    While a government fails against military rush, it experiences last consequences of failures, from cultural field to political filed and scattering military forces. Survival of the society is affected by sagacity of government. This sagacity involves activating talents, capacities and capabilities of all people, and insurance of their effective participation; hence ensuring the equal access of people to a minimum welfare requirement, security, and enough awareness for effective participation in social areas is necessary for achieving the intelligent state. Another requirement of intelligent state is development of mutual trust and motivation for public participation that occur in the light of the social identity reinforcement and true distribution of power among all people. Because this will provide the possibility for receiving on time feedback from the society, and will increase interaction with the environment. Since three thousand years ago, a new era has begun in Iran history, and a royal empire was founded, which gradually faded away and was replaced with another one. In this research, some causes of the failure of ancient royal empires have been studied based on the intelligent state model, using the historical research method. Research findings have been drawn up as statements and have been presented as research results. These results have been used to modify the intelligent state model, and the final model has been presented.

    The role of security in the progress of societies is so important that sometimes is assumed as the preliminary step of every social development. One of the most manifested applicabilities to provide the national security is territorial integrity. Nowadays the management of weapons, defence equipments and technology using by military forces organization in each country is one of the most important factors, impressed the level of national security. The importance of territorial integrity for countries makes all expenditures justified, to promote defence power of military forces. But the point is that sometimes it will be difficult to justify military expenditure, taking into consideration opportunity costs. Apart from related economic discussions to provide necessary weapons for military forces, there will be various ways, each necessitates its own risks and advantages. It is important to implement a flexible and developable model to achieve a comprehensive planning system in such a field, with multiplicity impressing factors. So, this research, stress on a basic question: "Is it possible to find a model, having enough capacity to analyse all related factors about weapons, in addition to ponder all choices exactly lead to better goals, for promoting defence power of a country, by distinguished thrift in consuming military expenditure?". We are going to response above mentioned question using a choice, called the development of "virtual army" through the suggestion of "era-based cellular planning system".

    Given the significance role of human sources in military operations and undeniable effects of stress on the performance of its personnel, and in order to lunch effective operations under stressful circumstances, it seems unavoidable to test the pertinent systems and prepare the army force to this end, the present study was carried out to identify, elaborate and compare the degree of job stress between the personnel of the Iranian Army Grand Force and staff of National Petroleum company (as similar subject). For this purpose, copper’s standardized stress questionnaire was used and its rational equivalence reliability was estimated through chronbach formula, the data run through factor analysis, which supported significance difference between the two subjects groups in terms of their degree of Job-Stress.
