Prioritization the problems facing the implementation of Sedentarization nomads in northern Khorasan Based on analytic hierarchy process

Today’s, the nomads Sedentarization programs in Country, will follow improving in the quality of nomads life as their ultimate goal. However it seems some of these types of programs because of the multiplicity of problems, such as socio- economic problems after sedentarization or the lack of a proper preliminary studies before the implementation, have not been successful. Sedentarization Nomads in Northern Khorasan is one of them, therefore, identification and prioritization of problems the implementation of sedentarization nomads in northern Khorasan in order to provide principled planning for the proper implementation of these types of projects is essential. The required data to identify and prioritize problems and plan for Sedentarization of nomads, includes, the criteria and sub-criteria and options to solve the challenges, were collected through paired comparisons questionnaires completed by experts and then analyzed by using the analytic hierarchy process in Expert Choice2000. The results showed that both criteria management and planning, cultural and social, respectively, with coefficients (0.433) and (0.314) greatest influence on the failure of projects in North Khorasan province were nomads. Therefore, the reform of the administrative system and planning as an important solution to problems related to the management and planning criteria and increase nomads participation in planning and management as an important solution to problems related to social and cultural criteria were assessed.
