Essential of Futures Studies Policy-Making of Science and Technology in Iran's Water Management Issue

Realizing water policies requires reflection on the requirements of science and technology with a forward-looking perspective. Therefore, making any change in the field of water issues requires changing the pattern of consumption, education and research, production and transfer of appropriate and innovative technology. In this regard, sustainable development includes the regulation of human-environment interaction and human-human interaction. Also, one of the most important features of the present century is the centralization of "education" in development discourses in countries around the world and the large investment of countries in education as the most powerful tool for achieving sustainable development in the field of water. Therefore, the purpose of this study is to provide a policy framework for science and technology in the field of water in Iran with a future perspective. The method of this research is contextual, and strategically has a qualitative approach and according to the purpose, it is an applied research. A combination of documentary methods (library studies) and interviews with experts have been used to collect data. To analyze the data, the "grounded data theory" method with Glaser "classical design" approach has been used. The result of data analysis in three stages of open, axial and selective coding resulted in the identification of 58 categorical propositions, 19 categories and seven categories. These include attention to climate change, the cultural system, the development of interdisciplinary disciplines in the field of water, the economics of innovation in the field of water, water technologies, the training of efficient manpower, and the expansion of public education to increase community knowledge about the environment and water.
