Turkey's Foreign Policy towards the European Union; From Deutsch's Integration to Wendt's Constructivism
This article seeks to explore change in Turkey’s foreign policy towards the European Union from Deutsch’s integration to Wendt’s constructivism. Change in Turkish foreign policy sphere from the mere material structures to material and non-material structures is the mostimportant change which the Turkish diplomatic and policy-making apparatus has experienced towards the European Union (EU) in recent years. Attaining a salient status in the area of soft power for Turkey will be the harbinger of a fundamental revision in EU’s policies towards Turkey. This will lead the two players to an intersubjective perception of shared interests and values which can be regarded as the most salient achievement in Turkey’s foreign policy towards EU in recent years. On this basis, this article seeks to answer the following main question: What impact does Turkey’s changing foreign policy towards the European Union leave on social structure and intersubjective characters of the two sides?
