    Today road safety and road accident reduction because of economic and heavy public expenditures of road accident and psychological and physical consequences on individuals, families and society is one of the most important concerns of a traffic engineers and traffic police. As a result of administrative and budget restriction for the safety of all accident prone instruments, there is no opportunity for making safe all of the roads instruments. Accident prone instruments for safety operations should be prioritized. In this study, first, identification procedures of accident-prone places are presented by Germany, Austrish, Denmark, Finland, Hungray, Norway, Swiss, Romania, Portugal, England and Finally Iran. Then, step by step solution for optimizing accident-prone places are presented. For this purpose, first, required skills of accident-prone places for study are provided and then description of accident-prone improvement steps are stated. Finally, roads condition comparison of Iran with these counties, definition of these places, the ways of their improvement for Iran are provided.

    High socio-economic expenses of road accident and vulnerable psychological effects on people and society, identification of accident causes and prevention of them are from the most important concern of scientific research. So, the object of this study is determining of identification procedure of hazardous places and prioritizing the correction of these places by the related software. This study is descriptive which is based on the casestudy. For data collection, the available documents and evidences have been used. The result of the study showed that the identification of hazardous places and prioritizing of places correction, are one of the appropriate management strategies for obtaining the objects of projects. So, identified criteria are not necessary the best and each of them according to their advantage and disadvantage release their problems.

    One elements of safety is road aid management in which the appropriate interorganizational communications and the role of each of them in aid management will result in reduction of aiding problems. In some successful countries, in the field of road transportation safety, providing of rescue activities on roads divided into three parts of medical aids, road rescue and said and car technical aid. One of the problems of related groups of aid management is doing the task of other groups and as a result of this, aiding trend across the roads of country is too slow. If the organizations and offices involved in aid management, clear and appropriate model of interaction and inter-organizational communications be provided, hazard and crisis management will improve the object of this study that is designing interaction model and inter-organizational communications in rescue and aid management across country. This study is based on the available documents and evidence of performed study. The result of this study showed that determination of the place of rescue and aid organizations in providing aid management, the kind of planning, covering road network of rescue groups and coordination between aid management services are among the effective factors in designing this model.

    Natural disasters can have a high effect on the transportation mode; due to high demand on the travel demand the use of transportation system can become a vital role on the everyday life of the people. Natural disaster are likely to happen unpredicted and the country and the decision maker should always have a plan to overcome these types of crisis, as it can have a high impact on the transportation and the movement of people and the vehicles. There are many ways of overcoming the phenomena of natural disasters to reduce the human fatalities and financial burden on the country. The Intelligent Transportation system and be used to overcome and manage the crisis in the best possible way. The application of ITS can assist the operational manages to exchange data and communicate with the stricken area and overcome the problem. The ITS can be used to monitor and manage the emergency system and help the injured people due to natural disaster in the transportation system.

    The progress of technology and application of electronic systems has been effective in reduction of urban traffic in daily life for long time. Some of the urban managers were astonished as a result of doing daily affairs through internet by people. It can be said that IT is a universal tool that help us during daily affairs. This article describes the application of IT on traffic management and provides a model for successful performance for it. Finally, for showing effectiveness of highway systems and reaching mentioned objectives in a highway, a model have been provided that included five parts such as management and decision making, information collecting, control system, publicity to driver and monitoring, planning and performance which act as a part of traffic control center task. Generally, this model can be help for the effectiveness of highway systems.

    Traffic accidents, ruin the yearly national gross product of countries and the rate of it is different in under developed and developed countries. In this study had been attempted by using jurisdiction procedure, the accident expenses result in death in Iran and the rate of 2010-2011 national gross product expenditure to be calculated. Atonement average rate for 3 years is 554.7 ,430 and 903 million Rials. According to the announced national gross production rate by Islamic Republic of Iran,s central bank and the number of rural accident death for 30 month, the rate of national gross production was 2.33% and 2.26% for 2010-2011 and %82 for the first six month of 2012. The fatality rates of 2010-2011 in comparison to first month of 2011-2012, in spite of the reduction of general death, from 1.266 to 1.825 is increased. This show more national gross production expenditure than the previous years. Average value of potential production of a hazard victim for these 3 years is 656.229163,621.738061 and 546306548 rial and in the first six month of the years is equal to 1.327% and for 2010,2011 is 2.96 and 2.54.
