    بحران مالی و اقتصادی چند سال اخیر اتحادیه اروپا را با مشکلات فراوانی مواجه کرده و بیشتر دامن گیر کشورهای ایرلند، پرتغال، ایتالیا، اسپانیا و به ویژه یونان شده است. بحران یورو که بزرگترین بحران اقتصادی اروپا از 1957 محسوب می شود، به طور خاص از بدهی های بالای پنج کشور مذکور و تردید درباره توانایی بازپرداخت بدهی های آن ها، سیاست ضعیف مالی برخی کشورهای منطقه یورو و ناتوانی مقامات بانک مرکزی اروپا برای ایجاد انضباط مالی در میان اعضا ناشی می شد. هر چند از سال 2013 اتحادیه توانست تا حدودی بحران را مهار کند و مجددا وارد دوره ای از رونق اقتصادی شود، ولی تاکنون موفق به رفع کامل بحران نشده است و اثرات آن در آینده نیز بیشتر خود را نشان خواهد داد. باتوجه به مطالب مذکور سوالی که مطرح می شود این است که بحران یورو چه تاثیری بر روند همگرایی اتحادیه اروپا داشته است؟ فرضیه تحقیق این است که بحران یورو علاوه بر تاثیرات سیاسی و اجتماعی در برخی کشورهای عضو، منجر به ایجاد مشکلات فراوان اقتصادی و جدایی و شکاف میان اقتصادهای بزرگ و حاشیه ای اتحادیه اروپا شده است. هر چند به واسطه ی تلاش های به عمل آمده در راستای مهار بحران، مشکلات اقتصادی کمتر شده و اتحادیه اروپا مجددا وارد دوره رشد اقتصادی شده، اما به نظر می رسد اثرات آن وسیع بوده و به نوعی روند همگرایی اتحادیه اروپا را متزلزل کرده است. برای بررسی فرضیه فوق، موضوع تاثیرات بحران یورو بر روند همگرایی اتحادیه اروپا در چارچوب مباحثی مانند کاهش ارزش یورو، افزایش شکاف اقتصادی، رشد روند واگرایی، افزایش بیکاری، گسترش ناآرامی های اجتماعی و سقوط زودهنگام برخی دولت های حاکم، رشد ملی گرایی افراطی و گرایش های ضد اروپایی، احتمال خروج انگلستان از اتحادیه اروپا و مطرح شدن احتمال فروپاشی حوزه مالی یورو بررسی شده است.

    اتحادیه اروپایی در سیاست های اعلامی خود رعایت حقوق بشر را شرطی ضروری در مناسبات داخلی و خارجی اش خوانده و برای نمونه پیوستن کشورهای اروپایی به اتحادیه، بهره مندی از امکانات آن و حتی انعقاد معاهده با سایر کشورها را منوط به احترام به حقوق بشر می کند. در این مقاله، جایگاه مقوله دفاع از حقوق بشر در نظام حقوقی اتحادیه اروپایی مورد بررسی قرار می گیرد. رژیم دفاع از حقوق بشر در اتحادیه از چهار مجموعه اسناد تشکیل شده است: 1) معاهدات دوگانه شکل دهنده اتحادیه، 2) منشور حقوق بنیادین اتحادیه اروپا، 3) رویه قضایی دیوان دادگستری اروپایی و 4) کنوانسیون اروپایی حقوق بشر که پیوستن به آن توسط پیمان «لیسبون» ضروری شمرده شده، ولی تا کنون تحقق نیافته است. با توجه به اهمیت سند چهارم، تسریع در روند پیوستن اتحادیه اروپا به کنوانسیون اروپایی حقوق بشر لازم به نظر می رسد. هر چند که کنوانسیون در حال حاضر نیز در نظام حقوقی اتحادیه و به ویژه رویه قضایی دیوان دادگستری اروپایی مورد استناد قرار می گیرد، اما پیوستن اتحادیه به کنوانسیون، جایگاه آن را در نظام حقوقی اتحادیه نهادینه خواهد ساخت و نیز نظارت بر رعایت حقوق بشر در فعالیت های اتحادیه را، برای تضمین بیش تر بر عهده نهادی خارج از اتحادیه (یعنی دادگاه اروپایی حقوق بشر) قرار خواهد داد. با این حال، همچنان خلائی در زمینه حقوق بشر در نهادهای اتحادیه اروپایی وجود دارد و به عنوان نمونه، توجه مکفی به حقوق اقتصادی و اجتماعی نشده است. به علاوه لازم است که اسناد مختلف تضمین کننده رعایت حقوق بشر در این اتحادیه در قالب یک نظام یکپارچه حقوقی عمل کنند.

    تصویرسازی ژئوپلیتیک عبارت است از رقابت قدرت ها بر سر شکل دهی به ادراک و ذهنیت اشخاص، نهادها و بازیگران سیاسی از موقعیت، ویژگی ها و محتوای فضای جغرافیایی بر اساس منافع مورد نظر خود. بر این اساس، مقاله حاضر در صدد تبیین فرایند خلق تصویر ژئوپلیتیک است. در این مقاله، فرایند تصویرسازی ایالات متحده آمریکا از اتحاد جماهیر شوروی در طول دوره جنگ سرد به عنوان نمونه موردی مورد تحلیل قرار می گیرد. استدلال مقاله حاضر این است که تصویر شوروی شرور در طول جنگ سرد، طی فرایند تعامل پیچیده ژئوپلیتیک رسمی، ژئوپلیتیک کاربردی و ژئوپلیتیک عمومی شکل گرفت؛ به این صورت که ژئوپلیتیک کاربردی ایالات متحده آمریکا از طریق سیاست گذاری، طرح دکترین ها و ارائه بیانیه های سیاسی از جمله دکترین ترومن، استراتژی سد نفوذ جرج کنان، طرح مارشال، سند سیاسی شماره 68-NSC شورای امنیت ملی آمریکا، دکترین امپراتوری شرارت ریگان و...، تصویر اهریمنی از اتحاد جماهیر شوروی به عنوان یک دشمن ذاتا سازش ناپذیر را طراحی نمود. در این فرایند، ژئوپلیتیک رسمی با ارائه نظریه های ژئوپلیتیک همچون هارتلند، ریملند، دومینو، شبکه زنجیره-ای، قدرت هوایی سوروسکی و نظایر آن، بعدی علمی به تصویر ژئوپلیتیک آمریکا از شوروی داد و در نهایت، ژئوپلیتیک عمومی با استفاده از بازنمایی های رسانه ای، گفتمان ژئوپلیتیک اتحاد جماهیر شوروی به عنوان دشمن شرور را در نظر افکار عمومی متقاعدپذیر جلوه داد. خلق چنین برداشتی از اتحاد جماهیر شوروی منجر به تولید قدرت برای ایالات متحده آمریکا شد، به گونه ای که آمریکا ضمن هویت بخشی به مردم خود در طول 4 دهه جنگ سرد، زمینه لازم برای مداخلات ژئوپلیتیک خود در مناطق مختلف جهان را فراهم نمود.

    در سال 2008، «سازمان کشورهای صادرکننده گاز» که به اوپک گازی معروف شد با عضویت 11 کشور و با تعیین شهر دوحه به عنوان مقر خود رسما آغاز به کار کرد. اگر چه این سازمان دارای ماهیتی اقتصادی و تجاری است، اما بسیاری از صاحب نظران شکل گیری اوپک گازی را مقدمه ای برای تحول در ساختار ژئواستراتژیک و ژئوپلیتیک جهان می دانند. از همین روست که اروپا و آمریکا که از بزرگ ترین مصرف کنندگان گاز طبیعی محسوب می شوند، شکل گیری این سازمان را از منظر خود تهدیدی بر امنیت انرژی و دست یابی آسان به گاز طبیعی می دانند و به شدت با آن مخالف هستند. در این میان، نکته حائز اهمیت این است که اکثریت اعضای این سازمان را کشورهای اسلامی تشکیل می دهند، به طوری که کشورهای ایران، قطر، اندونزی، برونئی، الجزایر، لیبی، مصر، نیجریه و قزاقستان (ناظر) 9 عضو از 13 عضو (11 عضو اصلی و 2 عضو ناظر) را به خود اختصاص داده اند. ضمن این که با پیوستن کشورهای ترکمنستان، مالزی، ازبکستان، موریتانی، مالی سهم کشورهای اسلامی در این سازمان بیش تر و پررنگ تر خواهد شد. اهمیت روزافزون گاز به عنوان یک منبع انرژی پاک، وابستگی اقتصادی غرب و به خصوص اروپا به گاز صادراتی این سازمان، تاثیرپذیری صنایع نظامی و دفاعی غرب از تحولات بازار گاز، تغییر نقشه ژئوپلیتیکی و ژئواکونومیکی جهان و کم رنگ شدن نقش آمریکا و غرب در اقتصاد جهانی، افزایش قدرت مانور و چانه زنی اعضای سازمان به خصوص روسیه و ایران در برابر غرب و آمریکا، ایجاد زمینه برای هم گرایی بیش تر کشورهای عضو سازمان و... از جمله فرصت های مناسبی است که به اعتقاد کارشناسان باعث افزایش وزن ژئوپلیتیک کشورهای عضو به خصوص کشورهای اسلامی در برابر غرب و آمریکا خواهد شد. در این مقاله تلاش شده تا ضمن بررسی پتانسیل کشورهای اسلامی در اوپک گازی، زمینه های موجود برای بهره گیری از این سازمان در ارتقاء جایگاه جهان اسلام در نظام ژئوپلیتیک جهانی مورد تجزیه و تحلیل قرار گیرد.

    عراق کشوری است که به دلیل تنوع قومی و فرقه ای محیط اجتماعی اش در زمره جوامع پرشکاف دسته بندی می شود، تعدد و تراکم این شکاف ها و ناتوانی نخبگان سیاسی این کشور در حل مشکلات دولت–ملت سازی همواره تهدیدی جدی برای حیات سیاسی-اجتماعی این کشور بوده است. با این حال پس از حذف دولت اقتدارگرای بعثی توسط نیروهای خارجی، خشونت و منازعات فرقه ای و قومی در این کشور شدت و گسترش بی سابقه ای به خود گرفته است. با این توضیح سوال اصلی نوشتار حاضر این است که علت تشدید خشونت های قومی و فرقه ای در عراق پس از فروپاشی رژیم صدام چیست؟ در پاسخ به این مساله، فرضیه پژوهش عبارت است از این که پروژه دولت-ملت سازی بین المللی یا دولت-ملت سازی از بیرون که با رویکردی امنیت محور از سوی غرب به ویژه آمریکا درعراق به مرحله اجرا درآمد به علت ناسازواری با مبانی فرهنگی، هویتی و اجتماعی این کشور خود عاملی در قطبی شدن شکاف های اجتماعی و تشدید خشونت های فرقه ای و قومی شده است. پژوهش حاضر با اتکا به روش کیفی از نوع تبیین علی و با بهره گیری از نظریه «راجر بروبیکر» به تشریح این موضوع می پردازد.روش انجام پژوهش نیز کتابخانه ای– اسنادی است. یافته های پژوهش نشان می دهد که ساختارهای نهادی یک سان و مشابه نمی تواند برای همه جوامع کاربردی باشد. در عرصه نهادسازی باید به تمام قابلیت ها و ظرافت های هر جامعه دقت کرده و ویژگی های منحصر به فرد آن جامعه را به حساب آورد.

    پیوند اقتصاد و منازعه بین المللی یکی از محورهای مهم اقتصاد سیاسی بین الملل است. هدف این مقاله، بررسی تاثیر عنصر اقتصاد در مدیریت منازعه هند و پاکستان با استفاده از رویکردهای اقتصاد سیاسی بین-الملل است. بنابراین، مقاله حاضر در پنج قسمت سامان می یابد. پس از بیان مساله، تلاش می گردد تا چارچوب نظری مختصر و منسجمی فراهم شود که به طور خلاصه بر نسبت عناصر اقتصادی و منازعه متمرکز باشد. حاصل این قسمت هویدا شدن دو متغیر کلان همکاری دوجانبه و اقتصادمحوری است که ذیل هر یک چند شاخص مهم مطرح می گردد. سپس، همکاری دوجانبه هند و پاکستان در دو شاخص تجارت و سرمایه گذاری متقابل بررسی و نسبت آن ها با منازعه این دو کشور سنجیده می شود. آنگاه، با استفاده از آمارهای موجود نشان داده خواهد شد که چگونه اولویت یافتن اقتصاد برای هند و پاکستان، آن ها را از منازعات دوجانبه دور کرده و به رفتار احتیاط آمیز سوق داده است. سرانجام، نتیجه گیری مختصری از مطالب ارائه می گردد.

    The European Union with 28 member states is one of the largest economic unions in the world, however, the economic and financial crisis of recent years preceded by the housing crisis of 2008 in the US created many difficulties for it, and affected some of its member states, such as Ireland, Portugal, Italy, Spain and particularly Greece. The counties’ huge amount of debt and the doubt about their capacity to repay it, the weak financial policies of some member states and the inability of the European Central Bank in implementing financial discipline among EU members have created the biggest crisis confronting the EU since 1957. Although the EU was able to contain the crisis in 2013, and the Union entered a new phase of economic boom, the crisis has not completely been resolved and it may erupt once again in the future. Hence the question arises as to what is the impact of the Euro crisis on the process of integration in the EU. The hypothesis of this research is that although the EU has been able to contain the Euro crisis and enter a new period of economic growth, the impact of the crisis has been extensive and affected the process of EU integration. In order to arrive at such conclusion, various issues such as devaluation of the Euro, widening of the class gap, escalation of social unrest, extremist nationalisms and anti-European sentiments, the collapse of some governments, the tendency towards disintegration, and the possibility of Britain leaving the EU are discussed.

    The European Union in its policy declarations states that the respect for human rights is a requirement in its internal and external relations. For instance, accession of European countries to the Union, enjoying its services, and even signing an agreement with nonmembers is dependent on the observation of human rights. In this paper, the position of human rights in the European Union legal system is explored. The Human rights regime in the EU consists of four strands: EU Treaties, the Charter of Fundamental Rights of the EU, the jurisprudence of the European Court of Justice, and the European Convention on Human Rights to which the Lisbon Treaty requires accession, but has not been finalised so far. Given the significance of the latter, it is necessary to expedite the accession of the EU to the Convention. Although, the Convention is referred to in the EU legal system and particularly in the European Court of Justice’ jurisprudence, the accession will institutionalise the status of the Convention in the legal system, and authorises an external entity to observe the respect for human rights in the EU functioning. Nevertheless, there seems to be a lacuna concerning human rights within EU institutions, as for instance, there is not sufficient regard for social and economic rights. Moreover, it is necessary for the above-mentioned strands to work together in a coherent and comprehensive regime.

    Geopolitical imagination, by definition, is the competition between powers in forming individuals’, institutions’ and political factors’ perception of the characteristics and contents of geographical space, on the basis of their intended interests. In this article, as a case study, the US perception of the Union of Soviet Socialist Republics during the Cold War era is analysed. The authors argue that the image of an evil Soviet during the Cold War was formed through a complicated interaction process among formal geopolitics, applied geopolitics, and general geopolitics. It was through policies, doctrines, political statements including the Truman Doctrine, George Kennan’s Containment Doctrine, the Marshall Plan, National Security Council Report 68 (NSC-68), and Reagan’s Evil Empire Doctrine that the practical geopolitics of the United States provided an evil image of the Soviet Union as an inherently irreconcilable enemy. In this process, the formal geopolitics added a scientific dimension to US representation of the Soviet by presenting geopolitical theories like Heartland, Rimland, Domino, Chain Network, Seversky’s Air Power and the like. Finally, general geopolitics presented the geopolitical discourse of the Soviet Union as an evil enemy, convincing the public opinion by using media representations. Creating such a perception of the Union of Soviet Republics empowered the United States, in such a way that the latter set the ground for its geopolitical interventions in different regions of the world, while at the same time creating identity for its people during four decades of the Cold War.

    In 2008, the Organisation of Gas Exporting Countries (OGEC) was formally established with 11 members in Doha, Qatar. While having economic and business nature, the organisation is seen as the Gas OPEC, having the potential for changing the geo-strategic and geopolitical structure of the World. Therefore, it is regarded as a threat by Europe and the US to the security of their energy supply. Islamic countries, namely, the Islamic Republic of Iran, Indonesia, Qatar, Brunei, Algeria, Libya, Egypt, Nigeria, and Kazakhstan constitute 9 of its 11 members. The increasing importance of gas as a clean energy source, economic dependence of the West especially Europe on importing gas, compliance of the Western defense and military industry with variations in the gas market, changes in the geopolitical and geo-economic map of the world and the weakening of the role of the US and West in the global economy have increased the influence of OGEC members, especially Iran and Russia vis-à-vis the West and the US. This has also provided a background for the convergence of Islamic members of the OGEC, and the formation a regional economic-political alliance among Islamic countries resulting in the increased geopolitical weight of the Muslim world against the West and the United States. In the present paper, besides studying the capacity of Muslim countries in the OGEC, the possibility of enhancing the status of the Islamic world in the geopolitical system of the world, through the organization, has been analysed.

    Iraq is a country with many social cleavages, due to its ethnic and religious diversity, and because pf the inability of its political elite, this feature has always hindered resolving its problems. With the removal of the authoritarian regime of Sadam Hossein, ethnic and religious disputes escalated to their peak. The main question in this article is why has ethnic and sectarian violence exacerbated in Iraq after Saddam Hossein? In response to the question posed, it is argued that the process of international nation-state building or nationstate building from outside that was implemented with a security oriented approach by the US, because of its incompliance with cultural and social features of Iraq, has led to the intensification of sectarian and ethnic violence in the country. The method used in this research is qualitative and causal, using Rogers Brubaker’ theory. Findings of the reseach indicate that identical institutional structures do not work for all societies effectively, and every society’s exclusive capacities and delicacies must be taken into consideration in the process of nation-state building.

    The link between international conflict and economy linkage is one of the focal subjects in international political economy (IPE). The aim of this article is to scrutinise the impact of the economic factor on managing Indo-Pakistan conflict based on IPE approaches. So, the article organizes as follows: first, it is tried to provide a brief coherent theoretical framework concentrated on conflict-economy linkage; this contributes to idenifying two macro variables: bilateral cooperation and economy-oriented policy. Second, Indo-Pakistan cooperation is studied through two indices of bilateral trade and investment. Third, using available data, it is demonstrated that economy-oriented policy by the countries has deterred them from reciprocal hostile actions and led them to prudent conducts. The paper will be ended with a conclusion.
