Methodological Weakness of Rostowian orientation in the Development Programs of Pahlavi II

This research seeks to study the reasons of the fall of Pahlavi II, despite of its economic and industrial modernization, with the help of investigating the Walt Rostow's theory of The Stages of Economic Growth and Mohammad Reza Pahlavi's development programs. The goal of this paper is to find an answer to the question that according to Rostow's emphasis on passing the 5stage economic development model to reach development and Pahlavi's adaptation of this theory in its development plans, why these programs failed? The hypothesis: The theory of Walt Rostow and Mohammad Reza Pahlavi's development plans suffer from methodological determinism and being too much economic oriented. It means that while concentrating only on economic developments, this theory and the second Pahlavi's plans do not consider cultural, geographic, social, and…contexts and situations.
