Survey the Obstacles of E-Government Based on E-Government Readiness Model (Case Study: Governmental Organizations in Lorestan)

E-government can offer to citizens the large range of information and services. A key factor in establishing E-government is not technology but access to technology is the key factor. This research wants to survey the obstacles of E-government and use the «electronic government readiness model» as Conceptual model that based on this model the E-government obstacle categorized in five factor include IT infrastructure، IT skills، security infrastructure، law infrastructure، and culture infrastructure. By using principal component analysis technique (PCA) with confirmatory approach or confirmatory factor analysis (CFA) be determined that 31 percent of IT infrastructure obstacle determined by first attribution of variable، 44 percent of IT skills obstacle determined by seventh variable، 43 percent of security infrastructure obstacle defined by thirteenth variable، 32 percent of law infrastructure defined by nineteenth variable، and 38 percent of culture infrastructure obstacle determined by twenty sixes attribution.
