس اشاره دارد.
    افزایش تعداد زنان در سازمان های پلیسی باعث حضور هر چه بیشتر و گسترده آنها در اجتماع شده و به لحاظ کیفی نیز باعث اعتماد بیشتر زنان آسیب دیده اجتماع به پلیس شده و به همکاری آنان در مواقع ضروری با پلیس منجر می شود. حضور زنان در فعالیت های پلیسی برخی کشورها موثر بیان شده و توسعه بخش های تخصصی پلیس زن در سازمان های پلیس کشورها زمینه ساز حضور گسترده آنان در فعالیت های پلیسی خواهد بود.

    امروزه با تغییراتی که در جوامع صورت می گیرد مجرمین سازمان یافته مدرن وسنتی از آن بهره لازم را می برند. بر همین اساس گستره فعالیت آنها به وسعت و پهنای جهان است و هیچ نقطه ای از جهان از هجوم آنها در امان نیست و در جهان کشوری را نمی یابیم با مشکلات جرائم سازمان یافته روبرو نباشد. اما تهدید این جرم زمانی تشدید می شود که گستره ارتکاب آن بیش از دو کشور را در نوردد. اگر چه هر جرم شدیدی که توسط گروه های مجرمانه با داشتن شرایط خاص ارتکاب یابد، جرم سازمان یافته تلقی می گردد. اما دراین بین اکثر کشورهای جهان نتوانستند تعریف واحدی از این جرم ارائه دهند. برای اینکه قوانین کشورها با هم متفاوت است. به گونه ای که ارائه تعریف مشخص از این جرم به مثابه ماهیگیری در اعماق دریاست.اما در این مقاله نگارنده ضمن تعاریف متعدد قصد دارد ابعاد گوناگونی از این جرم را بازگو نماید.

    نظام حقوق بین الملل معاصر ریشه در اندیشه های امانوئل کانت فیلسوف قرن هجدهم دارد. در این نظام، حاکمیت و مشروعیت بین المللی دولت ها به مشروعیت داخلی آنها وابسته است. یعنی؛ وجود نظام جمهوری (دولت لیبرال دموکراسی) و حقوق بین المللی مبتنی بر فدراسیون دولت های آزاد (سازمان های بین المللی). کانت اعتقاد دارد که وفاداری و احترام به این دو رکن اساسی به همبستگی ملت های آزاد که می توانند دوام آورند، از جنگ جلوگیری کنند و به طور پیوسته گسترش یابند، منتهی می شود.
    قرائت های جدید از استدلالات کانت نشان از گسترش تدریجی اتحاد لیبرالی در دنیای امروزی و ربط وثیق بین حقوق بین الملل در عرصه بین المللی و اجرای عدالت در داخل کشور دارد. تشکیل سازمان های بین الملل، تقویت تجارت آزاد، همبستگی دولت های مستقل، تمرکز بر حقوق بشر و توجه به کرامت ذاتی انسان، تکامل مدنیت، تئوری لیبرال حقوق بین الملل و تئوری آموزش فضیلت انسانی، همگی برخاسته از اندیشه های ژرف کانت است که در حقوق بین الملل رواج یافته و به اوج خود نزدیک می شود.

    Economic cooperation organization (ECO) is among the organizations which have been established with the aim of expanding cooperation and increasing the economic capacity of member states.Since security is the foreground of development in other fields (especially economic), this article adopting an analytical and descriptive approach, tries to explicate the reasons behind drug related crimes in central Asia and its impact on the development of ECO member states. The main question is “what are the reasons behind drug related crimes in central Asia and what effects do they have on the regional security?” The author believes that police cooperation among regional countries can not only decrease many crimes specially drug related ones, but also will be the beginning of a new initiative by regional states to increase security in the region. It is clear that this cooperation results in stable security and economic growth in the region and will decrease the influence of transregional powers.

    Money laundering is considered as an organized crime committed by offenders it in order to conceal the source of money gained from illegal activities by disguising these activities as legal in an effort to make a huge profit. To combat this kind of crime international organizations including United Nations and different countries have taken various measures. Till 2007 money laundering was not considered as an independent crime in Iranian legal system, but obligations of international conventions including United Nations Convention on Fight against Narcotics and Psychedelic Drugs- adopted in December, 20, 1998, known as Vienna Convention (article 3) – on the one hand and legal and judicial requirements on the other led to the adoption of money laundering rules. Considering newly established legal system of fight against money laundering in I.R.Iran and also some social and economical necessities, the basic question is to what extent the rules of fight against money laundering will be able to respond to the judicial needs of the society? Do these existing rules fit with the nature of money laundering crime as an organized crime? This article intends to analyze the rules of fight against money laundering. It will seek to investigate the gaps and shortfalls of these rules by taking into account the existing conventions and rules of other countries.

    Research is comprised of three elements including content, methodology, and research management. In spite of substantial improvements in the areas of content and methodology in recent years, research management has not been explored as extensively. Law enforcement intends to improve the police awareness and knowledge through allocating considerable resources and credits so as to achieve its organizational goals via research results. Research management is an essential element of removing obstacles in police knowledge. The present article touches on some aspects this issue. None of research elements are independent from one another and on the contrary, there are deep internal relationships among those elements. The organization should have a clear goal and ideology and maintain a cohesive relationship between the role of an individual and the group and create effectiveness among the staff and organization in an integrated manner. While the subject of the research enjoys a competitive nature, the managers should consider some issues in their approach as well such as earning money and consuming the resources according to the principles governing the world of business. In this regard regular self-assessment and continuous improvement of the organization is essential. In other words self-assessment demands having comprehensive information regarding the organization and comparing oneself with the rival organizations. Nowadays this necessity is recognized in the field of business and other similar activities -like health and to some extent training and instruction. Methods and means are available in this regard that can help the research managers to assess themselves. These methods are considered as integral tools for research managers.

    Money laundering has appeared in the form of illegal activities or dirty money which is the outcome of an illegal activity (such as drug trafficking, robbery, tax evasion, or handling stolen goods).Nowadays, money laundering is considered as one of the most serious organized crimes in the world that has caught the attention of many international criminal groups, mainly because of its high profit on the one hand and low risk on the other.Since money laundering undermines human dignity and threatens all political, social, economical and cultural aspects of a country, especially the third world and under developed countries, the necessity of comprehensive fight against this new phenomenon has become very important more than ever.

    This article focuses on the presence of women in police force in the world and in general explores the role and activities of women in police profession, existing challenges and obstacles, missions, way of recruiting, organizational structure and the advantages of their presence in the police force.Increasing the number of women in police organizations has led to their extensive presence in the society and from a qualitative point of view it has caused vulnerable women of the society to trust the police more and to cooperate with it whenever deemed necessary.     Modern and traditional organized crimes profits from the changes occur in the society. For this, the scopes of their activities are all around the world, and no part of it is safe from their treats. It is impossible to find a country in which the problems of organized crimes not existed. Only when the treat of these crimes becomes intensify that its domain covers more than two countries. Although, every severe crime conducted in special conditions is considered as organized crimes, most of the counties in the world are not able to offer a unique definition for it. The reason is that the rules and regulations of each country are different from each other.     The international law system has its roots in Emanuel Kant’s thoughts in 18th century. In this system international sovereignty and legitimacy of the countries depend on their internal legitimacy. It means that the existence of republic system and international law is based on the federation of free and independent countries (international organizations).According to Kant’s belief, loyalty and respect to these two main elements will lead to solidarity of free nations, which can help them to thrive, prevent wars and develop increasingly. New readout of Kant’s reasoning represents the gradual developments of liberal alliance in the world and the valid relation between international law in international arena and implementing justice in the country. Forming international organizations, reinforcing free trade, solidarity of free countries, focusing on human rights, and paying attention to natural greatness of human beings, evolution of civilization, liberal theory in international law and training theory of human perfection are all obtained from Kant’s deep thoughts which has prevailed in international law and approached to its climax.
