Analysis and Failure finding of the efficiency of using the information capacity with cross-efficiency method among the provinces of the country

In order to be sure to give the best and most qualitative services in the information sector، the performance evaluation of public libraries of the country is a must. The purpose of this paper is to evaluate the efficiency of public libraries of the country، using one of the non-parametric techniques in this context، i. e.، data envelopment analysis (DEA). Data envelopment analysis was used with inputs such as area of the library and number of libraries، computers، chairs، books and librarians، and outputs such as the average number of visitors، the average number of borrowed books and number of membership cards in public library for each province، These provinces were classified into effective and ineffective. In the next phase، to increase the efficiency possibility، reference units were identified for ineffective units. The results of implementing this model showed that out of 30 provinces of the country، 15 provinces had the efficiency of one، which is equal to 50 percent of country's provinces. A full ranking mechanism، called cross- efficiency method was used to rank public libraries of countries provinces. In final results of ranking، Southern Khorasan and Bushehr's public libraries، were respectively ranked as first and last levels of performance.
