Making trouble in legal decrees

Juridical and legal disclaims which occurs at concoct and discovering and execution of decrees and human rights, are different. From one point of view, these disclaims are disagreement, and at this condition it is two reasons to each other: disclaim and disagreement are two reasons at legislation and the legislation is responsible for any mistake or otherwise, theses disclaims are trouble making. Trouble making happens at execution stage such that bringing two reasons in one action will not be impossible and there is no responsibility of mistake for legislation. In other words, trouble making is the condition and statue of two decrees against each other. In this paper, on one side, trouble making at legal and illegal decrees are discussed and on the other side the exit and release solutions of trouble making are mentioned.
